UNDP Afghanistan works to achieve transformation change that will lead to freedom from poverty and insecurity for every afghan, young or old, man or woman.

 

UNDP assists in the achievement of Afghanistan’s own priorities outlined in the Afghanistan National Development Strategy and National Priority Programmes, as well as international development frameworks such as the Millennium Development Goals, the New Deal for Engagement in Fragile States, and other global agreements in which Afghanistan participates.

 

In partnership with the Government, the United Nations system, the donor community and other development stakeholders, UNDP contributes to institutional development efforts and strengthens the capacity of national partners through projects and interventions in the areas of democratic governance, rule of law and security, women empowerment and gender, sustainable management of natural resources and climate change adaptation, resilience to natural and man-made chocks and disasters.

UNDP Afghanistan is supporting the Government of Afghanistan (GIRoA) to find innovative solutions to its development challenges based on the on-going Country Programme Document (CPD) approved by the Executive Board for the period 2010 – 2013 and further extended until end of 2016. Key priority areas for UNDP assistance are in strengthening democratic governance, crisis prevention and recovery, and reducing poverty. UNDP is strengthening the institutional capacities of key national government and sub-national authorities which aim to enhance human security, human development, peace and stability in Afghanistan.

 

ORGANISATIONAL CONTEXT OF THE POSITION:

 

The Law and Order Trust Fund for Afghanistan (LOTFA) is a Programme implemented by the Government of Afghanistan through the Ministry of Interior Affairs (MOIA) with the support of the United Nations Development Programme (UNDP) in Afghanistan, and with funding from 17 bi-and multilateral donors. The Programme was established in 2002 to provide a funding channel for the international community to support the establishment of the ANP (Afghan National Police), particularly through the transfer of funding for ANP and prison guard salaries.

 

In 2011 the project expanded to include the provision of policy advice and capacity development support in the areas of institutional development of the MOIA; prison and police professionalization, and improvement of police service delivery. A new phase of the Programme containing two separate projects under a joint governance arrangement will be launched to be implemented in three phases between 1 July 2015 to 31 December 2016.

 

Project 1 will continue to support capacity development of the MOIA in order to ensure that the MOIA independently manages the function - human resources, finance and ICT - related to payroll operations to enable the transition of payroll management functions to the MOIA by 31 December 2016.

 

Project 2 will focus on police professionalization and on institutional development of the MOIA through two components. Component 1 will support ANP professionalization efforts by technical assistance in instituting appropriate legal frameworks, building the capacity for training and education and directly supporting the efforts to improve trust and confidence by introducing best practices and international standards in community oriented policing, human rights standards and gender equality in its service delivery. Component 2 improves the MOIA´s capacity for reform and assist in building accountable and efficient management and oversight capacities.

 

LOTFA, which is the largest project supported by UNDP globally, is located the Ministry of Interior Affairs in Kabul, Afghanistan.

 

THE POSITION:

 

Under the direct supervision of the Chief Technical Advisor-Institutional Development Component, the Accountability Officer is responsible for carrying out the functions and tasks as per this Terms of Reference (ToR).

 

The incumbent of this position works in close collaboration and daily contact with the project partners in implementation of all tasks and activities of the ToR. All tasks will have to be conducted promptly and according to the project implementation plans. A key objective of this position is to systematically and effectively transfer technical knowledge to, and to build capacity of, the partner organizations and the individual counterparts in these organizations. The results of the knowledge transfer and capacity-building activities constitute the main criteria of performance assessment for this position.

 

The capacity-building activities depend on the area of work and may entail – but are not restricted – to the following:

  • Undertake research to identify best practices.
  • Help to locate and access knowledge and expertise. 
  • Provide prompt and high-standard technical inputs to partner institutions
  • Proactively initiate and stimulate dialogue around technical issues with staff in partner organizations. 

Devoirs et responsabilités

Under the direct supervision of the Chief Technical Advisor- Institutional Development, the Accountability Officer will directly lead and conduct technical assistance activities in support of the Office of the Inspector General of the Ministry of Interior Affairs, under Output 3 of the LOTFA MOIA and Police Development Project, Institutional Development Component, taking into account Results-Based Management (RBM) principles and MOIA Institutional Development  Strategies. The Accountability Officer will also closely coordinate with any International and National consultants in relevant fields who may form part of the Institutional Development team in LOTFA.

 

The successful candidate will perform the following functions:

 

Implementation of Accountability, Internal Audit and Complaints Mechanisms related Activity Results in the LOTFA Project Document, Institutional Development Component, as follows:

  • Provide technical assistance and all manner of professional services and advice related to accountability, internal audit and complaints mechanisms to the LOTFA Institutional Development Component, for the achievement of project Outputs and Activity Results.
  • Provide technical assistance and professional advice related to accountability, internal audit and complaints mechanisms to the Ministry of Interior Affairs, as related to the achievement of the Outputs and Activity Results in the LOTFA Institutional Development Component of the MOIA and Police Development Project, to achieve the following project output: Internal control and accountability mechanisms for administration and finance and complaints resolution are improved, enabling transparency and accountability in the MOIA.
  • In particular, provide technical assistance and professional services and advice to the LOTFA team and the MOIA for the implementation of the following Activity Results in the Project Document:
  • OIG standards and procedures for internal control and accountability mechanisms in administration and finance are reviewed, revised as needed and put into practice, with capacities of personnel developed to implement the standards and procedures, at national and sub-national level.
  • Internal complaints mechanisms and processes of the MOIA are harmonized and complaints are handled in compliance with policies and procedures, at national and sub-national level.
  • Specialized staff including females are in place and trained to address complaints from female ANP/CPD through the Gender Directorate Help Line and female-related complaints from 119 Call Centers.
  • Together with relevant LOTFA technical experts, support MOIA to build data-related capacity and Information Management Systems for the Office of Inspector General to manage information and processes related to internal audit and complaints mechanisms, including gender-disaggregated data.
  • Support the implementation of the overall LOTFA/MOIA Communications and Outreach Plan (September 2015) and any relevant amendments or modifications, as related to issues of accountability, internal audit and complaints mechanisms.

Knowledge building and knowledge sharing on Communications and Outreach:

  • Develop accountability systems and procedures, including guidance materials, tools, and approaches in coordination with relevant LOTFA and the MOIA team.
  • Coordinate and share with MOIA relevant accountability findings and lessons learned as means of guiding and supporting LOTFA MPD project.
  • Identify and formulate accountability findings, lessons learned and recommendations to be integrated into planning and reporting efforts of LOTFA project activities and MOIA, in coordination with LOTFA and MOIA.

Information Management:

  • Support the technical content in the design of database and MIS for the Office of the Inspector General of the MOIA, in coordination with LOTFA ICT and MIS consultants, and facilitate its establishment.
  • Liaise with MOIA to provide technical assistance on access, management and aggregation of data for analysis purpose.
  • Make available data, information and knowledge products required to support MOIA knowledge building and management needs in accountability.

Qualifications et expériences requises

Education:

  • Master or Bachelor degree in Social Sciences, Law, audit or related field.

Experience:

  • With Master degree 2 years and with bachelor degree 4 years of relevant experience at the national or international level in oversight management  of large-scale projects is required.
  • Use of software packages.
  • Experience with tools of Inspectorate General will be an asset.

Language Requirements:

  • Fluency in English language and national languages of duty station Dari and Pashto.
