Background

The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan.  BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder for an including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas.  BPPS works closely with UNDP’s Crisis Response Unit (CRU) to support emergency and crisis response.  BPPS ensures that issues of risk are fully integrated into UNDP’s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results based management and performance monitoring with more effective and new ways of working.  BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

Under the direct supervision of the Policy Advisor, Rule of Law, Justice and Security and the overall supervision of the /Team leader, Rule of Law, Justice and Security the staff member will work specifically on areas related to programme and policy development pertaining to the Security sector reform portfolio and the Global Focal Point for Rule of law in relation to joint programmes, mission planning and transition planning.

Duties and Responsibilities

Summary of Key Functions:

  • Supports policy development for crisis prevention and recovery in areas of Security Sector Reform especially in the context of the SDGs and Goal 16;
  • Provides policy advice and technical advisory services support on Security Sector Reform programming to UNDP Country Offices, including in emergency settings;
  • Provides support to RoLJS with strategic planning priority-setting and programme development in areas relating to Rule of Law in the context of the Global Focal Point;
  • Contributes to policy development, knowledge management and knowledge sharing on mission planning and transition in areas of Rule of Law, Justice and Security.

Supports policy development for crisis prevention and recovery in areas of security sector reform especially in the context of the SDGs and Goal 16:

  • Provides technical assessments and strategic planning for security sector reform;
  • Represents UNDP/BPPS and RoLJS in SSR - related discussions, inter-agency forums, donor consultations, engagement with UN system, bilateral partners, etc. dialogue with stakeholders;
  • Support the development of research, policy and UNDP knowledge products/tools on SSR in the context of Goal 16 in the SDGs.
  • Strengthens linkages with the Community of Practice.

Provides policy advice and technical advisory services support on Security Sector Reform  programming to UNDP Country Offices, including in emergency settings:

  • Technical support in establishing integrated Security Sector Reform on the ground;
  • Promotes sector wide approaches to SSR;
  • Supports with mobilizing financial and human resources for effective implementation of joint SSR programmes on the ground;
  • Supports the mainstreaming of UNDP’s conflict prevention/recovery programming into the SSR agenda;
  • Promotes sustainable SSR interventions linked to future development frameworks.

Provides support to RoLJS with strategic planning priority-setting and programme development in areas relating to Rule of Law in the context of the Global Focal Point:

  • Contributes to Technical Assessments and Reviews to facilitate better informed and sustainable interventions on Rule of Law on the ground;
  • Supports and gives policy advice to Mission set-ups, in particular in areas relating to security sector reform and rule of law.
  • Supports joint programming on rule of law under the Global Focal Point;
  • Supports transition planning for mission drawing down or closing down where rule of components are expected to be handed over or inherited by the Country Team;
  • Supports BPPS in position UNDP on issues pertaining to anti-radicalization in the context of prevention in areas relating to rule of law and security;
  • In line with Goal 16 in the SDGs promotes institutional reform, including oversight and anti-corruption in areas relating to rule of law and security.

Contributes to policy development and knowledge management on Mission planning and Mission transitions in areas of Rule of Law, Justice and Security under the GFP arrangement:

  • Collation, analysis and consolidation of comparative lessons learned and best practices directly linked to in-country programming on Rule of Law, Justice and Security with a specific focus on the GFP and integrated staffing and programme structures:
  • Support the development of knowledge management products (tools, methodologies, reports, etc) on operational and policy aspects of GFP integration:
  • Keeping abreast of significant research and policy developments in the area of Rule of Law, Justice and Security, including AVP and small arms control:
  • Contributes to dissemination of information and promotes awareness at country level on the importance of oversight and accountability in the rule of law and security sectors.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s or equivalent) in law, political science, other social sciences or related disciplines.

Experience:

  • 7 years of professional work experience providing policy advice and programme support in the general area of Rule of Law, Justice and Security in different development contexts;
  • Experience working in developing country settings is required and experience in crisis contexts is an asset.

Language:

  • Fluency in English, both written and oral;
  • Working knowledge of another UN language is an asset.
