Background

The Disaster Risk Management Public Expenditure and Institutional Review (DRM-PEIR) is an emerging and developing methodology that is built on the approach, methodology, and experiences of UNDP’s work on Climate Public Expenditure and Institutional Review (CPEIR) which have been undertaken in countries around the region including Nepal, Bangladesh, Thailand, Samoa and Cambodia. The DRM-PEIR examines the links between the three spheres of: national disaster risk management (DRM) policy; the institutional structures through which policy is channelled; and the process of resources allocation where public funding (both national and international) is made available for the implementation of relevant projects and programmes.

Specifically, DRM-PEIR will:

Assess current policy priorities and strategies as they relate to disaster risk management including both disaster risk reduction and disaster management components (post and pre disaster measures) and the extent to which these strategies and policies are coherent with national development and poverty reduction strategies.

Review the institutional arrangements for promoting the integration of disaster risk management with particular focus on disaster risk reduction policy priorities into budgeting and expenditure management within and across key ministries and stakeholders

Review the integration of DRM objectives within the budgeting process, including as part of the budget planning, implementation, expenditure management and financing.

The DRM-PEIR is intended to assist the development of a better understanding of:

  • The formulation and coherence of DRM strategy and policy;
  • The interface between domestic resources and international funds for DRM;
  • The roles and mandates of the institutions involved in DRM actions;
  • The processes of resource allocation for DRM actions;
  • The sums expended on DRM actions and the sources of these funds;
  • The transaction through treasury mechanisms to delivery of services and actions;
  • The processes of scrutiny, monitoring and evaluation of the effectiveness of the utilisation of DRM funds.

DRM-PEIR accommodates national variations in the interpretation and classification of DRM actions.  The conduct and output of the DRM-PEIR are expected to contribute to mainstreaming disaster risk reduction (DRR) investment by raising awareness of strategy and policy issues, promoting the efficient and effective use of resources, assessing policy formulation and implementation thereby contributing in a practical way to greater co-operation between diverse stakeholders.  The study will therefore make practical recommendations for future actions and interventions to improve the management of disaster-related finance and mainstreaming DRR and its links to climate change adaptation and mitigation into development processes.  The studies will be conducted in Thailand, Vietnam, and Lao PDR.

 The DRM-PEIR approach has potential to become a benchmark reference that will allow policy makers assess the present status of the national and provincial response to disaster risks.

 A multi-disciplinary team will conduct the DRM-PEIR study at the national level with one or two case studies at the sub-national level from April 2016 to August 2016.

Duties and Responsibilities

As a National Specialist on Disaster Risk Management, the scope of the work for the assignment includes:

  •  Collect and review disaster damage and loss data from key relevant sectors to understand the disaster impacts on the sectors and how this information can form the DRR investment priorities and budgets allocation;
  • Develop DRM typology and weighing system for the analysis of DRM finance through consultations with the key stakeholders and in close collaboration with the National Specialist on Public Finance Management and institutional and Context Analysis as well asthe International Specialist on Public Expenditure and Disaster Risk Management;
  • Compile all DRM actions, targets, and performance indicators proposed in sectoral, national, and sub-national plans to obtain a clear picture of what have been planned and implemented by sector (in collaboration with the National Specialist on Public Finance Management);
  • Consult with key stakeholders, both government and non-government, which form the DRM community at national and provincial levels to review the DRM investments and coordination mechanisms relevant for DRM dialogue (in close collaboration with the National Specialist on Public Finance Management);
  • Document, Reporting, and Knowledge Sharing:
  • Prepare reports on the analysis of DRM budget lines in Lao PDR, focusing on the national and provincial level, which will be inputs to the overall report for DRM-PEIR Lao PDR;
  • Present findings to key stakeholders at national and provincial levels during key consultations and workshops;
  • Facilitate the training workshop to strengthen capacity of key stakeholders in DRM-related expenditure review; and
  • Contribute to a review of lessons for experience sharing among Southeast Asia Countries.

 As part of the DRM-PEIR Team, the specialist will:

  • Provide inputs in developing a work plan for the DRM-PEIR, particularly focusing on the DRM budget lines and investment analysis;
  • Work with the international Team Leader and UNDP team members to ensure that the DRM-PEIR team work plan and outputs are delivered on time and on budget and to high quality standards, providing technical guidance as required; in the absence of the international Team Leader, take the lead to ensure outputs are being delivered according to the work plan;
  • Coordinate with DRM-PEIR Lao PDR team to ensure outputs are being delivered on time and on budget and to high quality standards, providing technical guidance as required.

Competencies

Functional Competencies:

  • Proven understanding legal process in establishing protected area and conservation forest;
  • Proven experience in forest management, protected area conservation, wildlife conservation and ecosystem management;
  • Proven knowledge of social and impact assessment in Lao PDR;
  • Work experience in with international and local government of Lao PDR;
  • Strong project management skills
  • Strong coordination and management skills;
  • Strong communication and report writing skills;
  • Full computer literacy.

Required Skills and Experience

Education:

  • Lao National only with advanced degree in disaster risk reduction and climate change adaptation, socio-economics sciences or relevant field is preferable.

Experience:

  • At least 5 years of relevant professional experience in policy and institutional issues with experience in disaster risk management, disaster management, climate change adaptation;
  • Knowledge of the DRM policy landscape, institutional setup, and implementation practice in Lao PDR context;
  • Demonstrated experience in formulation and implementation of disaster risk management measures.

Language:

  • Fluency in spoken and written English is required.

 Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Providing a brief methodology on how you will approach and conduct the work including the work schedule for the delivery of outputs/deliverable;

Financial proposal:

  • Detailed financial proposal: Lump sum offer with clear cost breakdown against each deliverable.

Note:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon monthly outputs, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). All envisaged travel costs must be included in the financial proposal. UNDP accept travel costs not exceeding of an economy class air ticket.

Cumulative analysis: The award of the contract will be made to a consultant who offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria;
  • Technical Criteria weight [0.7];
  • Financial Criteria weight [0.3].

 Only a consultant obtaining a minimum of 50 points in the technical rating would be considered for the financial evaluation.
