Background

To respond to the national demand for transparency and integrity as expressed by the people of Ukraine during the Maidan events as well as to support the on-going anti-corruption reform and emerging anti-corruption architecture, UNDP Ukraine has launched Enhanced Public Sector Transparency and Integrity Programme (2015-2018) funded by the Danish Ministry of Foreign Affairs.

The outcome of the project:

Regulatory and institutional arrangements for corruption prevention within Ukraine come closer to international standards for transparency and accountability in the public sector and thus help ensure more responsiveness and efficacy from state bodies at national and subnational levels.

Its three outputs are:

  • Output 1 – Assistance rendered to establishment of regulations on issues of conflict of interest, assets declarations, and corruption risk assessment, which spell out mandates and operational procedures for the duty-bearers (through a targeted support to the National Prevention Corruption Agency and other anti-corruption actors);
  • Output 2 – Contribution made to duty-bearers’ capacity development to operationalize adopted frameworks in everyday operations at national level;
  • Output 3 - Decentralisation of anti-corruption reform is promoted through local oversight and participation.

Duties and Responsibilities

Organizational setting

The Capacity-Building Expert, under supervision of Transparency and Integrity Team Lead, will be responsible for all capacity-building and educational areas of project implementation (including government and non-governmental partners).

 

Functions and responsibilities

  • Provide support to the implementation of the project activities related to capacity-building of civil society actors to oversee the implementation of the anti-corruption reform and public awareness initiatives;
  • Ensure quality assessment of the products produced with the project support;
  • Elaborate necessary documentation (concept notes, briefs, fundraising considerations) to  operationalize and steer programmatic initiatives and activities;
  • Support organization of the capacity-building activities and awareness-raising initiatives (trainings, workshops, etc.);
  • Provide inputs to the development of learning / training  materials, programmes and tools as envisaged by the project;
  • Assist the team with quality assessment of the products delivered with project support in the aspect of learning, training, didactics;
  • Supports existing partnerships with national counterparts and NGOs;
  • Perform other duties as requested.

Measurable outputs of the work assignment

  • Concept notes, advisory notes, memos, meeting debriefs, topical  briefs, and activity plans produced;
  • Substantial support to the project activities related to duty-bearers’ capacity development provided;
  • Topical news-feed regularly produced and streamlined;
  • All assignments performed in a quality and timely manner.

Performance Indicators for evaluation of results

  • Programmatic activities in capacity development area are duly overseen, timely enhanced, and properly reported.

Required Skills and Experience

  • University degree in social sciences, public administration, law, international relations, political science  or related field;
  • A minimum of 3 years of professional work experience in building capacities of national stakeholders or related field;
  • Experience in cooperation with governmental structures, international agencies, NGOs
  • Professional fluency in English, Ukrainian, and Russian;
  • Strong computer skills are mandatory.
