Historique

UNDP supports stabilization, state building, and governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground.

THE POSITION:

BACKGROUND

The Law and Order Trust Fund for Afghanistan (LOTFA) is a Programme implemented by the Government of Afghanistan through the Ministry of Interior Affairs (MOIA) with the support of the United Nations Development Programme (UNDP) in Afghanistan, and with funding from 17 bi-and multilateral donors. The Programme was established in 2002 to provide a funding channel for the international community to support the establishment of the ANP (Afghan National Police), particularly through the transfer of funding for ANP and prison guard salaries.

In 2011 the project expanded to include the provision of policy advice and capacity development support in the areas of institutional development of the MOIA; prison and police professionalization, and improvement of police service delivery. A new phase of the Programme containing two separate projects under a joint governance arrangement will be launched to be implemented in three phases between 1 July 2015 to 31 December 2016.

Project 1 will continue to support capacity development of the MOIA in order to ensure that the MOIA independently manages the function - human resources, finance and ICT - related to payroll operations to enable the transition of payroll management functions to the MOIA by 31 December 2016.

Project 2 will focus on police professionalization and on institutional development of the MOIA through two components. Component 1 will support ANP professionalization efforts by technical assistance in instituting appropriate legal frameworks, building the capacity for training and education and directly supporting the efforts to improve trust and confidence by introducing best practices and international standards in community oriented policing, human rights standards and gender equality in its service delivery. Component 2 improves the MOIA´s capacity for reform and assist in building accountable and efficient management and oversight capacities.

LOTFA, which is the largest project supported by UNDP globally, is located the Ministry of Interior Affairs in Kabul, Afghanistan.

Under the direct supervision of the Project Manager 1 and Project Manager 2 and guidance of respective Chief Technical Advisors, the incumbent ensures the following key functions are implemented:

Devoirs et responsabilités

  • Facilitate the implementation of LOTFA  Annual Work Plans at the regional level
  • Provide administrative and operational support to the project implementation  at regional level
  • Provide support and facilitate coordination between various project stakeholders
  • Arrange and facilitate meetings between the civil society organizations,  government partners, police, and international community in order to achieve effective coordination and implementation of the projects within the region
  • Represent projects at the regional level
  • Provide monitoring and evaluation of projects activities

Provide support in coordination with relevant project stakeholders in the region

  • Provide  support to the implementation of the project in the regions/provinces/districts
  • Organize meetings with project stakeholders whenever required
  • Participate in meetings with the Ministry of Interior, partners from the Government, UNDP/UN agencies, and international community and make presentations whenever required in both English, Dari/Pashtu.
  •  Provide weekly and monthly reports to Project Manager 1 and  Project Manager 2
  • Provide technical inputs in the preparation of training materials 
  • Oversee  activities of  implementing partners in the region
  • Travel regularly to the provinces and districts where project activities are being implemented

Implementation of the Annual Work Plan (AWP)

  • Ensure that all activities of the project as per the AWP are implemented in the region
  • Undertake field visits to ensure that project is implemented according to the   schedule.

Project 1. Support to Payroll Management

  • Provide  support to organization of workshops and training events
  • Support Project 1 team in retrieving  and verifying documents for checking and verifying salary data
  • On behalf of Project 1 team and under their approval meet HR and Finance Departments within Provincial Chief of Police (PCOPs) and District Chief of Police (DCOPs) in the field to follow up on the Monitoring Agent findings

Project 2. MOI and Police Development  

  • Provide support to implementation of capacity development initiatives, including business process improvement, digitization and M&E in specified functional areas
  • Provide support for implementation of the Gender Strategy at regional level
  • Provide support to assessment missions and workshops, related to Institutional Development
  • Provide support for assessment of 30 - 40 training sites, along with most of the RTC’s
  •  Support data collection and survey on leadership skills within the ANP
  • Provide direct links to regionally-based ANP officers attending instructor/leadership programs that will be conducted
  • Liaise with RTC/ Provincial Training and Education commands to implement mapping of their capabilities, policies, procedures to enhance  common approach
  • Work closely with the provincial Police-e-Mardumi (PeM) staff with the aim to jointly organize  community consultation,  committees establishment and development of community security plans
  • Support organization of workshops for PeM and provincial Police Headquarters (PHQ) inputs to the Standard Operating Procedures (SOPs), CS training manual and security and outreach plans in the region
  • Along with the PeM staff and PHQs closely work with the provincial IDLG and line departments for the sustainability of community security committees
  • Support in country PeM and Committee members (province to province) exchange visits
  •  Along with PeM and provincial PHQ staff work on the development of provincial women council links to the District Safety & Security Committee (DSSC).
  • Support project HQ  team on the annual assessment of functionality of 119 Emergency Call Centers (ECCs), information desks and district security monitoring baseline survey
  • Support team in preparation of District Safety and Security survey implementation in the filed
  • Work with regional 119 ECCs and assist the forthcoming training programmes and reporting mechanism of call officers
  • Support the expansion of school outreach programmes with PeM in the region
  • Report regularly on the activities implemented to Project 1 and 2 Components Head 

Monitoring, Evaluation and Reporting  

  • Coordinate with local police and project stakeholders on ground
  • Prepare needs assessment and factsheet for the project areas
  • Support project partners in data collection to establish baselines for monitoring and evaluation
  • Facilitate and support collection of regular data through monitoring activities as per the M&E plan
  • Identify challenges and constraints and make recommendations for solutions concerning implementation of project activities
  • Provide inputs into the project risk management plan

Preparation of budget for meetings, events and activities

  • Prepare budget for regional based activities
  • Monitor activities in the regions based on funds allocation
  • Account for and report on project expenses at regional level

Other Tasks

  • Other analytical, administrative or logistical tasks or any other duties consistent with project implementation or development
  • Translation duties from/to English, Dari and Pashtu.
  • Provide support as required to other regions

Key Result:

Key indicators of success will include and ensure that current and pipeline project activities  are implemented in a timely manner with regular reporting on the activities implemented, problems occurred and methods for their resolution in the regions covered Additionally, she/he will contribute to ensuring more effective gender-sensitive mechanisms are in place within MoI/ANP which address women police issues relating to recruitment and retention, training and education, participation on the local and regional level.

Qualifications et expériences requises

Education:

  • Master’s or bachelor’s degree in International Development, Law or Public Administration or a relevant discipline with an understanding of normative framework of democratic principles and human rights.

Experience:

  • With Master’s Degree 2 years and with Bachelor’s degree 4 years of relevant experience is required at the national or international level.
  • Experience of working with civil society and government institutions
  • Experience working with the Afghan National Police is desirable
  • Knowledge and expertise in making presentations;
  • Knowledge and skill in undertaking capacity development
  • Proven leadership and managerial skills
  • Strong written and oral communication skills in English, Dari and Pashtu.
  • Ability to undertake translation of documents. 
  • Ability to coordinate different stakeholders in a complex work environment.
  • Ability to work independently

Language requirement:

  • Fluency in spoken and written English is required.
