The role of UN Women  is to support national counterparts – including the Ministry of Women’s Affairs (MoWA), Ministry of Foreign Affairs (MOFA), Ministry of Commerce and Industries (MoCI), Parliamentary bodies, Electoral bodies, and civil society in implementing the National Action Plan for the Women of Afghanistan (NAPWA) and the Afghanistan National Development Strategy (ANDS) in the areas of political and economic opportunities for women.  UN Women builds on partnerships developed with MoWA, MoFA and Ministry of Rural Rehabilitation and Development (MRRD), the international community, the UN Country Team, etc., to promote increased women’s participation in political and economic development.

UN Women will be recruiting a Women, Peace and Security Specialist who will be responsible for the providing strategic input to the implementation and coordination of the programmes in the area of women, peace and security as well as ensuring links to on-going programmes of UN Women and enhancing synergies with UN agencies and other partners  working in the same area. S/he works as part of the UN Women Afghanistan Country Office team, and also actively engages with colleagues across the region in knowledge sharing and peer support

  1. Acts as Focal Point on Women, Peace and Security Agenda
  • As immediate deliverables, conduct a mapping of programmes of international and national partners in the area of Women, Peace and Security and establish baseline for the indicators of National Action Plan on UNSCR 1325. To be achieved in the first 3 months of the assignment.
  • Organize and coordinate the meetings of the Working Group on Women, Peace and Security.
  • Continuously get reports and update the information on the implementation of the NAP 1325 for presenting to the WPS WG on bi-monthly basis.

2.     Ensures effective management of the programmes and projects in the area Women Peace and Security focusing on quality control from formulation to implementation of the programmes/projects achieving the following results:

  • Thorough analysis of political, social, economic situations in the country and preparation of substantive inputs to country strategy documents, project proposals, Annual Workplans and other documents for UN Women’s Women Peace and Security programmes/projects in Afghanistan.
  • Constant monitoring and analysis of the political environment, suggestions for timely readjustment of WPS interventions.
  • Identification of areas for support and interventions within the WPS areas.
  • Provision of programme advisory support to  Country Representative and  Programme Manager on WPS
  • Design and formulation of programme activities, translating the priorities of the Country Strategy in the area of Women Peace and Security into local interventions.  Coordination of programme implementation with implementing agencies.
  • Effective application of RBM tools, providing guidance to partners on establishment of performance indicators, and monitoring achievement of results.
  • Substantive monitoring of the programme activities, including tracking use of financial resources, identification of operational and financial problems, development of solutions.
  • Reporting requirements fulfilled in a timely manner focusing on outputs, and outcomes.

3.     Ensures provision of top quality advisory services to the government, civil society and other development partners, and facilitation of quality programme implementation at the sub-national level focusing on the following results.

  • Identification of key women, peace and security issues and challenges. Identification and synthesis of best practices and lessons learned directly linked to policy goals, leading to the formulation of substantive policy advice.
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government, civil society organizations and other strategic partners
  • Active participation and contribution of UN Women perspectives to relevant conferences, fora and meetings addressing WPS and government accountability issues.
  • Active mobilization of UN Women colleagues across the region as knowledge resources, soliciting advice, good practice information, and reciprocating through contribution of knowledge for UN Women.

4.    Strategic partnerships building and resource mobilization support

  • Act as focal point in assigned partnerships with the relevant UN Agencies, government institutions, private sector, and civil society in relation to women’s political empowerment.
  • In coordination with the Information and Analysis Unit, create and regularly update the mapping of different partner interventions in the areas of women’s political empowerment and their engagement in the peace process.
  • Provide analysis and research of information on donors’ strategies in the political sphere; preparation of substantive briefs on possible areas of cooperation.
  • Assist the women groups engaged in democratic and civic processes to benefit from funds provided by different foundations and the private sector and other donors.

5.  Advocacy support and facilitation of knowledge building and management

  • Support the establishment of advocacy networks at national level and linkages to international networks related to women’s political empowerment.
  • Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners on women’s political empowerment
  • Identify and synthesize best practices and lessons learnt directly linked to women’s political empowerment and their engagement in the peace process
  • Proactively contribute to knowledge networks and communities of practice.
  • Prepare periodic information products for ACO (briefing notes, reporting) in coordination with the Reporting Officer.
  • Perform other tasks as may be assigned.

Qualifications et expériences requises

Education:

  • Master’s Degree in Political Science, Law, Management, International Development, Gender, Human Rights or in other related Social Sciences, with minimum 5 years relevant experience, or Bachelor degree in above mentioned fields with minimum 7 years relevant experience.

Experience:

  • Relevant experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments, preferably in the field of gender and human rights of women.
  • Strong experience addressing the socio-political situation in Afghanistan and its impact on women is essential.
  • Prior experience in the UN System will be an asset.

Language Requirements:

  • Fluency in spoken and written English is required as well as in Dari/Pashtu.
