Background
Community Based Flood and Glacial Lake Outburst Risk Reduction Project is a joint initiative between The Government of Nepal (GON) and United Nations Development Programme (UNDP). The project is being implemented under National Execution/Implementation Modality (NEX/NIM) by Department of Hydrology and Meteorology (DHM) under Ministry of Science, Technology and Environment (MoSTE) as the lead Implementing Agency. The major source of funding to this project is from the Least Developed Countries Fund (LDCF) managed by Global Environment Facility (GEF). The project contributes to NAPA Profile 3 ‘Community-Based Disaster Management for Facilitating Climate Adaptation’ and Profile 4 ‘GLOF Monitoring and Disaster Risk Reduction’. The project duration is for four years from 2013 to 2017. This project aims to help the GON to overcome some of the key barriers to manage the growing risks of Glacial Lake Outburst Floods (GLOF) in the High Mountains and flooding in the Tarai and Churia Range of Southern Nepal through a strong emphasis on community engagement, empowerment and social inclusion.
Duties and Responsibilities
The AFO will work directly under the supervision and overall guidance of NPM. The AFO will be responsible for ensuring smooth administrative, human resource and financial management of the project. The incumbent shall be responsible for the overall supervision and guidance of support staff (AFA, APA and Drivers).
- Maintain accurate financial and personnel records of the project as required by GoN and UNDP.
- Supervise administrative and financial records of the staffs as required.
- Assist NPM in all matters related to financial and administrative functions of the project.
- Manage all correspondence related to administrative, financial and security matters.
- Be responsible for maintaining the inventory and records of all fixed assets including physical verification on a regular basis.
- Undertake HRD initiatives for building capacities in the areas of administrative and financial management for project staffs and other beneficiaries.
- Undertake all tasks related to procurement of goods and services including audit exercise.
- Provide additional support to NPM and component team leaders for preparing annual work plans, multiyear plans and periodic reports.
- Monitor and update financial delivery of the project for timely information to NPM for corrective actions.
- Take lead in preparing the annual work plan, procurement plans, quarter work plans and financial reports to be submitted to UNDP & GEF.
- Take lead in organizing trainings/workshops/seminar including conduction of PEB meetings, TAG and other consultative meetings.
- Maintain proper coordination and communication with project line Ministries, implementing agencies, collaborating partners and other stakeholders in realizing the overall goals and objective of the project.
- Undertake other tasks as required by NPM & NPD.

Required Skills and Experience
Education:
- Completion of Master’s degree in Business Administration or other relevant field.
Experience:
- Work experience of at least 5 years in relevant field.
- The incumbent must be well versed in the areas of procurement, budgetary planning, audit and human resource development.
- The incumbent must we willing to travel extensively and spend time in the field.
- Proven abilities in operating financial packages.
- Candidates having prior working experience in UNDP NEX projects will be a distinct advantage.
Language:
- Fluency in written and spoken English and Nepali languages.
