UNODC has specific mandates to assist countries to provide injecting drug users, prisoners and people vulnerable to human trafficking with evidence-informed, comprehensive HIV prevention, treatment and care services through advocacy; support in developing effective legislation and policies; support in developing comprehensive evidence-based strategies and programmes; building capacity of national stakeholders including government agencies, civil society and community organizations to ensure optimum coverage of these population groups with HIV services.

In 2011 UNODC with support of USAID launched  project Penitentiary, Law enforcement, Drug sectors Government  Efficiency in HIV response ( HIV-PLEDGE) in Ukraine that addresses programmatic aspects and capacity building needs with the ultimate aim to improve availability, coverage and quality of HIV and drug dependence treatment services for injecting drug users and prisoners.

Police is a critical sector in determining the risk environment for HIV for key populations, especially sex workers, people who inject drugs, and other marginalized communities. Police, as the state law enforcement agency, which interacts with key populations on daily base, can resist, not intervene or actively support harm reduction interventions. In the global response to HIV, the key importance of the police role has been well recognized and integrated in many developed countries.

In August 2015, UNODC launched pilot projects in Kyiv, Kharkiv and Poltava aiming at enhancing the role of police in response to HIV/AIDS at local level and development of intersectoral cooperation to ensure improved access of people who inject drugs (PWID) to evidence based HIV prevention and care services. The local NGOs, namely NGO “Blago (Khariv), NGO ‘’Vertical”(Kyiv) and NGO “Light of Hope” (Poltava), have been selected to  develop  and implement mechanisms for police to refer PWID to HIV prevention and care services. The pilot projects will be completed in June 2016.

To support dissemination of the best practices of cooperation between police and civil society organizations (CSOs) working in HIV/AIDS area UNODC looks for a consultant to conduct evaluation of the pilot projects’ outcomes and document lessons learned and good practices from the pilot regions and present the findings and recommendations during the national conference on the role of law enforcement in HIV response to be held in September 2016.

The consultant will evaluate the outcomes of the pilot projects on implementation of the cooperation mechanism between police and CSOs to improve access of PWID to HIV prevention and care services in Kyiv, Kharkiv and Poltava. The purpose of the evaluation is to document the results achieved and to assess whether such projects could be considered as ‘good practice’ that could be replicated in other regions of Ukraine or in other countries.

The evaluation should seek to answer the following questions:

  • Relevance: how relevant were the pilot projects to target groups’, including police and CSOs, PWID needs and priorities?

  • Efficiency: were the resources and inputs converted to outputs in a timely and cost-effective manner?

  • Partnership and cooperation: to what extent have partnerships been sought and established and synergies been created in delivery of services?

  • Effectiveness: were the planned objectives and outcomes of the pilot projects achieved?

  • Impact: have the pilot projects contributed or are likely to contribute to long-term social, economic, technical, environmental changes for individuals, communities, and institutions related to the projects?

  • Sustainability: to what extent are the pilot project results likely to continue after the projects?

Devoirs et responsabilités

Specific tasks of the consultant include:

  1. Develop methodology and study instruments to collect relevant information, define sources, ensure analysis, generalization and description of gained experience (both successful and not successful) of cooperation between police, medical and social services and civil society organizations  for improving access for PWID to HIV prevention and care programmes in pilot regions. UNODC  ensures to the consultant access to all information related to Pilot Projects in Kyiv, Kharkiv and Poltava

  2. Conduct the assessment of results of implementation of the schemes to refer PWID to HIV/AIDS prevention and treatment services in Kyiv city, Kharkiv and Poltava. The assessment  envisages 2-day missions to each city for interviews with local partners involved in the implementation mechanisms and clients, and  desk review. 

  3. Prepare report, Power Point presentation, and present the evaluation findings during the national conference on the role of law enforcement in HIV response in September 2016.

  4. The evaluation report should include:

Narrative and schematic description of the algorithm to refer PWID to HIV/AIDS prevention and care services implemented in each pilot region, including key actors and their roles, character of interaction, legal framework, sources of findings, informational flow, monitoring and evaluation instruments and mechanisms;

  6. Strategy used by involved NGOs to implement the referral mechanism, including review of normative documents developed to support the referral mechanisms implementation;

  7. Monitoring data for each pilot region (how many PWID are referred and how many gained services, how many police officers are trained etc.)

  8. SWOT-analysis of implemented mechanism for each pilot region, including analysis of sustainability

MONITORING/REPORTING REQUIREMENTS

The consultant will report directly to UNODC Regional HIV/AIDS Advisor for Ukraine, and/or a staff member designated by the Advisor, and will provide brief progress updates not less than weekly. The Consultant will provide outputs, which meet the satisfaction of UNODC Regional HIV/AIDS Advisor in Ukraine on the due dates and as provided for in these Terms of Reference.

Compétences

Experience and qualifications requirements

The consultant must meet the following qualifications:

  • Master’s/Spesialist or equivalent university degree in medicine, public health, law, social sciences, humanities or other related fields. Advanced university degree (, PhD, etc) will be considered as advantage.

  • At least 5 years of experience in HIV/AIDS area, including researches or /and programme management. Experience of work with law enforcement system will be an asset.

  • Proven experience in planning and implementation at least of 3 evaluation and researches in HIV/AIDS related areas.

  • Fluency in Russian and Ukrainian, knowledge of English will be considered as an asset.
