The overall objective of the assignment will be the following:

The objective of the assignment is to provide necessary support for successful implementation of Capacity Development strategies and plan for Bangladesh Civil Service.

Background:

A fundamental government responsibility is providing information and services aimed at improving the social and economic welfare of its citizens. During the first phase of the Access to Information (A2I) Programme, fundamental progress was made in improving access to public services through electronic means. However, it is critical to expand the breadth and width of such simplified services and improve the service delivery model to counter the impact of widespread outdated manual processes, resistance to change by civil service staff and a lack of transparency that still frustrates citizens in their attempts to avail of government information and services.

The objective of the project is to increase transparency, improve governance, and reduce the time, difficulty and costs of obtaining government services for under-served communities of Bangladesh.

This is to be achieved by the following 4 components of the project:

Component 1: Strengthening existing e-services and launching a second generation of integrated, inter-operable e-government applications; (e-Service)

Component 2: Sensitizing government officials, training for service providers and expanding digital literacy among the general public; (Capacity and Awareness)

Component 3: Forging strong policy and strategy links to ensure implementation of needed legal and regulatory changes in support of the project; (Enabling Environment) and

Component 4: Promoting innovation in the delivery of e-services. (Innovation)

The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by PMO and Cabinet Division.

Access to Information II’ project is looking to recruit a Junior Consultant- Capacity Development who will organize and implement of different capacity development activities. Scope of work

Establish and maintain good working relations with the relevant government ministries, as well as other higher-level stakeholder groups. Make all efforts to engage key stakeholders in training, workshop to ensure an understanding of innovation in public service culture. Support to organize cascading workshop through learning process that identifies how the concept could be improved further to achieve impact. Submit required analytical reports on progress – including indications of planned actions and financial statements – on time and to the relevant bodies. Make all efforts to engage key stakeholders in important implementation to ensure an understanding of locally perceived impacts and problems in order to initiate pilot project considering the needs of citizens.

The assignment will focus on the following areas and activities:

  • Ensure support to organize 24 different training programs, workshops & capacity development activities - within 30 days of contract signing
  • Assist in preparing and updating 2 training modules, 250 cascading workshop and materials in consultation with Training Coordinator/Supervisor, keeping track of post-training activities and analyze the effect of training - within 60 days of contract signing
  • Draft documentation report of training activities, cascading workshop - within 90 days of contract signing
  • Final Follow-up implementation report of the pilot projects - within 120 days of contract signing

Supervision and Performance Evaluation:

The ‘Junior National Consultant-Capacity Development’ will be working in overall supervision of Domain Specialist (Innovation Training) of Access to Information - II. Therefore, the activities done by the incumbent will be regularly monitored by the project. The incumbent will be paid on deliverables basis.

Timeframe and deadlines:

The assignment will be for 120 working days over 6 month’s period

Completed products under this agreement

  • Finally organized 24 workshop for innovation
  • Ensure linkage with 25 Ministries/Department/Divisions regarding implementing innovation culture
  • Finally assist to conduct 250 cascading workshop
  • Finally report on the effectiveness of awareness raising capacity development initiatives taken to increase the Service Innovation Capacity of the Government Officials

Reports:

The activities done by the incumbent will be regularly monitored by the Domain Specialist (Innovation Training), Access to information Program. The incumbent will be paid in 4 Installments, after completing each of the deliverables.

Qualifications et expériences requises

Academic Qualifications:

Bachelor’s in Business Administration/Development Studies/ Social Science or any other relevant subject.

Years of experience:

  • At least 3 years of experience in working in development projects inclusive in coordination/training/ reporting,  and monitoring
  • At least 2 years demonstrated experience and knowledge in training/projects works/ cascading & Showcasing
  • At least 1 year proven record of results-oriented, and development of related publications.

Evaluation of the Candidates:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

The candidates will be evaluated through Cumulative Analysis method. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for Financial Evaluation.

Technical Evaluation Criteria (Total 70 marks)

  • Relevant Educational qualification - 15 Marks
  • Experience in organizing training and post training follow-up - 25 Marks
  • Experience in Training documentation - 15 Marks
  • Experience in report writing - 15 Marks

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

                           p = y (µ/z)

where:

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Financial Milestone

  • 1st Payment: 25% of the total Contract amount will be paid - Ensure support to organize 24 different training programs, workshops & other capacity development activities.
  • 2nd Payment: 25% of the total contract amount will be paid - Assist in preparing and updating 2 training modules, 250 cascading workshop and materials in consultation with Training Coordinator/Supervisor, keeping track of post-training activities and analyze the effect of training
  • 3rd Payment: 25% of he total contract amount will be paid - Draft documentation report of training activities, cascading workshop
  • Finanl Payment: 25% of the total contract amount will be paid - Final Follow-up implementation report of the pilot projects

Travel

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
