Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and participants of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women is implementing a regional programme, funded by the European Union, for the Economic and Political Empowerment of Women in the Southern Mediterranean Region (Spring Forward for Women). The programme, launched in October 2012, supports the economic empowerment of women in the Southern Mediterranean region and enhances their participation in the political and decision-making spheres. In Jordan the programme has focused on women’s political participation at the community level, and on enhancing opportunities for women’s economic empowerment. Two consultants are being sought to document the lessons learned to date by the programme and produce visibility and communication materials from this. One will focus on photography, videography and graphic design; the second will focus on the production of written material. This TOR seeks the communication specialist who will focus on the production of written materials documenting lessons learned and good practice around the Spring Forward for Women programme.

Duties and Responsibilities

Objectives of the Assignment

Under the guidance and supervision of the Recovery Specialist, the Consultant will assist the UN Women country office to implement its mandate within the priorities of Spring Forward for Women programme. The consultant will work in tandem with a media expert (photographer/videographer) to document lessons learned and success stories of the Spring Forward for Women programme. The consultant will be responsible for collecting lessons learned and produce written materials on lessons learned and success stories.

Scope of Work and deliverables

In line with the objectives of the Spring Forward for Women programme, implement a time bound communication strategy.

This should include:

  • Development of a methodology and concept note for the production of written materials on the Spring Forward for Women programme;
  • Interviewing of programme participants, partners and staff of the Spring Forward for Women programme;
  • Collection, documentation and analysis of interviews;
  • Production of print materials on lessons learned from the Spring Forward for Women programme;
  • Production of print materials documenting success stories from Spring Forward for Women beneficiaries.

Prepare multi-media, visibility and advocacy products and campaigns for external distribution to the public, the media, non-governmental agencies and donors, related to the Spring Forward for Women programme, as requested.

Deliverables include:

  • Concept note, work plan and methodology for undertaking the tasks assigned;
  • Two high quality, final print publications – one focused on lessons learned from the Spring Forward for Women programme and the second documenting success stories – with a focus on the stories of individual participants;
  • Implementation of strategy to ensure launch and dissemination of reports, as guided by UN Women;
  • Development of at least 10 messages to promote the reports on social media channels.

Duration and duty station for the assignment

The duration of the assignment will be three (3) months and the duty station will be Amman, Jordan with travel to field operations. The consultant is expected to carry out his/her functions from home, though a hot spot in UN Women’s office will be made available as needed.

Fees and Schedule of Payments

The position will be remunerated based on the successful competition of the following deliverables:

  • 10% Concept note, work plan and methodology for the assignment;
  • 50% Two high quality, final print publications;
  • 30% Launch and dissemination of the two publications;
  • 10% Development of 10 social media messages.

Required Skills and Experience

Education:

  • Bachelor’s Degree in communication or social science degree.

Experience:

  • A minimum of 5 years of experience developing written communication materials;
  • Experience producing high quality written materials for UN and international organisations;
  • Demonstrated experience in development communication and mass media;
  • Experience in working with UN agencies or other reputable international organizations.

Language:

  • Fluency in spoken and written English and Arabic is a requirement.
