Background
This position is located within the UNODC Regional Office for West and Central Africa (ROSEN). The Programme Associate will be responsible for all administrative tasks, financial management and selected substantive assignments in connection with the West African Network of Central Authorities and Prosecutors against Organized Crime (WACAP) and work collaboratively with the ROSEN support team.
Under the overall guidance of the UNODC Regional Representative for West and Central Africa (ROSEN) and direct supervision of the Senior Regional Legal Adviser, the Programme Associate provides programme support services ensuring high quality, accuracy and consistency of work.
Duties and Responsibilities
Provide support to the implementation of the Network’s activities:
- Monitor the implementation of activities related to the collection, analysis and presentation of information for identification of areas for support and programme formulation/ implementation;
- Coordinate/liaise with the NPO and HQ on all the project’s financial management;
- Provide support for the substantive and financial project reporting of the Network;
- As required, assist in developing budgets for projects and strategies;
- As required, assist in drafting assessment reports, evaluation reports and research.
Contributing to results through provision of information
- Provides information and documentation on specific stages of projects/programme implementation;
- Provide support to the administration and implementation of programmes including operation strategies focusing on achievement the targeted results;
- Undertake all administrative matters relating to the organization of meetings, seminars, workshops and conferences, including securing and arranging meeting venues, arranging participants’ travel, and other administrative arrangements;
- Organize all travel related to the project including transportation, accommodation and DSA;
- Assist in the timely preparation of relevant papers and documents for meetings, seminars, workshops and conferences, and in the finalization of related reports;
- Liaise with HQ on relevant administrative and financial matters;
- Maintain a record of actual expenditures and assist the PO in carrying out financial controls of the project including monitoring of expenditures against budget allocations, and in the preparation of financial reports;
- Assist the administrative assistance of GLOT32 in the preparation of budget revisions;
- Review of budgets and assist the project staff in determining appropriate budget lines where activities can be charged;
- Draft and finalize correspondence, reports and documents and ensure correctness of style and compliance with UN procedures and standards;
- Organize both incoming and outgoing correspondence, including the establishment of a physical and electronic log/registry system and filing;
- Manage correspondence for priority action, meet deadlines or bring to the attention of PO; manage routine admin tasks;
- Track and maintains information on the administrative and financial records. Makes recommendations relative to work processing approaches and procedures which lead to more efficient systems design.

Required Skills and Experience
Education:
- Bachelor degree preferably or equivalent with specialized certification in Accounting, management, project management, or relevant field.
Experience:
- At least 6 years of experience in accounting, financial management or experience in projects management, including project evaluation and monitoring; Good knowledge in using Microsoft Office packages (Word, Excel and PowerPoint);
- Excellent knowledge of bookkeeping and budget development;
- Experience or interest in criminal justice issues;
- Prior experience with the United Nations including familiarity with UN administrative and financial rules and procedures is an advantage.
Language:
- English, French and Portuguese are the working languages of the Network;
- Fluency in English and French is required;
- The knowledge of Portuguese is an advantage.
