Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Within the overall context of UN Women’s Strategic Plan for India and Bhutan, UN WOMEN MCO in New Delhi under the Governance Programme is implementing three year project, “Gender-responsive governance leading to better outcomes for women based on improved access to their rights and entitlements”, the programme will support central governments of India and Bhutan and at the state level in India. The project is aimed to strengthen the capacities of governance institutions to better leverage opportunities created for Gender Equality and Women’s Empowerment through legislation, policies and programmes.  The project will advance this objective by supporting civil society participation as well as government transparency and accountability for gender responsive governance.

The focus of the programme is to:

  • Develop a body of evidence to inform and enhance the capacity of governance institutions to leverage opportunities created through legislation, policies and programmes;
  • Pilot test gender responsive implementation of flagship schemes to inform policy change on mainstreaming gender issues;
  • Strengthen the capacity of national and state level government institutions to deliver on international and national commitments on women’s rights and gender equality.

The outcomes for the three year project (2015 – 2018) are:

  • Outcome 1: Enhanced accountability and transparency of governance institutions to ensure gender responsive design and implementation of legislation, policies and programmes;
  • Outcome 2: Strengthened implementation of Normative Frameworks for gender equality at the international, national and sub-national levels thereby enhancing government accountability.

The programme aims at enhancing the capacities of governance institutions to leverage opportunities to women and girls through legislation, policies and programmes which are gender friendly and finally ensure better outcomes for women in terms of their access to rights and entitlements. In fact, there is a causal relationship between variables which is linear in so far as making governance institutions effective which, in turn, pursue with gender sensitive policies, programmes and allocations and expenditures that ultimately benefits women and girls.

Besides, promoting good governance especially gender responsive governance requires effective capacity building of stakeholders at all levels with a relevant training module that enables sustainable development of capacities of functionaries which is substantive. In this context, the UN Women needs to develop training modules pertaining to the gender responsive governance and related issues which would cover the training needs of elected representatives and local government functionaries in enhancing the quality of delivery systems.

In the process of decentralization, local governments are the important players in managing local development and providing a lot of services to the people at the local government level. During the preparation of 11thFive Year Plan, the local governments in Bhutan were asked to mainstream the cross cutting issues such as gender, environment, climate change, disaster risk reduction and poverty. As per the Bhutan Gender Equality Diagnostic of selected sectors, it states that the local governments requested for more awareness and advocacy activities at the local level on gender equality issues and strategies. Further, the support for capacity building on gender and other related issues at the local level were also felt necessary to mainstream gender into the process of preparing the local plans and programs at their level.

Duties and Responsibilities

Under the overall guidance and direct supervision of UN Women National Officer in Bhutan, the Consultant is expected to develop a training manual on Gender Responsive Governance which is relevant for local government functionaries and elected representatives in Bhutan, reflecting their training needs and to train the relevant target group of stakeholders in a TOT mode.

Thrust of the Assignment

UN Women expects the consultant to come up with comprehensive framework of capacity building pertaining to the gender responsive governance in Bhutan. We expect a high quality training module consisting of all aspects pertaining to the training needs of stakeholders with a gender perspective and their access to resources and governance institutions; information about the legislations, policies and programmes in place. In fact, the design of module would become the benchmark document for review and evaluation of efficacy of trainings on gender responsive governance imparted to the stakeholders later. Hence, it should be a comprehensive one covering aspects like ending violence against women, gender equality and women empowerment among others.

Deliverables:

  • Training Manual on Gender Responsive Governance;
  • Train a small group of relevant local government officials on GRG;
  • A final report of the training conducted by the consultant/trainer.

Payment Schedule:

  • Upon submission of TOT module format - 50% Payment;
  • Draft report of workshop - 50% Payment.

Required Skills and Experience

Education:

  • Masters degree in gender and development, gender studies or other relevant field.

Experience:

  • Minimum of 8-10 years of experience in providing trainings on Gender Responsive Governance or gender at the local government level;
  • Experience in developing similar training modules of governance and/or development projects and an understanding of social, economic and political processes pertaining to governance;
  • Very strong understanding of the governance issues in India and Bhutan and participatory training methodologies, skills and training of trainers (TOT);
  • Experience in designing training modules and using the same for capacity enhancement in a professional manner and finally improving the functioning of trainees;
  • Ensuring the quality of content in training modules with latest laws, policies and programmes and other relevant information;
  • Compilation and use of data and information in a meaningful way is essential;
  • Experience in using participatory, gender sensitive methodology in preparing the trainee friendly module.

Language:

  • Excellent written and spoken English language skills or good communication skills.
