Background

The Ministry of Environment (MoE) with support from the European Union and the United Nations Development Programme (UNDP) has prepared the Environmental Impact Assessment of the Syrian Conflict & Priority interventions1 in 2014 and has ensured its integration as part of the Lebanon Crisis Response Plan (LCRP) of 2016. Since January 2016, MoE is acting as co-lead of the Energy and Water Sector (previously WASH) and is supporting the implementation of the “Environment Outcome” under the Energy and Water Sector as well as ensuring the mainstreaming of environmental considerations in other LCRP’s sectors and activities. Although considerable work has been done to date, given MoE’s limited human resources and the large-scale of work demanded by this sector, additional technical and policy support is needed.

Duties and Responsibilities

The UNDP is seeking to recruit an environmental expert to support the Ministry of Environment and the agencies working within the “Environment Outcome” under the Energy and Water Sector of the LCRP. The overall scope of work is to support in coordination, advising on environmental projects in response to the current crisis and, to the extent possible, mainstreaming environmental considerations in other sectors and activities of the LCRP.
The expert will work under the direct supervision of the UNDP Energy & Environment Programme, in close coordination with the UNDP/IS MoE project, the concerned MoE departments as well as the EU/MoE StREG project for the delivery of needed support.
Functions and Key Results Expected:

Coordinating the planning of the “Environment Outcome” under the Energy and Water Sector of the LCRP;
Coordinate with MoEW, other ministries, UNICEF, UNHCR, and UNDP the implementation of the activities as planned under the work plan of the activities related to “Environment Outcome” under the Energy and Water Sector of the LCRP;
Attend the Steering Committee meetings of the E&W Sector and other coordination meetings as requested, document and disseminate key information as needed – liaise back and report on results;
Attend key meetings of the other LCRP Sectors to ensure the mainstreaming of environmental considerations in other LCRP’s sectors and activities and provide adequate reporting to MoE and UNDP;

Develop a resource mobilization strategy for the funding of the activities identified within the “Environment Outcome” under the Energy and Water Sector of the LCRP;
Assist UNDP and the MoE in preparing for the coming up LCRP that would cover future years (2017 and beyond).

Technical Assistance

Analyse the current work underway by the various UN agencies and NGOs and other stakeholders working within the LCRP Environment Outcome to identify alignment with the LCRP objectives;
Assist MoE and UNDP in identifying priority areas of intervention in the “Environment Outcome” under the Energy and Water Sector of the LCRP taking into account on-going initiatives;
Assist MoE in preparing 2 concept notes in line with resource mobilization strategy to support implementation of environmental activities for MoE through UNDP for the priority interventions and secure resources as needed;
Recommend specific assessments, surveys and other technical studies needed to ensure an in-depth assessment of the environmental impact of the Syrian conflict;
Assist in the review of LCRP related projects and activities to ensure their compliance with environmental regulations and their alignment with national policies and plans;
Attend technical meetings and provide technical advice to activities under the LCRP related to environmental requirements in collaboration with all concerned ministries, municipalities, and UN agencies;
Prepare at least 3 guidance notes on the key environmental sectors needed to provide technical support to stakeholders working within the LCRP outcome related to environment and/or to support in the mainstreaming of environmental priorities and national requirements into the other outcomes.

Required Skills and Experience

Academic Qualifications:

Graduate Degree in environmental engineering, environmental management, Environment sciences, policy or other closely related fields.

Years of Experience:

Minimum of 7 years of relevant experience in the sector of environment and natural resource management;
Experience with UN or international donor project(s) and development projects especially in crisis situations is an asset;
Working experience with national institutions is a plus.

Language requirements:

Fluent in English and Arabic Languages;
French is an asset.
