BACKGROUND

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. During the past five years Indonesia’s economy has grown at an average rate of 5.8%. Stable growth and rising incomes have lifted millions of people out of poverty and propelled Indonesia into the ranks of middle-income countries. The poverty ratio dropped from 17.8% in 2006 to 11.3% in 2014. However, economic growth in recent years has also come at the expense of widespread environmental degradation. A recent study using satellite imagery suggests that Indonesia’s rate of deforestation increased by an average of 47,600 hectares per year between 2002 and 2012, which is the highest rate of deforestation in the world. Deforestation has contributed to increasing greenhouse gas emissions (Indonesia has become the world’s third largest emitter) and loss of biodiversity. Indonesia also has the highest number of mammal species under threat of any country in the world.

Sulawesi (17.46 million ha) is the world’s 11th largest island and is the 4th largest and 3rd most populated island in Indonesia, with a population of approximately 17 million. Sulawesi island has a mix of both Asian and Australasian species, and subsequently has a remarkable globally significant diversity of terrestrial flora and fauna, as well as extremely rich coastal and marine life. Rates of endemism are extremely high. For example, of 127 known mammal species, 72 are endemic (62%), rising to 98% if bats are excluded. Since the 1980s, the island’s natural habitat has been destroyed and degraded on a large scale, primarily due to logging and agricultural conversion. In order to conserve the island’s globally significant biodiversity, the government has established a network of 62 terrestrial PAs and 6 marine PAs on the island since 1982. The 62 terrestrial PA system covers a total area of 1,600,480 ha (or 9.17% of the total land surface).

Despite such efforts, Sulawesi’s biodiversity remains severely threatened and fast degrading due to a number of human-induced threats. Protection and management of existing protected areas (PAs) has not been adequate to prevent extensive encroachment and damage within PA boundaries, whilst natural areas beyond PA boundaries have been even more rapidly degraded as a result of logging, conversion, mining, fire and hunting. The long-term solution to conserving Sulawesi’s biodiversity is an improved PA system that is well integrated into its surrounding landscape, with the capacities and financial resources to safeguard biodiversity from existing and future threats.

To address above-mentioned problems, UNDP is supporting the Ministry of Environment and Forestry (MoEF) to implement a GEF funded project titled “Enhancing the Protected Area System in Sulawesi for Biodiversity Conservation (E-PASS)” for period 2015-2020. The project is designed to strengthen the effectiveness and financial sustainability of Sulawesi’s PA system to respond to existing threats to globally significant biodiversity. This objective will be achieved through three interconnected components: (1) Enhanced systemic and institutional capacity for planning and management of Sulawesi PA system; (2) Financial sustainability of the Sulawesi PA system; and (3) Threat reduction and collaborative governance in the target PAs and buffer zones. The project specifically focuses on Lore Lindu (217,992 ha) and Bogani Nani Wartabone (287,115 ha) National Parks and Greater Tangkoko Nature Reserve (8,665 ha), which are some of the most important sites for terrestrial biodiversity in Sulawesi.

Monitoring and data management related to species and habitat conditions are key problems for decision makers and PA management in order to design programme intervention and policy development. Efforts have been made to document status and populations of a few species. However, the diverse and confusing profusion of monitoring effort leads to duplication, overlap and serious gaps in information (some taxa, some regions and trends over time). Data is scattered, not well shared and of variable date, reliability and standards. Further, systematic database exists for protected areas in Indonesia, though, as noted, a lot of basic data is held in scattered locations. In conclusion, there is currently no systematic Sulawesi-wide monitoring system of biodiversity, key species and habitat conditions, supported by sound science and systematic surveys. There is a critical need to establish two ends of such a biodiversity monitoring system: a) regular collection of data in the field re. numbers and status of selected species at selected sites, and b) collation of such data in regional and national PA databases. Such a system which could be based in part on virtual connection between existing data holders could go a long way towards providing reliable data for adaptive management of PAs and for decision making, including financial priorities, related to PA and species management.

The Management and Information System (MIS) Associate will provide technical support in design, development and management of project monitoring and database system. S/he is located primarily in Environment Unit, UNDP under primary supervision from Technical Officer of NRM cluster and secondary supervision from National Project Manager (NPM) of the E-PASS Project. S/he will work with project team both at national and site levels, and relevant stakeholders.

DESCRIPTION OF RESPONSIBILITIES

1. Support the E-PASS project to provide high quality data and focusing on achievement of the following results:

  • Design of normalized relational databases, using MS Access and Visual Basic 6 (or later versions) or MS SQL Server and Visual Studio or other open source software to collect, manage and analyze information from the project and relevant sources.
  • Design of database system to accommodate data entry /collection using manual printed forms, mobile phone/internet base and Excel spreadsheet.
  • Provision of high quality analysis and draft presentation of information/data on specific project and related topics to support information base decision making.
  • Perform of systems analysis for design of query, form and report production from the database to meet the needs of donors, UNDP and government partners.
  • Timely review, revision and improvement of the existing ecosystem and biodiversity databases as well as suggest appropriate software for high quality information management, effective and efficient decision making to meet donors, UNDP and government partners needs.

2. Provide support for effective project implementation, focusing on achievement of the following results:

  • Effective implementation of project monitoring and timely production of results oriented draft progress reports according to project monitoring and reporting schedule.

3. Support application of relevant IT to enhance effectiveness of project implementation, focusing on achievement of the following results:

  • Lead one or more activities relating to the ICT product, technology, system or application life cycle: (a) business needs; (b) requirements definition; (c) ICT solution options; (d) IT solution design; (e) documentation; (f) support and maintenance;
  • Identification, assessment and management of  ICT operational risks proposing mitigation activities and submitting ICT risk information;
  • Participation in the discussion on defining of the overall programme of work, ensuring its consistency with the overall project strategic framework;
  • Effective contribution to service improvement programs and initiatives to ensure the project is well placed to challenge existing business needs and introduction to change in creating improvement opportunities. 

4. Support strategic partnerships and knowledge exchange, , focusing on achievement of the following results:

  • Establishment and monitoring of updated internal databases relevant to the scope of project activities. 
  • Preparation of  design of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate audit and other reviews.
  • Finalization and publication of report in multiple languages as a tool to communicate results, deepen stakeholder knowledge and buy-in to the project, and resource mobilization for the project,
  • In coordination with UNDP’s Communication unit and project team/consultants, develop drafts project summaries and support information for knowledge exchange.

Qualifications et expériences requises


Recruitment Qualifications
Education:

At least Bachelor degree in IT, Business Analyst, Computer Science or other relevant fields of study would be desirable, but it is not a requirement.

Experience:

- Minimum 5 years of professional experience, preferably in the field of Information Technology and/or database management.
- Language Requirements: Very good communication skills both written and spoken in English and Bahasa Indonesia.
- Other Requirements: • Experience in the design and creation of Microsoft Access relational databases, including the use of Visual Basic programming language or other open source software.
- Advance in using MS Excel, SQL Server, other SQL and/or Visual Studio products.
- Familiar with spatial analysis software such as ArcMap and Map Window would be an advantage.
- Have knowledge and solid experience in project management.
- Good inter-personal and team building skills.
- Full time availability for project management support duties is essential.
- Experience in handling of web based management systems would be highly desirable.
