Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Much of this works takes place at the national/country level in which UN Women either have a Country Representative on site to manage this programme of work, or a Representative covering several countries where an integrated multi-country programme (MCO) is in place.

The South Sudan Country Office has developed a Strategic Note 2014-2016 in line with the UN Women Global Strategy, the UN Women Eastern and Southern Africa Region strategy, the South Sudan Development Plan 2014-2016, and the United Nations Development Assistance Framework 2014-2016. UN Women in South Sudan has identified four impact areas, namely, women lead and participate in decision making at all levels; women, especially the poorest and most excluded are economically empowered and benefit from development; women and girls live a life free of violence; peace and security and humanitarian actions in South Sudan are shaped by women leadership and participation.

The Programme Specialist reports directly to the UN Women Representative and works in close collaboration with the Deputy Representative to ensure that the programme under his or her portfolio is aligned to the rest of the Country Programme. The incumbent is expected to support the implementation of programmes, particularly the women’s economic empowerment programme in South Sudan. He/she also plays a key role in ensuring effective use and management of UN Women resources in compliance with UN women programming and operational policies and regulations.

Duties and Responsibilities

Summary of key functions:

  • Advisory and specialized technical support, particularly for Women’s Economic Empowerment;

  • Knowledge management, capacity building and reporting.

Advisory and specialized technical support:

  • Provide specialized technical and strategic support in managing all aspects of CO programme design and management of related activities For women’s economic empowerment;
  • Support, guide and provide input to assure quality control in the formulation of relevant, high quality, results-based and rights-based WEE programmes and ensure programme coherence, technical integrity, inter-agency programme cooperation and coordination;
  • Provide strategic and specialized technical advice on WEE to the Representative and put in place  systems, processes and mechanisms to improve/enhance programme planning, implementation, monitoring and timely progress reporting;
  • Draft policy documents, briefs and other strategic papers/materials for use in the development and presentation of innovative and coherent policy and programmatic positions in support of national development priorities and commitments to gender equality and women’s empowerment, incorporating regional and global perspectives and contributing to regional and global strategies;
  • Provide advice and inputs into the formulation of quality project proposals for UN Women's intervention areas. Study and synthesize proposals from partners and advise on the relevance to UN Women programming.

Programme planning, implementation, monitoring and oversight:

  • Mainstream women's' human rights and women empowerment in post-conflict reconstruction and especially in governance and economic management, sustainable recovery and capacity development for government and gender focused NGOs;
  • Prepare background project documents and briefs within the context of UN Women's work in South Sudan;
  • Monitor and evaluate on-going programmes/projects substantively;
  • Assess implementation of the work plan through  progress reports, tripartite meetings;
  • propose direction and solutions,  and write lessons learned;
  • Provide gender technical support to government, UN agencies and other partners;
  • Initiate and coordinate capacity building programmes for rural women, government and NGO partners;
  • Ensure preparation of project budget revisions for the efficient and timely delivery of inputs and realization of targeted expenditure.

Partnerships and Resource Mobilization:

  • Strengthen and enhance partnerships/cooperation/consultations/coordination with national and local state actors, national and international civil society actors, especially, women's organizations, UN, World Bank, bilateral donors, academia, private sector and private foundations for more effective and coordinated implementation of gender equality strategies;
  • The Programme Specialist will assist in resource mobilization for the UN Women Office, in consultation with the Country Representative; participate in setting strategic goals and identifying opportunities for productive long term interventions in order for the Country Office to meet its mandate;
  • The Programme Specialist will generate donor reports in collaboration with the relevant programme officers in a timely and professional manner. S/He will contribute to reports, concept notes and other written materials; review and provide feedback to project-related strategies and documents, case studies and related knowledge products and office website content and publications as requested; contribute substantively on knowledge management and ensure documentation and dissemination of lessons learned through different forums;
  • Build and nurture partnerships with various stakeholders for delivery of the women's rights agenda and gender equality in South Sudan;
  • Represent UN Women in technical government, partners and UN meetings and as appropriate, keep the UN Women Representative informed about policy meetings and issues;
  • Identify and follow up opportunities for resource mobilization for UN Women's work in South Sudan in consultation with the UN Women Representative;
  • Perform other duties as may be requested by the UN Women Representative.

Knowledge management and capacity building:

  • Identify lessons learned and areas of emphasis to guide programme improvements and future strategic development planning;
  • Manage the process of collecting and sharing lessons learned on gender equality and women’s empowerment to build knowledge and capacity of partners and stakeholders;
  • Design and implement capacity building training activities to enhance skills and knowledge in results based management; results based reporting and budgeting, and systematic quality assurance;
  • Oversee cutting-edge research and knowledge generation to inform and advise national development priorities and commitments for gender equality and women’s empowerment, ensuring the integration of regional and global contexts and developments;
  • Contribute to global and regional programme knowledge networks and practices, and development of knowledge products.

Impact of Results

The key results have an impact on the overall success of the South Sudan Strategic Note and reaching UNDAF goals. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

The key results directly impact on the overall effectiveness of the Programme Specialist to lead, manage, monitor and oversee UN Women’s WEE programs l leading to enhanced visibility and image of UN women as an effective leader on gender equality and women’s economic rights and empowerment.

Required Skills and Experience

Education:

  • Advanced university degree in international development, public administration, public policy or other relevant social science fields.

Experience:

  • A minimum of 7 years of relevant professional  experience that combines intellectual, strategic and leadership in development programmes with a strong focus in the area of gender equality and women’s empowerment at the international level, preferably in developing countries within the UN system, Agencies, Funds or Programmes;
  • Several years field based experience working with multi-cultural teams required. Experience in post conflict programming.

Languages:

  • Proficiency in written and spoken English;
  • Knowledge of another UN working language is desirable.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
