Background
UNDP within the TB projects is seeking to recruit a Consultant/ procurement specialist (national or international), to analyze the complex situation of procurement of First and Second Line anti TB drugs in Bosnia and Herzegovina, as well as TB diagnostic supplies, including legal framework and cost efficiency as identified within Transition Plan For Continuation of Prevention, Control and Combating of Tuberculosis in Bosnia and Herzegovina Supported by the Global Fund to Fight AIDS, Tuberculosis and Malaria.
Giving the fact that Bosnia and Herzegovina falls under the group of “medium” TB burden countries within the European Region of the World Health Organization, with a TB incidence assessed at 46 per 100,000 inhabitants in 2013 there is a need to assure First and Second Line anti TB drugs in Bosnia and Herzegovina to treat all patients identified with tuberculosis.
Tuberculosis continues to be a public health problem for Bosnia and Herzegovina. WHO estimated that the incidence of tuberculosis in 2013 was 46 per 100,000 inhabitants (33-60 range), which is more than three times the average of the European Union (13.5 per 100,000 inhabitants). TB burden in BiH remained stable for the past few years. BiH (FBiH, RS and BD) has developed health infrastructure, which has been continuously improved, in line with the needs and plans. In 2013, the mortality rate in BiH was 4.9% in 2013, and the estimate was that MDR TB patients accounted for 0.14 % in the total number of new cases in the same year, and 1.6% in the group of old pulmonary TB cases. The treatment success rate in the new cases with confirmed smear positivity was 84%, and 77% in cases of retreatment for the cohort of TB patients from 2012.
Giving the fact that provision of TB Drugs, both FLDs and SLDs represents a lifesaving activity it is exceptionally important to ensure uninterrupted supply and availability of free of charge drugs for TB patients in BiH. Crucial issue related to the procurement of FLDs and SLDs lies in the absence of the clarity of the procedure to be applied for procurement purposes rather than availability of funds. BiH needs rather small quantities of medicines, which might be unattractive to possible suppliers after GF funding is finalized. The same issue applies to uninterrupted procurement of TB diagnostic supplies, with aim to ensure quality TB diagnostic services.
Identification of possible procurement mechanisms for FLDs and SLDs is required, including the contracting of an independent consultant to analyze the complex situation with procurement in country, including legal framework and cost efficiency.
Individual consultants will be evaluated based on the Cumulative analysis. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
- Responsive/compliant/acceptable, and
- Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria specific to the solicitation.

Duties and Responsibilities
National Consultant/procurement specialist should:
1. Analyze and review the situation of procurement of First and Second Line anti TB drugs in Bosnia and Herzegovina, with the focus on:
- Existing legal framework in the field of public procurement with the focus on Public Procurement Law of Bosnia and Herzegovina, Customs Policy Law of Bosnia and Herzegovina, Law on the Indirect Taxation System in Bosnia and Herzegovina, BiH Law on medicinal products and medical devices, and other relevant legal acts,
- Existing administrative structures and capacities in health and other sectors relevant for the procurement purposes of First and Second Line anti TB drugs which include but is not limited to BiH Ministry of Civil Affairs, Federal Ministry of Health, Ministry of Health and Social Welfare of Republika Srpska relevant Health Insurance Funds and Public Health Institutes in both entities, Indirect Taxation Authority of Bosnia and Herzegovina etc.
- Examples of similar procurement practice already successfully implemented in BiH in health and other sectors including review of Agreements/contacts with international organizations or its bodies
- Review of currently registered anti-TB medicines (both FLDs and SLDs) in BiH, as well as TB diagnostic supplies
2. Identify the most convenient and cost effective solution incorporating all needed steps in the process enabling import of First and Second Line anti TB drugs in Bosnia and Herzegovina with aim to prevent FLDs and SLDs stock out in the period following the end of GFATM TB Project.
3. Identify the most convenient and cost effective solution to ensure uninterrupted supply of TB diagnostics required for quality diagnostic services after the end of GF TB Project.
4. Proposal of short and long term approach to be adopted by relevant bodies in Bosnia and Herzegovina.
5. Prepare the final Report consisting of all aforementioned activities and proposal of short and long term approach to be adopted by relevant bodies identifying Agreement/contract framework, financial sources, procurement agent/suppliers, import procedures, distribution channels, reporting channels and all other important issues.
Deliverables and timelines
Consultant/procurement specialist is responsible for the following deliverables:
- Interim report on results of analyze of the situation of procurement of First and Second Line anti TB drugs and TB diagnostic supplies in Bosnia and Herzegovina, including legal framework and cost efficiency (Beginning of November 2015)
- Interim report on identified the most convenient and cost effective solution incorporating all needed steps in the process enabling import of First and Second Line anti TB drugs and TB diagnostic supplies in Bosnia and Herzegovina (Beginning of December 2015)
- Develop the final report consisting of all aforementioned activities and proposal of short and long term approach to be adopted by relevant bodies identifying Agreement/contract framework, financial sources, procurement agent/suppliers, import procedures, distribution channels, reporting channels and all other important issues. (End of December 2015)

Required Skills and Experience
Education:
- Advanced degree in Pharmacy, Law, Economics, Business administration or in other related natural or social sciences.
Experience:
- At least 5 years of experience as procurement specialist;
- Proven experience in procurement and solution finding
- Proven experience in procurement of health related items;
- Excellent knowledge of issues related to procurement issues;
- References on topics relevant for consultant's tasks would be considered as an additional asset;
- Knowledge of procurement and national health system structure
Language Requirements:
- Fluency in English and in the official languages in BiH.
