Under the overall supervision of the Head of the UN Human Rights Monitoring Mission in Ukraine (HRMMU), and the direct supervision of the Protection Cluster Coordinator, the officer will support the work of HRMMU as the co-lead of the Protection Cluster (PC) in Ukraine and carry out the following duties:
- Assist the coordination of the daily work of the Protection Cluster in Ukraine;
- Provide support for the preparation, coordination and follow up of the Protection Cluster meetings at Kyiv but also in the field if necessary; chair various thematic working level meetings as agreed with the PC coordinator;
- Ensure synergy between the PC in Kyiv, the field and the various sub-clusters; Proactively represent the Protection Cluster and the interests of Protection Cluster members in sub clusters meetings, ensuring consultation with Protection Cluster members on key messages and adherence to humanitarian principles;
- Liaise with Protection Cluster partners to ensure service delivery, to avoid duplication and to identify gaps including assisting with referrals as appropriate;
- Support and conduct protection advocacy with various counterparts (authorities, civil society, other clusters, UN Humanitarian Country team) as per the priorities set by the protection cluster;
- Identify entry points and the establishment of relations with key stakeholders within the humanitarian response (e.g. the Inter-Cluster Coordination Group, Clusters, Donors an importantly authorities and members of civil society);
- Assist in the development and drafting of humanitarian planning documents (e.g. the Humanitarian Needs Overview, the Humanitarian Response Plan, various assessments); contributing to relevant strategic and planning discussions and drafting of key documents;
- Research, collect, document and analyse information pertaining to protection and human rights in humanitarian action;
- Contribute to the planning and running of capacity development sessions, round tables and trainings pertaining to protection and human rights in humanitarian action;
- Assist in drafting of minutes, proofreading and interpretation in meetings as necessary;
- Contribute to the identification of emerging and evolving trends and gaps related to protection and human rights concerns due to the current conflict, and assist in the development of responses to the situation both from the perspective of the PC and HRMMU;
- Engage in dialogue and carry out advocacy with relevant authorities, civil society organizations, the United Nations Humanitarian Team members and other international actors and stakeholders on human rights promotion and protection with a view to ensuring respect for human rights obligations;
- Ensure mainstreaming of protection into other clusters and the overall humanitarian response;
- Provide support to the development of various information management tools (3Ws, databases, address, contact lists etc.) related to the protection cluster;
- Ensure effective links between the work of HRMMU as PC co-lead and the HRMMU monitoring work, and contribute to human rights monitoring and reporting as required;
- Undertake other tasks as requested by the Protection Cluster Coordinator or Head of Mission
Compétences
Professionalism: Comprehensive knowledge of, and exposure to, a range of human rights and humanitarian issues including approaches to coordination, advocacy and response planning; understanding of the gender dimension in the human rights field work; ability to identify human rights issues and perspectives in humanitarian action. Discretion and sound judgment in applying expertise to resolve complex and/or sensitive issues. Understanding of and expereince from working on protection issues in emergency situations and detailed knowledge of humanitarian principles, guidelines and laws as they apply to the protection of IDPs and other conflict affected populations;
Communication: Excellent communication (spoken and written) skills, including the ability to convey complex concepts and recommendations in a clear, concise style; ability to adjust communication style to different audiences. Experience in negotiation and advocacy is desirable;
Teamwork: Excellent interpersonal skills; flexibility when it comes to adjusting to changing circumstances and ability to work in a multicultural environment with sensitivity and respect for diversity;
Qualifications et expériences requises
Education: Advanced university degree in law, social/political science, international relations or other disciplines related to human rights. A combination of relevant academic qualifications, at the minimum a completed Bachelor’s degree and 4 years of relevant work experience may be accepted in lieu of the advanced university degree.
Experience: A minimum of 2 years of professional experience in coordination, advocacy and project management related to the promotion and protection of human rights or protection within humanitarian action. Experience in humanitarian work, in particular in coordinating of working groups and with civil society would be an asset. Knowledge and experience working with the humanitarian cluster system would be an asset.
Languages: Excellent command of oral and written English, Ukrainian, and Russian.
