Background

Government of Uganda, through the United Nations Development Programme (UNDP) with funding from the Global Environment Facility (GEF) is implementing the project on “Strengthening climate information and early warning systems in Africa for climate resilient development and adaptation to climate change (SCIEWS) Uganda”. This is part of a wider Programme on Climate Information for Resilient Development for 11 Least Developed Countries in Africa (CIRDA). The project is being implemented by the Ministry of Water and Environment (MWE), in collaboration with other responsible partners including: the Department of Relief, Disaster Preparedness and Management (DRDPM)/Office of the Prime Minister (OPM); the Ministry of Agriculture, Animal Industries and Fisheries Resources (MAAIF); The Ministry of Local Government (MoLG); The Uganda Communications Commission; The Ministry of Finance, Planning and Economic Development (MoFPED). The Uganda National Meteorological Authority (UNMA) and the Department of Water Resource Management (DWRM) under the MWE are the immediate beneficiaries of the project.

Due to climate change, there has been an increase in weather extremes globally which has resulted into several weather related calamities (Floods, Droughts, Landslides, Heat waves, Extreme temperatures, and Lightning strikes). Uganda has in the past witnessed an increase of weather related hazards. In addition, Uganda currently has no operational lightning detection network or weather Radar, which are essential means of identifying and predicting thunderstorm activity.

Duties and Responsibilities

The main objectives of the SCIEWS project are to:

  • Establish a functional network of meteorological and hydrological monitoring stations and associated infrastructure to better understand climatic changes;
  • Develop and disseminate tailored weather and climate information (including colour-coded alerts – advisories, watches and warnings – for flood, drought, severe weather and agricultural stresses, integrated cost-benefit analyses and sector-specific risk and vulnerability maps) to decision makers in government, private sector, civil society, development partners and local communities in the Teso and Mt Elgon sub-region; and
  • Integrate weather and climate information into national policies, annual work plans and local development including the National Policy for Disaster Preparedness and Management, and district and sub-county development plans in priority districts in the Bukedi, Busoga, Elgon, Teso, Acholi, Karamoja and Lango sub-regions. The project is expected to be completed by December 2017.

This project has two outcome areas:

  • Enhanced capacity of UNMA and Department of Water Resource Management (DWRM) to monitor and forecast extreme weather, hydrology and climate change;
  • Efficient and effective use of hydro-meteorological and environmental information for making early warnings and long term development plans.

Rationale of the Consultancy

Since inception of the SCIEWS project in March2014, a number of consultancies have been carried out to assess baseline data on various indicators for the project and to validate the hydrological and meteorological issues that are being addressed. One of these consultancies was on monitoring and evaluation, which set up the M&E system for use during project implementation and to ensure that implementing and responsible partners could monitor and evaluate their own activities against the objectives of the project. The M&E consultancy also demonstrated the relevance of applying evidence based impact evaluation in monitoring the impact of the project activities. These tools and frameworks are now available for application, and hence the need for a suitably qualified individual who would be required to offer his/her services for two weeks per month over a one year period. The M&E Associate will be hired on an Individual Contractor basis.

Scope of work:

The main purpose of this job is to implement the monitoring and evaluation framework and tools that were developed by the M&E Consultant. The contractor will be stationed at the Uganda National Meteorological Authority (UNMA) and working for two weeks per month (10 working days), but working closely with the other Responsible Parties (MAAIF, OPM, and MoLG).

Detalied Activities:

  • To develop the capacity of the implementing and responsible parties to monitor project baselines and indicators per the project document as updated by the M&E consultant;
  • To support the implementing and responsible parties evaluate project’s impact using the impact evaluation methodology;
  • To support the key partners develop and manage their M&E project plans;
  • To ensure timeliness of project data collection and analysis;
  • Prepare project briefs to inform decision making on project targets and outputs.

Deliverables:

  • Monthly Project Progress Report, including update on targets and outputs;
  • On the job training of focal persons  in the implementing parties on use of the M&E tools;
  • Assessing utilization of Early Warning products (field visits)

Consultancy Implementation Arrangements

The individual will report to SCIEWS Project Manager, and will closely liaise with the Focal or Technical Officer at the Uganda National meteorological Authority and will be facilitated through the Project Management Unit for His/her day to day and field requirements including transport for official purposes only, per diems to the field, stationery and other logistical needs.

  • Familiarity with weather related disasters in Uganda;
  • Demonstrates integrity and ethical standards;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.

Core skills:

  • Computational and analytical skills;
  • Business analysis skills.

Required Skills and Experience

Education:

  • An advanced post-graduate university degree in a subject related to climate change and/or environmental management.

Experience:

  • Training in Business Administration will be an added advantage;
  • At least 7 years’ experience with M&E and impact evaluation in developing countries;
  • Proven experience in conducting monitoring and evaluation in an early warning project;
  • Proven experience in report writing and drafting.

Language:

  • Excellent ability to communicate in English both written and spoken.

Price Proposal and Schedule of Payments:

Payment shall be issued monthly over the 12 months abd be based on certified attendance sheet, the IC contract Policy and Guidelines and delivery of the expected monthly outputs;

  • Monthly Project Progress Report, including update on targets and outputs;
  • On the job training of focal persons  in the implementing parties on use of the M&E tools;
  • Assessing utilization of Early Warning products(field visits).

Evaluation Method and Criteria

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight; - 70%;
  • Financial Criteria weight; - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation
