Background

The United Nations Population Fund (UNFPA), the leading UN organization in Reproductive Health and Population and Development, is recruiting personnel for the Procurement and Logistic Assistant position in the South Sudan Country Office.

Under the guidance and supervision of the Operations Manager, and under the supervision of the Procurement Associate (G7), the Procurement Assistant ensures the execution of transparent and efficient procurement services and processes (Local Procurement) in the Country Office. The Procurement Assistant works in close collaboration with the Operations, Programme and projects staff in the CO and other UN agencies staff to exchange information and ensure consistent service delivery especially in the field of commodity security and procurement & supply chain management.  The incumbent also provides organisational functions of the office in terms of:  providing effective communications support to the office; ensure facilitation of knowledge building and management and logistical support.

Duties and Responsibilities

Ensures implementation of sourcing strategy focusing on achievement of the following result:

  • Development and update of the rosters of suppliers, implementation of supplier selection and evaluation.

Ensures proper control of Country Office Assets focusing on achievement of the following result:

  • Preparation of inventory reports;
  • Implementation of Inventory and physical verification control in the Country Office and projects;
  • Reports regularly on status of procurement requests including, including expected arrival time, availability/lack of availability of items requested, changes in specifications of items regularly ordered.

Ensures organization of logistical services focusing on achievement of the following results:

  • Organization of travel including purchase of tickets, DSA calculation, PO preparation; arrangement of shipments; vehicle maintenance; conference facilities arrangements;
  • Timely conducted DSA, Travel Agencies, vehicle maintenance, hotel and conference facilities surveys;
  • Supports procurement by preparing quotes along the lines of TORs drafted by programme staff, and submitting to the relevant vendor after required programmatic and operational approvals have been made;
  • Registers and updates all incoming goods / commodities / items consigned to UNFPA Juba into stock management tracking system;
  • Performs any other duty as assigned by the supervisor.

Required Skills and Experience

Education:

  • Secondary Education with specialized training in procurement (CIPS certification) desirable, but not required);
  • University Degree in Business or Public Administration would be desirable, but it is not a requirement.

Experience:

  • 5 years of progressively responsible administrative experience is required at the national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.), advance knowledge of automated procurement systems;
  • Experience in handling of web based management systems.

Language:

  • Fluency in English is required.  Knowledge of Arabic is desirable.
