Antecedentes
Since October 2014 areas of Iraq previously controlled by the ISIL are being liberated. The government of Iraq currently has limited resources and capacity to meet the needs of returning IDPs and thus stabilize the newly accessible areas.
The objective of Funding Facility for Immediate Stabilization FFIS is to quickly implement activities to stabilize newly liberated areas of Iraq as identified by the project steering committee co-chaired by the Prime Minister’s Office and the DSRSG/RC. The stabilization activities will allow for IDPs to return to their areas of origin.
The funding facility will support four sets of activities, each with a dedicated window. All activities will be decided in agreement with the local authorities (Governor’s office and mayors), based on priorities identified at the local level through consultations. Given the sensitive nature of stabilization and the fragile conditions prevailing in many newly liberated areas, concerns relating to human rights, protection, gender and inclusion will be taken into account during the prioritization and sequencing of activities.
Window One: Public Works and Light Infrastructure Rehabilitation. This window will be used to finance light repairs of key public infrastructure including clinics, police stations, water facilities, power grids, government buildings and access roads. It will also be used to finance rubble removal and waste collection.
Window Two: Livelihoods. This window will be used to finance activities aimed at jump-starting the local economy and generating income for local households, particularly families returning to their homes. The Cash for Work activities, as mentioned above, are part of this cash injection into the local economy. In addition, it intends to provide micro-credit grants to small businesses with high community impact including bakeries, electrical shops, agriculture, food kiosks and micro-stores. Where possible, support will also be given to women and vulnerable households.
Window Three: Capacity Support. This window will be used to finance technical support for local governments, boosting their immediate response capacity to cope with the challenges arising during stabilization.
Window Four: Community Reconciliation. This window will be used to finance programmes that help local leaders and community groups promote social cohesion and dialogue.
The different windows of this project will be implemented by government entities, NGOs/CBOs and possibly other UN agencies. However, ownership by and the leading role of the Iraqi Government (particularly at governorate level) are critical and should include decision-making power on project-funding and priority setting through consultative processes with the international partners and other stakeholders. Where feasible, the contracting/implementation/monitoring of activities is coordinated with Government technical implementation entities to ensure maximum ownership.
Ninewah has been identified as a priority area of FFIS. A Stabilisation and Recovery Assessment for the sub-districts of Zummar, Rabea, Sinuni and Wanna has been completed and FFIS activities in all four windows have been undertaken. Assessments of Sinjar and preparation for Mosul post liberation are in progress.
Deberes y responsabilidades
Under overall supervision of the FFIS program manager, the incumbent will perform the following tasks:
Support Project Implementation focusing on achievements of the following:
- Provide advice and support to the technical staff working with Projects;
- Monitor and report on the development of implementation of Projects;
- Preparation of accurate and timely reports on the progress of project activities in Ninewah with specific focus on the indicators achieved, timely delivery and funds utilized.
- Preparation of work plans, monitoring and reporting on project achievements.
- Provide and /or develop inputs for annual work plans
- Compile narrative reports for submission to donor partners
- Provide technical inputs into Projects on different thematic areas;
- Liaising with all key national and international stakeholders – key domestic political and civic actors, civil society organizations, international NGOs, UN partners, donors;
- Maintain a strong relationship with the local authorities of Ninewah (based in Erbil, Dohuk or elsewhere) and identify areas for UNDP assistance, in line with the FFIS program manager and ICRRP program manager;
- Provide advice and assistance in data collection to establish baselines to monitor progress.
- Support the design of interventions through provision of accurate information and risk analysis on the ground and utilizing lessons learned;
- Conduct research to assist in the development of concept notes, project documents and policy frameworks and project activities as directed by the supervisor.
- Organize, facilitate, conduct, attend workshops and consultations as necessary.
- Perform other work-related outputs as requested by the program manager including administrative and logistical work.
- Work closely with Ninewah local authorities (in Erbil, Dohuk or elsewhere) to support their institutional development and capacity building.
- Assist in translating, drafting production of information and publicity materials and sharing of correspondence and taking notes on meetings as required.
Coordination of activities in Ninewah focusing on achievement of the following results:
- Coordinate the implementation of project activities for FFIS in Ninewah. If requested, provide coordination support for Ninewah interventions to other UNDP projects such as Iraq Crisis Response and Resilience Project (ICRRP);
- Coordinate with all relevant stakeholders, including engagement with senior Government Officials, for the execution and implementation of Project in Ninewah;

Habilidades y experiencia requeridas
Education:
- Master’s with min 2 years of relevant experience or Bachelor with min 4 years of relevant experience. in humanitarian development related disciplines, economics or any other relevant social science fields.
Experience:
- With Master’s degree minimum of 2 years or Bachelor’s degree with minimum of 4 years of extensive coordination and development experience that combines intellectual, strategic and managerial leadership in development programmes.
- Extensive working experience in Development or crisis response programmes in KRG or Erbil will be an asset.
- Proven ability to work with multi-disciplinary teams in a multilateral work environment.
- Track record with of successful programme management preferably within the UN.
Technical skills required
- Functionally-related professional management skills.
- Ability to plan and prioritise work activities to meet organizational goals and organize and oversee work processes efficiently to achieve quality results.
- Knowledge of strategic planning processes, programming.
Language Requirements:
- Fluency in English and Arabic language required.
- Kurdish language will be an added advantage.
Previous UN Experience:
- Experience from previous UN assignments and/or multilateral organizations and bi-lateral aid organizations would be an asset
Note:
