Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. The UN Women Multi-Country Office (UNW MCO) in India also covers Bhutan, Maldives and Sri Lanka.

Gender Responsive Budgeting (GRB) has emerged as a powerful strategy to address gender inequalities. The State Government of Nagaland has officially adopted GRB as a tool to make policies more gender responsive. For this purpose, the State Government has put in place several relevant mechanisms such as the Task Force for Engendering State and District Plans and a Gender Budgeting Cell. A GRB manual customized to local requirement was also developed. Despite these efforts, an important limitation has been lack of documentation on the progress made thus far and measures needed to strengthen the existing planning and budgeting processes from a gender perspective. UN Women and Government of Nagaland are working jointly to bridge this gap.

Duties and Responsibilities

UN Women is seeking services of a consultant to conduct an assessment of the GRB initiatives undertaken by the state government, document the practices as well as provide recommendations to make planning and budgeting processes more gender responsive.

The following key components of work are envisaged for the Consultant:

  • The Consultant will be required to prepare an individual work plan;
  • Design the methodology to conduct the assessment of the GRB initiatives;
  • Conduct the assessment;
  • Prepare the report that captures the assessment i.e. progress made thus far and concrete recommendations.

  • Individual work plan;
  • Methodology to conduct the assessment;
  • Report.

Competencies

  • Excellent communication and written skills;
  • Strong analytical skills;
  • Working knowledge of the following computer applications: MS Office (Word, Excel, PowerPoint).

Required Skills and Experience

Education: 

  • Master’s degree or an advanced degree in Gender Studies or related field.

Experience:

  • 5 years work experience in related field;
  • Experience of working with governments will be an asset;
  • Proven knowledge on GRB.

Language:

  • Excellent analytical and writing skills in English.
