Antecedentes
During May 2014, heavy rains fell over Bosnia and Herzegovina, causing massive flooding in northern, eastern and central parts of the country bordering Croatia and Serbia. The floods were the worst in 120 years and have brought enormous destruction in a country that is still recovering from the consequences of the 92-95 war and where significant groups of population suffer from chronic poverty and unemployment. The natural disaster affected a quarter of the territory of Bosnia and Herzegovina and approximately one million people, which is approximately 27% of the country’s population of 3.8 million. Nearly 50% of governments were hit by the floods, among them 46 suffered severe damage and destruction, where urban, industrial and rural areas were completely flooded with water, cut off and without electricity, water or communications for days. Consequently, houses, infrastructure, schools, hospitals, private facilities, farms and crops were wiped out, causing deterioration of public services, local economy and agricultural activities.
In cooperation with national and local governments, the UN, European Union and the World Bank conducted a thorough recovery needs assessment to identify medium and long-term recovery priorities in a variety of sectors. The results and findings of this assessment served to design relevant interventions to address the consequences of floods in an integrated and sustainable manner.
In the meantime, however, based on the assessment conducted with the most affected 46 local governments, the UN has identified critical recovery demands and their financial projections for the next few months, as follows:
- Rehabilitation and reconstruction of public buildings and services, including app. 90 health and education centers, delivery of temporary power, water, sanitation services, public administrative buildings and institutions;
- Shelter and housing, including cleaning, rehabilitation and repair;
- Debris management and demining, including mine clearance/marking and solid waste/debris removal;
- Community infrastructure: small roads & bridges, including repair and replacement;
- Water, sanitation and sewage, including restoring technical and potable water supply and sewage systems where possible;
- Livelihoods and agriculture, including urban quick income projects, assistance to restore farming supply networks and small-scale production, planting and soil decontamination;
The UN/UNDP, together with other international organizations - the European Union, the World Bank, the USAID, the SDC, the Government of Norway, the Government of Sweden and others – is taking an important role in the post-flood recovery efforts in the most affected localities.
Under the guidance and direct supervision of the Recovery Programme Manager, the Communications Associate supports the implementation of the communications strategy and plans to ensure effective and efficient communication of EU Floods Recovery Programme/UN Response to Floods Programme with its partners, the media and targeted audiences. The Communications Officer will work in close collaboration with UN Recovery Communications Associate and UNDP Communications Unit and ensure aspects of programme related to PR, such as communications plans, events and activities and communications products, are coordinated in a timely manner and complement overall UNDP and UN communications efforts.

1. Supporting the formulation and implementation of UN Recovery Programme communications and advocacy strategies;
- Identifying and proposing communications activities in line with the EU Floods Recovery Programme/UN Response to Floods Programme and work plans of Programme components;
- Developing appropriate communications products and conducting activities that ensure effective communication with targeted audience(s):
- Preparing media advisories and press releases and organizing press conferences;
- Disseminating communications products to appropriate recipients;
- Drafting success stories (human interest stories) and other communications products for distribution via national and local media, websites, social media and via UNDP HQ and UNDP RBEC;
- Maintaining close contact with the media representatives in the country, providing support to building partnership with the media;
- Pitching stories about impact of the Programme activities to targeted audiences;
- Monitoring media and informing designated staff on issues of relevance to the Programme
- Providing background information and briefing materials per request;
- Producing periodical and ad hoc reports on communications activities, including media analysis;
- Arranging TV and Radio appearances of designated staff in order to promote Programme activities
2. Administrating UNDP CO and UN websites subpages and social media related to EU Floods Recovery Programme/UN Response to Floods Programme;
- Administrating UNDP and UN websites and social media platforms;
- Developing weekly plans for online communications;
- Ensuring that the use of online channels is in line with UNDP global guidelines and best practices;
- Developing communications content tailored for online communications.
3. Photographing, video filming and production in order to promote the EU Floods Recovery Programme/UN Response to Floods Programme to partners, the media and targeted audiences;
- Capturing high resolution images of buildings, individuals, families, groups, events at field locations related to the implementation of the EU Floods Recovery Programme/UN Response to Floods Programme;
- Establishing and maintaining the photo archive;
- Documenting Programme's activities through DSLR/video camera (e.g. events, meetings, trainings, success stories, and other similar activities);
- Archiving/organizing video files for easy filing and future use;
- Editing videos for release to TV stations;
- Researching and developing scenarios for at least 2 video stories or short documentaries
- Contacting partners and stakeholders;
- Capturing footage and photos for video story development
- Reviewing stories, existing footage and photos;
- Where possible, contacting potential participants and doing pre-interviews;
- Developing stories for each of the videos
- Filming, editing and producing videos
4. Designing presentations, information material, web interface and interactive products;
- Delivering creative and innovative ideas for print, web and interactive presentations;
- Supporting and leading the design process of reports and presentations for printing, electronic distribution and live delivery;
- Using a wide range of media, including photography and computer aided designs;

Habilidades y experiencia requeridas
- Post Graduate qualification in Communications, Journalism, Public Relations or related fields;
- Minimum of 5 years experience working in public relations, communications and/or advocacy with a multilateral or international organization, the private sector or governmental bodies;
- Experience in producing communication materials (print and online) for a variety of media;
- Good understanding of new and evolving technologies and digital platforms;
- Excellent design skills, including typography, layout, colour, user interface and navigation;
- IT Literacy, proficient in the usage of computers and software applications (Knowledge of Photoshop, PaintNet, Illustrator, InDesign, Acrobat, Premier Pro, Scribus, Word, PowerPoint and other graphics applications);
- Basic understanding of web development (HTML, PHP, etc) technologies;
- Proven experience in producing interactive web content;
- Previous experience within the UN System is an advantage;
- Fluency in English and in BHS languages.
