Background

The Partnership Specialist will work under the overall guidance of the Deputy of Resident Representative and under the direct supervison of the Head of Strategic Unit. The incumbent will be accountable to UNDP for the timely delivery and quality of outputs and technical advice in the area of sustainable development. S/he will ensure effective programme development and ensure compliance with appropriate UNDP policies and procedures and Kazakhstan’s laws and regulations.

The main purpose of this position is to explore and manage partnerships with the private sector, foundations, and other non-traditional donors (individuals, pro bono, UN Agencies, etc.) and to provide assistance to UNDP Country Office (CO) in managing these contributions. He/she will also support the resource mobilization efforts of the UNDP CO.

Duties and Responsibilities

Under the direct supervision of the Head of Strategic Support Unit, UNDP CO in Kazakhstan, the UN Volunteer will assist in maintaining strategic partnerships and resource mobilization focusing on achievement of the following results:

  • Asssist in analysis and research of information on donors, (donor policies, sector trends and geographic and thematic preferences, etc.), with a view to identifying partnerships and funding opportunities with new donors at the country and regional levels, based on strategic goals of UNDP, country needs and donors’ priorities.
  • Support in preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.
  • Assist in creation and coordination of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.
  • Support development of tools and guidance to build capacity for resource mobilization from the private sector, IFIs and other strategic partners, for UNDP CO and participate in related activities.
  • Participate in the review and provide feedback to non-traditional partnership Resource Mobilization Plans for UNDP CO.
  • Support in the due-diligence process for screening the record of potential partners and assess the risk of partnering with corporations. Timely update of the donor/partners database.
  • Assist in negotiating, drafting and revising co-financing or pro-bono contributions with donors under portfolio in close collaboration with the supervisor.
  • Support the development and packaging of materials targeting the private sector for country and regional outreach.
  • As assigned, actively participate in inter-agency discussions around strategies with the donors and provide substantive inputs into guidelines, procedures, agreements, etc.
  • Assist in carrying out capacity building on resource mobilization for the country office.

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Required Skills and Experience

 

  • BA degree in business, economics, journalism, communications, international affairs, political science, policy or law, development studies or directly related field.
  • Minimum two years relevant experience preferably in private sector partnerships;
  • Experience with international organizations or public institutions is also considered an asset.
  • Ability to understand and implement policy and its related processes and procedures.
  • Excellent writing and oral communication skills
  • Excellent interpersonal and negotiation skills are necessary in this position. Incumbent will be interacting with different external parties and should project an image that is representative of UNDP.
  • Good computer skills (especially Microsoft office applications) and ability to use information technology as a tool and resource.
  • Fluency in English and Russian. Kazakh is an asset.
