Background

Promoting Rule of Law and Access to Justice in Sudan (bridging and inception) Project bridges existing UNDP commitments towards furthering Rule of Law in Sudan and creates an inception phase for a longer term national rule of law program under one UN strategy in Sudan both nationally and sub-nationally. While the project continues to improve the delivery of justice and security services to increase access to justice for all, especially the poor, vulnerable and marginalized groups, it moves away from previously stand-alone projects by putting in place important foundations to create partnerships with other UN agencies at both the national level as well as special pillars to interface better with the UN Missions in Darfur and Abyie. To achieve this, the program will, in partnership with the UNCT and DPKO, focus on three major outputs that involve ROL civil society organizations and government of Sudan, support capacity development of justice and security providers through technical assistance, including traditional courts, the police, the prison, the judiciary. In addition, access to justice, legal aid and representation mechanisms for men, women and vulnerable groups in Darfur, the Three Areas and East Sudan will be strengthened. Finally, the program will address women‘s security and access to Justice in particular, with emphasis on access to justice for survivors of Sexual and Gender Based Violence (SGBV) and domestic violence.

Duties and Responsibilities

In consultation with key stakeholders in alignment with relevant government strategies, and under the overall guidance of UNAMID (Justice, Corrections and Police), UNDP (Sudan) and the UN Country Team (UNCT) produce the Joint UN ROL Programme Document.

The assignment will carried out as detailed below:

  • Finalization of JPROL Darfur Programme Document;
  • Workplan for joint rule of law programme developed;
  • Preparation of Donor’s conference;
  • State and locality consultations on programme and sequencing of work plan;
  • Identification of national focal points for JP ROL;
  • Staffing and administrative arrangements prepared for JPROL Darfur;
  • ToR (1) and NRLA (1) developed for JPROL Darfur Coordinator;
  • ToR (2) and NRLA (2) for Coordination support staff;
  • ToR (2) and NRLA (2) for justice and police project managers for UNDP/UNAMID implementation team;
  • NRLAs developed for other project team: circa 4 Justice, 2 Corrections and 6 Police;
  • MOU for Seconded GPPs: circa 4 from Justice, 2 Corrections and 6 Police;
  • ToR for new UNDP staff ;
  • ToR for consultancies (TBC);
  • NRLA for other sections TBC: HR x2, Civil Affairs TBC, DDR x 2 (ToRs exist).

Competencies

Functional Competencies:

  • Knowledge of Microsoft Office (word, excel, access, and outlook);
  • Ability to work in a hardship environment;
  • Inter-cultural communication and people skills;
  • Ability to organize and prioritize work and function as part of a team;
  • Strong facilitation skills and proven experience of bringing together different stakeholders to carry forward complex processes.

Required Skills and Experience

Education:

  • Master’s Degree in law, international relations or any relevant disciplines.

Experience:

  • At   least 10   years   of   relevant   professional   experience,   including at least five years in a senior position in an international development role in Rule of Law, judicial or security reform;
  • Experience of sector wide approaches to justice and RoL reform, including experience working with all of the major actors is required;
  • Experience with Joint Programmes is desirable;
  • Previous experience with UNDP or another UN entity engaged in Rule of Law, and UN Peace Operations is an advantage;
  • Proven track record of developing joint rule of law programme in Arab States and/or Africa and in conflict/post conflict contexts. Experience with the UN / UNDP would be an advantage.
