Background

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties.

Under the framework of the Institutional Capacity Development for Implementation of the Kuwait National Development Plan (ICDI/KNDP) project, UNDP and GSSCPD attempt to improve human capacity and organizational effectiveness of the GSSCPD for development planning. The aim is to support GSSCPD attain the ability to deliver effectively according to its mandates.

GSSCPD is responsible for elaborating, coordinating and overseeing the Kuwait National Development Plan (KNDP) which addresses the challenges of economic development, human and social development, the efficiency of the state institutions and administration and combating corruption, in accordance with H.H. the Amir’s State Vision “Kuwait 2035”.

Within this context, GSSCPD is seeking to recruit a Data Visualization/ Dashboard Specialist to install, configure and monitor business intelligence dashboards and data visualization products which provide the necessary output reports for GSSCPD.

Duties and Responsibilities

Under the direct supervision of the Secretary General of GSSCPD and with close coordination with the GSSCPD Project Manager, the Data Visualization/ Dashboard Specialist will assume the following tasks:

Conduct basic need and requirement assessment of current users and propose system to accommodate for these requirement;
Develop Dashboards system customized to GSSCPD needs and requirements and propose new ways to enhance business intelligence dashboard at GSSCPD that attempt to tangibly represent and visualize abstract data;
Provide technical assistance in translating data and other program information into easy visual representations, in accordance with data visualization best practices;
Upgrade an effective data visualization and dashboard tools at GSSCPD along with sound data management system;
Explore ways of presenting research and evaluation findings more effectively through visual representations (charts, graphs, tables and diagrams);
Update dashboard on timely manner according to GSSCPD requirement;
Keep up with new trends in dashboards and data visualization technologies that can help meet the needs of business intelligence users;
Provide technical assistance in order to build capacity of staff on how to integrate data visualization approaches into their work as well as how to update and monitor existing dashboards;
Present monthly reports to the SG and GSSCPD Project Manager highlighting key deliverables with recommendations for the way forward.

Required Skills and Experience

Education

Minimum bachelors or equivalent in the field of Computer Science, Information Systems, Data Management, MIS, or any other related fields;
Certificate in Dashboard or Data Visualization or any similar field is highly desirable.

Experience

Minimum of 10 years of experience with large and complex database management systems, business intelligence tools and systems;
Minimum 5 years of experience in programming smart devices: iOS, Android, and Windows Phone and mobile development techniques;;
Strong knowledge of best practices for dashboards and visualizations is required;
Strong analytical skills and comfortable working with large data sets and ability to transform data into actionable insights;
Experience in WEB-BASED DEVELOPMENT programming languages such as ASP. NET, MVC, Web Services, HTML and XML,.NET is an advantage;
Experience in Microsoft SQL, Oracle Servers AND Database, as well as Windows and Linux Operating Systems is an advantage.

Language requirement

Fluency in oral and written English and Arabic is a must.

Type of Consultancy: GSSCPD Contract
