Background

Under the overall leadership and guidance of the United Nations Country Team (UNCT), the Operations Management Team (OMT) endeavours to facilitate the implementation of Delivering as One (DaO) by harmonizing operational policies of UN bodies, agencies, funds and programmes in Ethiopia. Moreover, OMT proposes and implements inter-agency initiatives to ensure quality of support services, while utilizing resources effectively.

The OMT has therefore undertaken to establish a Local Consultants’ Roster which will include local technical experts/ consultants and Support Services that the group envisages, will promote the Delivering as One initiative and will moreover, create efficiencies in the selection and deployment of local consultants and support staff across UN agencies.

The Roster Development Expert HR will review local Consultants as well as Support Service Staff for input into the Information and Knowledge Management (IKM) system. Further, the Roster Development Expert HR will collect and analyze local consultancy rates; will facilitate harmonization of these rates and peg them to the Consultancy rosters.

In accordance with the OMT Annual Work Plan, a Local Consultants Roster together with a Support Service Staff Roster for all UN Agencies will be created through the work of the OMT HR Working Group. The Local Consultants Roster and Support Service Staff Roster will simplify procedures and lower transaction costs by facilitating inter-agency Local Consultants recruitments as well as Support Service Staff recruitments. It is foreseen as a system for information sharing, which should contribute to UN Agencies’ capacity to recruit capable Local Consultants and Support Service Staff to support development and humanitarian initiatives in Ethiopia.

Duties and Responsibilities

The detailed responsibilities of the Roster Development Expert HR are as follows:

  • The Roster Development Expert HR will work with the Resident Coordinator’s Office (RCO), OMT Working Groups on HR and CP, and Human Resource Units and Procurement Units of all UN Agencies in order collect CVs/ Resumes of Local Consultants and Support Service Staff who had performed satisfactorily;
  • The Roster Development Expert HR will collect the CVs of, available, experienced and capable consultants and Support Service Staff from UN agencies in Ethiopia;
  • The Roster Development Expert HR will collect local consultant rates from UN agencies and will analyze the data and propose a harmonization of these rates and peg them to the consultancy rosters as far as possible;
  • The Roster Development Expert HR will work with the Roster Development Expert to establish all roster standards outlined below and selection criteria to the Local Consultants and Support Service Staff Rosters in order to enable all UN Agencies to select candidates according to their needs and requirements. The roster standards and selection criteria may consist with Language Skills, Education level, Work experience, Technical expertise/ Methodological knowledge (e.g. project management, mentoring, writing/ presentation skills, administrative skills), Computer literacy, Physical and mental fitness, Availability, Flexibility, Mobility availability, Consultancy/ Service duration preference and Social skills (team work competencies, competence to work in hostile environments, representative competencies, etc.);
  • The Roster Development Expert HR will develop a list of categories of Local Consultants and Support Service Staff based on their diverse functional and occupational skills to include Political affairs and democratization; Human rights; Rule of law; Humanitarian affairs; Public administration; Election administration; Press and public information; Media development; Mission support, such as budget finance, administration, communications; human resources and training, information technology; medical support, security, logistics, supply, procurement, etc. to be used in the Local Consultants Roster and and Support Service Staff Roster.
  • The Roster Development Expert HR will coordinate with various agencies and agree on the content of the draft before presenting it to the OMT;
  • The Roster Development Expert HR will attend and present his/her work at relevant OMT and OMT Working Group meetings and events, as required.

Competencies

Funcational Competencies:

  • Proven experience in production of viable knowledge management platforms and if possible, strategies. If experience involves working with multiple agencies, it is desirable;
  • Sound communication, time management and organizational skills;
  • Experience in rostering (desirable);
  • Understanding of the United Nations System (desirable);
  • Expertise in Organization Development;
  • Expertise in salary scale development;
  • Expertise in data collection and analysis;
  • Computer operation  skills

Required Skills and Experience

Education:

  • University Master Degree in MBA, Human Resources, or related field.

Experience:

  • 8 years of Experience in Organization Development,  system analyses and design or related.

Language:

  • Fluency in English, both oral and written, and national language of the duty station.
  • Capacity to communicate fluently with different stakeholders and UN staffs members.
