Assigned to projects:

Skills and Competency Development Officer will be responsible for selected projects in support of the Syrian crisis response. The current projects, which cover four provinces Gaziantep, Hatay, Kilis and Sanliurfa are implemented in partnership with GAP Regional Development Administration and with funding from various sources including the Government of Japan.

UNDP Projects in support of resilience response to the Syrian crisis aim at supporting Turkish local authorities in essential service delivery (particularly on municipal services), improvement of occupational and technical skills for the Syrians under temporary protection and host communities of Southeast Anatolia Region as well as the labor absorption capacity of local economies, hence contribute to social stability. The concerned projects have specific components aiming at

  1. strengthening livelihood opportunities for Syrian population and host communities through skills and competency development services as well as improved local value chains and local production ecosystems and infrastructures;
  2. reducing the pressure posed by the crisis on Turkish authorities and local service providers, through small-scale investments and technical assistance aimed to strengthen the municipal capacities on public services and creating public areas/social zones.

The project allocations will be made on the basis of the needs of the programme.

Objectives of the Assignment

Duty-stationed in Sanliurfa (or Gaziantep tbc during the finalization of SC selection), Skills and Competency Development Officer will lead the Vocational Training and Skills Development components of the concerned Projects and will primarily be responsible for the conceptualization, design, implementation and monitoring of the project activities in relation to setting up and/or operationalization of the vocational training centres as well as effective delivery of the skills and competency development programmes as stipulated in the Projects’ annual works.

The Skills and Competency Development Officer works in close collaboration with the other members of the project team to ensure smooth and timely implementation of the project activities with the highest quality.

1. Leading, managing, designing and monitoring the project activities on vocational skills and competency development

  • In collaboration with the relevant project staff (i.e. administrative and technical staff), develop periodic component work plans along with a resource allocation plan
  • Lead and coordinate the implementation of the component work plans, agreed by the implementing partners of the project.
  • Develop terms of references for the consultancy and/or professional services to be procured within the scope of the activities of the vocational skills and competency development component.
  • Coordinate and monitor the work of the individual consultants and/or professional service providers to be contracted within the scope of the vocational skills and competency development component of the Project,
  • Assure quality of the component outputs in accordance with the specific terms of reference of the assignments and the provisions of the project documents
  • Participate in project steering committee meetings and provide the representatives of the concerned institutions with technical inputs regarding the component.
  • Fulfill additional tasks, as required.

2. Contribution to establishment and maintenance of inter-institutional networks on vocational skills and competency development

  • Follow the international and national debate, methods and methodologies on vocational skills and competency development.
  • Participate in meetings with relevant institutions as regard to project/programme implementation
  • Establish and maintain strategic partnerships and implementation strategies defined in the project documents with national authorities and local partners focusing on achievement of the results and the outcomes of the component.
  • Fulfill additional tasks, as required.

 Reporting Structure

The Skills and Competency Development Officer reports to the UNDP Cluster Lead with delegations to the Project Manager.

Performance Indicators for Evaluation of Results

1. Qualitative inputs provided for design, implementation and monitoring project activities in relation to the vocational skills and competency development in line with AWPs and designated financial resources.

2. Project activities organized in a timely manner; qualitative inputs prepared to project reports; high-quality correspondence, briefs, reports prepared.

3. Provision of high quality services for the coordination of the project component on vocational skills and competency development.

4. Conduct of inter-institutional networks.

 

Compétences

  • Minimum 2 (two) years of international professional experience,
  • Minimum 5 (five) years of hands-on experience in design and/or implementation and/or monitoring of business development services in particular skills and competency development,
  • Minimum 3 (three) years of hands-on experience in development projects,
  • Specific experience in development projects focusing on (i) vocational training and competency development and/or (ii) business development and/or (iii) enterprise and/or private sector development and/or entrepreneurship.

·         Assets:

(i) Prior experience in international organizations (including but not limited to EC, UN Agencies etc.),

(ii) Prior experience in Southeast Anatolia Region, 

Qualifications et expériences requises

Education:

 

Master’s Degree in economics, management, engineering or any other relevant discipline (In the absence of a Master’s Degree, 2 additional years of working experience is required along with a Bachelor’s degree.)

 

Experience:

 

8 years of relevant working experience (SB4)

Language requirements:

Fluent written and spoken English and Turkish

Computer skills:

Microsoft Office, Windows-based applications, integrated web-based management systems, spreadsheets and databases

Nationality:

Turkish

Notes:

(i) Internships (paid/unpaid) are not considered professional experience.

(ii) Obligatory military service is not considered professional experience.

(iii) Professional experience gained in an international setting is considered international experience.

(iv) Experience gained prior to completion of undergraduate studies is not considered professional experience.
