Antecedentes
The mission of the Human Development Report Office (HDRO) is to advance human development. The goal is to promote the expansion of opportunities, choice and freedom in people’s lives. HDRO works towards this goal by championing innovative new ideas, advocating practical policy changes, and constructively challenging policies and approaches that constrain human development. HDRO works with others to achieve change through writing and research, data analysis and presentation, support to national and regional analysis and outreach and advocacy work.
The HDRO Research team is a multi-disciplinary team, with the main responsibility of research, analysis and writing for the annual global Human Development Report (HDR). The Research Consultant will be hired as part of the Research Team, working under the supervision of the Head of the Research Team.
Deberes y responsabilidades
The main duties of the Research Consultant will focus on research and writing in preparation of HDR 2016 (working title: Human Development Ahead). The Report will seek to place the concept and applications of human development, as expressed through HDRs, in the context of emerging challenges and opportunities.
The consultant is expected to perform the following activities/deliverables (detailed schedule will follow the HDR2016 timetable):
- Conduct literature surveys in global and regional journals and other publications to identify relevant publications corresponding to the theme of the report;
- Support the team in identifying experts and authors, and commission background papers/think pieces;
- Participate in brainstorming sessions, contribute ideas and knowledge to successive versions of chapters;
- Draft research notes, boxes and short notes as inputs to the report;
- Assist and facilitate work of fact checkers and interns;
- Provide substantive review of inputs/ HDR final version in at least one language apart from English;
- Undertake other tasks as required.

Habilidades y experiencia requeridas
Education:
- Strong academic record, with a doctoral degree in Development Studies, Economics, Political Economy, Sociology or related fields.
Experience:
- Minimum of 4 (four) years of relevant professional experience;
- Sound grasp of substantive and policy issues in the development field, particularly in the human development and capabilities approach;
- Research experience in the areas of inequality, poverty and human development, in developing and/or developed countries;
- Advanced quantitative and econometric skills and experience with related software (Excel, Stata);
- Publication (s) in international journals and experience with presentation of research results in seminars/workshops.
Language:
- Excellent command of English (oral and written);
- Fluency in at least one other UN language.
Evaluation Method
Applicant is requested to provide his/her daily or monthly consultant fee.
Applications will be evaluated based on UNDP’s cumulative analysis method. When using this weighted scoring method, the award of the contract shall be made to the applicant whose offer has been evaluated and determined as:
Responsive/compliant/acceptable; and
Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria.
Evaluation Criteria:
- Technical (based on CV/desk review) – 70%;
- Financial (fee) proposal - (30%).
