UN Women was established by GA resolution 64/289 of 2 July 2010 on system-wide coherence, with a mandate to assist Member States and the UN system to progress more effectively and efficiently towards the goal of achieving gender equality and the empowerment of women. Since 2001 UN Women (previously as UNIFEM) in Kyrgyzstan has implemented catalytic initiatives on promoting women’s economic, political and social rights. In 2012 a full Country Office (CO) was established. In 2014 the Strategic Note (SN) for the period of 2015-17 was confirmed.
The CO recognizes the need for a strong rights-based emphasis in programming in relation to international agreements and human rights treaties that Kyrgyzstan has signed on to. In relation to gaps remaining between existing normative and policy frameworks on gender equality and women’s empowerment and their practical implementation, the CO programme focuses on the following thematic areas:
Cross-cutting to these is a continuation and strengthening of the CO focus on girl empowerment and the related involvement of young men in this process.
CO programming includes support to Government and civil society organizations in the development and implementation of innovative approaches aimed at achieving gender equality and women’s empowerment.
UN Women supports efforts of the national partners and UN agencies in implementation of gender equality commitments in compliance with the UN human rights conventions ratified by the Kyrgyz Republic. The CO provides strong and coherent technical support of gender equality priorities relating to national and UN efforts and supports building effective partnerships between Government, civil society and other relevant actors. UN Women convenes and leads the UNiTE campaign to end violence against women and girls. The CO strengthens coordination on gender equality and women’s empowerment programming and enhances cooperation for the gender responsive post-2015 development agenda’s implementation at the national and sub-regional levels.
Duties and Responsibilities
Summary of key functions
Under the supervision of the Representative, the Communications and Advocacy Specialist is responsible for developing strategic communications and media initiatives and managing media/press coverage. S/he will oversee the production of a range of communications materials for UN Women, and for online and offline audiences. S/he is responsible for producing timely, accurate and high-quality informational materials, such as press releases and media advisories, news briefs, fact sheets, stories from the field, informational kits and other communication and visibility products for media outreach, the UN Women website and other information channels. The Communications and Advocacy Specialist will organize, lead and report on the UNiTE Campaign to end violence against women and girls. The Specialist will further design strategies aimed at facilitating behaviour change towards gender equality and the full involvement of women in all aspects of societal life, plan interventions, support their implementation, monitor and report on them.
The Communications and Advocacy Specialist will collaborate closely with Headquarters’, Regional and Country Office colleagues to ensure communications strategies, media relations and organizational outreach efforts are aligned with corporate communications policies and initiatives. S/he also collaborates with project staff to support outreach campaigns, resource mobilization and donor relations initiatives; s/he mobilizes support in conjunction with intergovernmental processes, and support the activities and special events organized for UN Women.

Impact of Results
The effective support provided to the Representative and the Country Office programme team directly impacts on the quality, relevance, and effectiveness of the UN Women Country Office. The post impacts on the development, implementation of results that in turn directly impact on the credibility and image of UN Women as an effective partner for national partner organizations and as a competent knowledge based organization on gender equity and girls’ rights issues.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
