Background/ Organizational Context

South Sudan development context has been severely affected by the current armed conflict, which started in December 2013 and has persisted despite the IGAD efforts to bring peace in the country. There has been no significant progress on the peace front, the two warring parties(SPLM and SPLM–IO) failed to meet the deadline set by the IGAD to achieve peace in South Sudan by march 2015. Latest estimates show that 2.5M is  facing severe livelihoods shortages and food insecurity, 1.9M are internally displaced by the end of 2014. In addition, seasonal crisis including flood and hunger are expected to worsen living conditions. In the development context the crisis has put significant pressure on the government development programmes since the focus is now on  security.  Flow of  oil has been badly disrupted as production in Bentiu oil field has stalled due to the ongoing conflict. Other producing  oil fields are not producing at  full capacity.Further more, the fluctuation in oil prices has further worsen the situation. The  government since  2014 has been very keen in trying to increase non-oil revenues.

The current crisis and lack of commitment to peace has had a significant and immediate impact on South Sudan’s development trajectory. As an immediate consequence and because of the scale and impact of the unfolding tragedy, the focus of international (and UN) attention has rapidly shifted towards the humanitarian response and the protection of civilian.

The Human Development and Inclusive Growth(HDIG) Unit is mandated to support the government efforts to raise productivity in non-oil export sectors to diversify the economy and make growth more inclusive. Employment generation and improved livelihoods are not only important for poverty reduction, but are central to maintaining peace and security. The challenge for South Sudan is to achieve peace and stability and to shape the growth process to promote the creation of productive, remunerative and decent employment for both men and women, particularly among the youth. A major driver of job creation will be private sector development, including family farms and micro-, small- and medium-sized enterprises. This programme component will support the Government’s efforts to create an enabling environment for rapid private sector development in key growth sectors such as agriculture and effectively use its natural resources to accelerate inclusive growth.

In this regard,  the HDIG unit is currently implementing the following programmes:

  • Support to Inclusive Growth and Trade Capacity Development (IGTCD);
  • Support to Public Financial Management Project;
  • Food Security, Emergency Flood Response and Recovery Project;

The Food Security, Emergency Floods Response and Recovery, under which this postion is based, Project aims to strengthen local institutions and community capacity to respond to floods and food insecurity, with particular reference to IDPs and host communities and Reduced impact of food insecurity and floods on IDPs and host communities.

Under the direct supervision of the Project Manager, a.i of the Food Security, Emeregneyc Floods Response and Recovery,  and in close coordination and cooperation with the Human Development and Inclusive Growth Unit’s team, the national consultant  has the overall responsibility for implementing project activities.

Duties and Responsibilities

Functions / Key Results Expected

The  consultant will: 

  • Assess the progress towards achievement of the project objectives as outlined in the project document;  October 2015 20%;
  • Assess the identification of beneficiaries for the protective emergency equipment and supplies;November 2015 20%;
  • Assess the distribution of protective emergency equipment and supplies December 2015 20%;
  • Identify lessons learned, from the implementation of the project’s activities, clearly identifying strengths and weaknesses;January 2016 20%;
  • Draft outline of the situational analysis on disaster risk reduction report;
  • Final project Report, including an Executive Summary, clearly articulated recommendation section, and annexes as required.Feburary and Mar 2016 20%.

Impact of Results

The results of the work of the Project Officer have a direct impact on the implementation of the project and the achievement of results.  Specifically, the results have an impact on the planning, implementation, monitoring and coordination of project activities and resources (human, financial, material assets etc.) in order to meet expected results, and contribute to the overall success and impact of the UNDP office work in South Sudan

Required Skills and Experience

Education:

  • Master’s degree in development studies, public administration or other relevant filed of study in Social Sciences.

Experience:

  • 2 years of work experience with a multilateral international organization, I/NGOs, civil society organizations, in human development and inclusive growth field;
  • Demonstrated experience in project /programme development, management and implementation preferably in the areas of Food Security, Livelihoods, Disaster Risks Reducation and Early recovery;
  • Demonstrated capacity in project financial management including preparation of annual work plans and financial reporting is an advantage;
  • Proven experience of effective partnership development with national counterparts, development partners and civil society is an advantage;
  • Proficiency in standard software applications Word, Excel, PowerPoint, Outlook etc. is required.

Language:

  • Fluency in written and spoken English.
