Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Regional Office for Arab States (ROAS) located in Cairo, supports programmes broadening the scope of women’s citizenship, leadership and political participation, especially in transition countries. This is essential to ensuring that transitions are both fully inclusive and democratic, and respond to the needs and priorities of women and girls. Additionally, and as part of broader momentum for reform across the Arab states, and towards institutionalizing gender in governance, ROAS assists efforts to make national plans and budgets fully supportive of gender equality commitments. Economic empowerment is another critical concern, therefore, ROAS engages with regional partners and civil society to advance policies and programmes that bolster women’s opportunities in this arena. Ending violence against women is another critical component of UN Women ROAS by supporting the adoption of national policy frameworks, reforming laws discriminating against women, establishing comprehensive prevention and protection services, and raising awareness of strategies to combat violence.

Against the background of UN Women programme expansion in the Arab States and increased decentralization of the organization over the last years, UN Women needs to ensure that programmes meet the necessary quality requirements and are aligned to the corporate UN Women Strategic Plan. In response to this UN Women has established a global electronic tracking system for capturing data that allows the organization to monitor cumulative progress and achievement of results as stipulated in the UN Women Strategic Plan (Results Monitoring System- RMS). At the regional level, the UN Women’s Regional Office for the Arab States (ROAS) provides support to Country Offices and Multi-Country Offices in establishing systematic mechanisms for monitoring and reporting on results.

Under the direct supervision of the Strategic Planning and Coordination Specialist, the Monitoring and Reporting Specialist works in close collaboration with the Programme Support Unit in the Regional Office, Country Offices, and the Regional Evaluation Specialist. The Monitoring and Reporting Specialist will support ROAS in the quality assurance and completion of internal UN Women reports, donor reports, as well as consolidate required briefs and data for existing and future programmatic interventions.

Duties and Responsibilities

Provide technical support and capacity building to the country and regional offices to improve Results Monitoring and Results Based Reporting:

  • Ensure linkage of Annual Work Plans (AWPs) and corresponding Monitoring, Evaluation and Research (MER) Plans with the UN Women Strategic Plan;
  • Review and provide feedback to Development Results Frameworks (DRF) and Operational Efficiency and Effectiveness Frameworks (OEEF) at country / regional level;
  • Ensure training and capacity building of RBM is transferred to programme partners and country offices as a whole.

Manage the Results Monitoring System (RMS) and provide technical support to Country Offices (COs) and the Regional Office (RO):

  • Provide technical support to planning, monitoring and reporting processes in the RMS;
  • Ensure regular analysis of delivery and programme implementation both financially and through the AWP;
  • Conduct regular analysis and identify gaps for support to accelerate delivery and implementation of AWPs at the regional and country level;
  • Visit country offices to support monitoring of results and planning processes.

Provide quality assurance and technical support to country offices in program management and monitoring:

  • Provide quality assurance of program documents and proposals through review of results frameworks in order to meet SMART criteria;
  • Provide technical support to country offices and regional office in the development of Performance Monitoring Frameworks (PMFs) and Baseline Surveys;
  • Provide technical support in the development and effective implementation of monitoring systems at country level including the development of monitoring guidelines and tools;
  • Synthesize and analyze monitoring data from countries on a quarterly basis, and develop regular management briefs to inform decision-making;
  • Ensure there are sufficient funds for monitoring, evaluation and reporting at country/ regional level.

Provide technical support in the reporting of results to internal and external audiences:

  • Provide technical support and coordination to country offices in meeting internal and external reporting requirements, including annual reporting process;
  • Upload and update regional data into the electronic tracking system for annual reporting;
  • Review donor reports submitted by country offices and provide feedback to improve quality and timeliness of reporting.

Provide technical support to country offices in the implementation of the UN Women Evaluation Policy:

  • Prepare and track the implementation of the Monitoring, Evaluation and Research (MER) Plan at regional level and at the CO level;
  • Provide guidance to CO/ programme staff on evaluations;
  • Ensure communication between the CO and RO regarding Evaluations.

Contribute to knowledge management and capacity building:

  • Extract key success stories and results from the field and in collaboration with the Communications Specialist, ensure better visibility of results and dissemination of lessons learned;
  • Identify and disseminate good practices, lessons and knowledge;
  • Develop capacity development tools, including training materials and packages;
  • Manage capacity building opportunities of staff and partners in the region in the areas of Results Based Management (RBM), Monitoring and Evaluation;
  • Promote the awareness and understanding of the shared responsibility of M&E among all staff members through communication, training, learning and development activities.

Impact of Results:

The above key results have an impact on the effective planning, monitoring and reporting of UN Women results and the implementation of Results Based Management (RBM) principles at the regional level.

Required Skills and Experience

Education:

  • Master`s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies. Advanced University degree in Monitoring and Results Based Management considered an asset.

Experience:

  • Minimum of 5 years of relevant national/international working experience in international development with substantive experience in the area of development and or gender equality and women’s empowerment issues;
  • 2-3 years of which experience working in the area of monitoring and reporting, including proven track-record in the design and implementation of comprehensive monitoring systems;
  • Experience in the United Nations, UN Women and/or other multilateral organization, field work experience, are highly desirable.

Language:

  • Fluency in English is required;
  • Excellent English writing skills required;
  • Working knowledge of French and Arabic is an asset.
