UNDP Bhutan in collaboration with the Royal Government of Bhutan will be implementing the global project titled "the Biodiversity Finance Initiative (BIOFIN)", which is funded by the European Union, the Governments of Germany, Switzerland, Norway and Flanders, running from 2012 to 2018.

BIOFIN was launched in October 2012 at the Convention on Biological Diversity (CBD) COP 11, as new global partnership seeking to address the biodiversity finance challenge in a comprehensive manner – to define biodiversity finance needs and gaps with greater precision through detailed national level assessments, to determine challenges and opportunities for resource mobilization, and to build a sound business case for increased biodiversity investment. Participating governments are interested in advancing their biodiversity conservation mandates in ways that are compatible with, and promote national socio-economic development goals.

In the context of Bhutan, the key activities will involve Biodiversity Finance Policy and Institutional Review, Biodiversity Expenditure Review, Finance Needs Assessment (National Biodiversity Strategic Action Plan Costing), Resource Mobilisation/Finance Plan and Implementation of the Finance Plan within a broader context of Sustainable development Goal No. 1 on End Poverty, Goal No. 13 on Climate Action and Goal No. 15 on Life on Land.

UNDP is looking for a dedicated person as a National Project Coordinator to manage the BIOFIN Project under the direct supervision of the Portfolio Manager for Economic Integration and Innovation. The incumbent will also receive a substantive guidance from the BIOFIN Regional and Global based in Manila and Istanbul for strategic interventions and on the various deliverables of the project.

The National Project Coordinator will work in close collaboration with the operations team in the Country Office, other programme units, UNDP HQ staff, government officials, technical advisors, multi-lateral and bi-lateral donors and civil society to successfully implement the programme.

Summary of Key Functions:

 The National Project Coordinator will be responsible for the overall management of in-country activities, ensuring a proper work plan and budget is in place and implemented within set timelines, and to have an effective national team operational. The Coordinator will ensure implementation mechanisms such as a National Steering Committee and technical working groups are established and meet regularly, and to have all planned workshops, technical studies and other activities organised in a timely manner, meeting expected quality standards.

 Key duties and responsibilities will include:

Management

  • Assist with the identification and selection of national consultants and experts, in close collaboration with the UNDP Country Office and the Global BIOFIN Team and write terms of reference for national BIOFIN team members depending on local needs ;
  • In consultation with the UNDP Country Office and Global BIOFIN Team and supported by the Lead Expert, elaborate/revise the work plan and budget and submit draft work plans/budgets timely  for the bi-annual budget revision process (30 June and 31 December of each year);
  • During the Project Inception Phase, organize a technical meeting involving the BIOFIN national team, Global BIOFIN team, UNEP, UNDP Climate Change Programmes to review methodologies and determine convergence of scope and processes;
  • Supervise the work of national experts and institutions to ensure outputs are delivered on time, within the set budget, and to high quality standards; facilitate, guide and monitor the work of the national BIOFIN team;
  • Oversee the work of the Finance Assistant to ensure administrative requirements are managed and executed in a timely and appropriate manner and within UNDP and donor rules and regulations;
  • Organise all relevant project workshops in a consultative manner, involving a wide variety of biodiversity finance stakeholders, including the private sector, NGOs and academia.
  • Discuss with the Gross National Happiness Commission, Ministry of Finance, Ministry of Agriculture and Forests (especially National Biodiversity Centre) and other key stakeholders the establishment of a national Steering Committee and follow up on the formal establishment and regular convening of the Committee, and undertake the same for any other proposed coordination mechanism; (see below regarding reporting requirements).
  • Ensure a timely identification of risks in implementation at the national level and communication to the global BIOFIN team.
  • Organise bi-monthly meetings of the national team and monthly calls with the Senior Advisor from the global BIOFIN Team. Ensure participation of national BIOFIN Team members in regional technical calls.

 Reporting/Communication/M&E

  • Lead project monitoring, reporting and evaluation at national level, draft monthly and quarterly reports for review by the lead expert and submission to the global BIOFIN team.
  • Ensure adequate collaboration with similar UNDP initiatives including but not limited to the UNEP PEI initiative and the Climate Public Expenditure Review programs.
  • Develop workshop reports for the inception workshop and all technical workshops.
  • Develop briefing notes, case studies, press releases, web articles and other media products as required.
  • Write the section of the inception report on national implementation arrangements.
  • Assist with research and write sections of technical reports as required.

Review all national level deliverables to ensure quality and consistency with the BIOFIN methodology.

  • Excellent communication skills with ability to express ideas clearly, concisely and effectively, both orally and in writing; and Good facilitation and presentation skills and ability to represent the organization at seminars, workshops and other events.

Qualifications et expériences requises

Minimum Qualification and competencies:

  • Minimum of Bachelor’s Degree in environment/natural resource management, biodiversity or economics/finance.
  • At least 3 years of experience, preferably in the implementation of environment/biodiversity/finance projects, prior experience with UNDP projects would be an asset.
  • Experience in report writing and financial management in a project environment required.
  • Proven experience and knowledge of the country’s institutional framework and policies on climate change and biodiversity would be desirable.
  • Ability to interact and network with technical/scientific agencies and other stakeholders;
  • Experience in dealing with international and national experts and institutions would be desirable
  • Excellent written and oral communication in English & national language of the duty station.
