United Nations Development Programme (UNDP) in Albania invites qualified experts (International ones) to express their interests in possible consultancies under the IC who can deliver professional services within the FSP Project in the following thematic expertise area: Strategic Environmental Assessment SEA for the SHPP sector

Project background:

The objective of the proposed project supported by the Delivery Results Together Fund is to support the development of a strategic environmental assessment (SEA) addressing the development of the SHPP sector at the regional (basin) level in Albania. The project will strengthen the capacity of the Government of Albania to integrate SEAs into energy and environmental decision-making, and it will provide valuable information that is urgently needed by all stakeholders.

The proposed initiative responds to the need of the government of Albania to ensure sustainable development in line with EU accession requirements and multilateral environment agreements. The Protocol on Strategic Environmental Assessment to the Convention on Environmental Impact Assessment in a Transboundary Context, which was ratified by Albania in 2005, requires all parties to evaluate the consequences of their draft policies and programs.

UNDP is currently supporting the government to enact a legal framework and action plan for renewable energy that is in line with current government goals; i.e., a secure energy supply, sustainability that takes climate change into consideration, increased foreign investment, and new green jobs.   An SEA for the SHPP sector will ensure that these goals are sustainable at the country level and at the local level. The SEA process will also foster broader involvement in energy decision-making by citizens and communities and increase awareness of potential water shortages and other climate impacts.

To implement the project, a MoU is agreed by both, UNDP on behalf of the 2015 One UN Integrated Annual Work plan, Output 4.4 Climate Change, and the Ministry of Energy and Industry in charge for the SHPPs policy, valid until 31st of December, 2016.

Devoirs et responsabilités

A National Consultant needs to be hired to assist the international consultant and the project team to determine the general outline and the site for the Strategic Environmental Assessment SEA for the SHPP sector, to allow for the Strategic Environment Assessment and Report Compilation.

The expected tasks will include the following:

1. Review the background materials, consult with UNDP and the International SEA Consultant and finalize the work plan and methodology for conducting the assignment.

2. Compile data presenting the Albania’s current situation with regard to the existing and planned small hydro power plants (SHPPs) and the overall potential for further development of this sector. Outline the key planning options for future development of the SHPP sector that are being currently considered.

3.  Assist the international consultant with necessary data to prepare baseline analysis for the key issues of concern:

  • Power security and generation including local revenues from SHPP, trade and foreign investment;
  • Economic impacts and poverty alleviation;
  • Ecosystems integrity and diversity – aquatic, terrestrial, hydrological dynamics and sediment/nutrient transport;
  • Fisheries and food security (including agriculture);
  • Social systems - livelihoods and the living cultures of affected communities, especially gender-differentiated effects;
  • Tourism potential;
  • Disaster risk reduction; climate change impacts and adaptation;

The baseline analyses addressing the above issues should include analytical texts presenting the current situation and the future baseline trends without any additional interventions into the Albanian SHHP sector. These analyses should offer concise analytical descriptions highlighting key problems and their root causes caused by SHPPs and other wider factors. At the end of each baseline analysis, the consultant should highlight matters and development options that should be considered directly during the preparations of interventions in the SHPP sector.

The baseline analyses should include maps/data layers that could be used for spatial analyses and case illustrations to help to present the problems and opportunities to relevant stakeholders.  The consultant should acknowledge any critical data gaps and highlight uncertainties that would constrain accuracy of the baseline analyses.

4. Identify and summarize any applicable Albanian Government policy objectives for each of the issues addressed in the SEA process.

5. Provide suggestions on specific issues of concern, SHPP development options to be considered to the Ministry of Energy and SHPP sector development planning team.

6. Cooperate with the International Consultant when proposing the suitable analyses (reflecting current status of knowledge and data availability) and consultations to be conducted within the SEA process for the SHPP sector in Albania.

7. Help to facilitate consultations with the relevant stakeholders (e.g. Ministry of Energy, Ministry of Environment, NGOs, SHPP planning teams and interested investors into the SHPPs sector, etc.) on the proposed scope of the SEA process and the methodology to be used.

8. Cooperate with the International Consultant on write-up of the TOR for the SEA process (e.g. key issues to be addressed and key planning options for be considered) and on the SEA methodology for the SHPP sector. The methodology shall outline the analyses to be performed and consultations to be undertaken within the SEA process.

List of Deliverables:

  • Data presenting the Albania’s current situation with regard to the existing and planned small hydro power plants – two weeks after contract signature;
  • Data compiled for the international consultant to prepare the baseline analysis for the key issues of concern – one month after contract signature;
  • Overview of Albanian Government policy objectives for each of the issues addressed in the SEA process – one month after contract signature;
  • Suggestions to the International Consultant regarding the proposed assessment to be conducted within the SEA process for the SHPP sector in Albania - two month after the contract signature;
  • Summary outcomes of stakeholders’ consultations and suggestions for the SEA process TOR and methodology - two and a half months after the contract signature.

Qualifications et expériences requises

Education/Academic Qualifications:

  • Advance Degree in environment sciences, engineering, energy, economics, or other related disciplines

Work experience:

  • 8-10 years of professional  experience preferably with environmental impact assessment of projects or strategic environmental assessment with minimum 5 years of working knowledge of hydro energy and Small Hydro Power Plants Projects.;

  • Practical experience in preparing procedures, methodologies and guidelines;

  • Excellent knowledge of EU directives of environmental impact assessment and strategic environmental impact assessment;

Evaluation of applicants:

Applicants will be screened against qualifications and the competencies specified above. The inclusion into the International  Expert will be offered to those individual consultants whose offers have been evaluated and determined as (a) responsive/compliant/acceptable, and (b) having received high scores specific to the solicitation.

Technical Criteria – 70% of total evaluation – max. 100 points:

  • Relevance of education to the selected thematic area (hereafter ‘area’) – 10 points;
  • Relevance of specific professional experience to the area – max. 15 point;
  • Familiarity with the UNFCCC National Communication Process – max. 10 points;
  • Proven drafting and formulation skills (based on the record of existing publications) – max. 20 points;
  • Familiarity with UNDP mandate and/or approach relevant to the area; experience working with other international organizations or in public sector; experience with public policy or capacity development – max. 10 points;
  • Fluency in English– max. 5 points;
  • Interview – 30 points (Only highest ranked candidates who would be found qualified for the job based on the CV desk review will be invited for an interview).

Financial Criteria – 30% of total evaluation – max. 30 points.

UNDP applies the ‘Best value for money’ approach - the final selection will be based on the combination of the applicants’ qualifications and financial proposal.

 Contracting Arrangements:

The total duration of the assignment will be up to 40 working days over the period from 15 April 2016 to 30 June 2016. The national consultant will work in close cooperation with the international consultant and the Project team and will report back to the Project Manager.

Payments:

Payments will be made as specified in the actual contract upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.
