The Resident Coordinator system encompasses all organizations of the United Nations that have operational activities in the country, including resident specialized agencies, UN funds and programmes, as well as non-resident agencies. As a designated Representative of the UN Secretary-General and leader of the UN Country Team (UNCT), the UN Resident Coordinator (UNRC), in consultation with the UNCT, assumes overall responsibility for coordination of the developmental activities of the UN carried out at country level. This is done in conformity with the objectives and priorities of the host government and with the mandates of the various UN organizations.
Objectives of the assignment:
Under the guidance and direct supervision of the UN Coordination Analyst, an overall supervision of the UN RC, and in close cooperation with the UN agencies, the UN Coordination Assistant is to ensure overall support to the efficient functioning of the Resident Coordinator’s Office (RCO), including administrative, organizational, secretarial and analytical support. Coordination Assistant contributes to the strengthening of capacity of the UNCT through support to analyzes of political, social and economic trends and provision of inputs to finalization, implementation and monitoring of country programming products; provision of support to agencies without field representation to access national systems and for national counterparts to access the expertise of agencies without field representation.
Duties and Responsibilities

Summary of Key Functions:
- Support preparation and implementation of the RC Work Plan
- Ensure effective support to UNCT in finalization and implementation of country programming processes and products, including UNDAF, joint work plans, and UN programmes;
- Support effective advocacy of UN activities in close consultation with DPI and communication focal points of the UN system;
- Contribute to effective resource mobilization for UNDAF implementation;
- Ensure facilitation of knowledge building and management.
Support preparation and implementation of the RC Work Plan focusing on achievement of the following results:
- Collect and prepare inputs for the RC Work Plan and reports;
- Provide secretarial and logistical support for UNCT Retreats and other joint UN meetings and events;
- Assist with preparation to high-level meetings, visits;
- Provide administrative support to the Resident Coordinator and Coordination Office, including preparation ad hoc documentation (logistic notes, contracts, payment requests etc), draft letters, translation and proof-reading documents.
Ensure effective support to UNCT in finalization and implementation of country programming processes and products, including UNDAF, joint work plans, and UN programmes focusing on achievement of the following results:
- Participate in the work relating to UNDAF, including logistical and administrative support to the result groups;
- Provide logistical and administrative support to the UNCT thematic and working groups;
- Ensure keeping minutes of the UNCT meetings, preparing follow-ups and updates for the UNCT;
Support effective advocacy of UN activities in close consultation with DPI and communication focal points of the UN system focusing on achievement of the following results:
- Support arrangement of regular forums and events on issues related to UN activities with media, NGOs, communities, etc;
- Assist with compilation and preparation of briefing and presentation materials, speeches, background information and documentation for advocacy events of the RC system;
- Daily monitor the media for UN mentioning and relevant state announcements (programmatic and institutional), as well as for up-to-date information on current affairs, both locally and internationally;
Contribute to effective resource mobilization for UNDAF implementation focusing on achievement of the following results:
- Research, analyze and document information on potential and actual donors;
- Develop and maintain up-to-date a database of donors and donor funded projects to support UNCT in resource mobilization for joint programming;
Ensure facilitation of knowledge building and management
- Assist in documenting the discussions and outcomes of the workshops/retreats/missions in a clear and concise way;
- Identify sources of information related to coordination. Support in identification and synthesis of best practices and lessons learnt directly linked to country policy goals;
- Provide referral services to agencies without field representation to access national institutions and processes and for national partners to access the expertise of agencies without field representation.

Required Skills and Experience
- University degree in International Relations, Social Science, Communications or any other related field;
- At least 2 years of progressively responsible administrative experience is required at the national level;
- Previous work experience in international organizations would be an asset;
- Excellent command of the Russian language and fluency in oral and written English is required.
- Knowledge of the Belarusian language will be an asset.
