Background

The Joint Programme for Gender Equality (JPGE) 2014-2017 seeks to contribute to gender equality and women’s empowerment in Zimbabwe. This program was developed in close consultation and collaboration with the Government of Zimbabwe, in partnership with the Ministry of Women Affairs, Gender and Community Development as the main government counterpart. The JPGE brings together UN development agencies, government, development partners and different gender equality advocates to support the advancement of gender equality and the empowerment of women. The JPGE was developed within the framework of the Zimbabwe United Nations Development Framework (ZUNDAF) which is aligned to government priorities on women’s empowerment and gender equality, and is the UN Gender Results Group’s Flagship Programme.

The JPGE Goal is Enhanced Gender Equality and Women’s Empowerment in Zimbabwe, and it focuses on:

  • Women’s Participation in Politics and Decision-making;
  • Women’s Economic Empowerment and Working Conditions; and
  • National Accountability on Gender Equality and Women’s Empowerment.

Throughout its interventions, the JPGE engages in capacity-strengthening at macro, meso and micro levels and in advocacy at the highest levels to advocate for integration and ownership of gender equality and women’s rights issues into policy and legislative development.

The purpose of the assignment is to document progress of JPGE activities in order to demonstrate the transformative nature of the program and highlight it as a good practice on how women can be empowered through the three focus areas of participation, economic empowerment and accountability.  The consultant is expected to assist with documenting the progress, achievements and challenges of the programme in video and photographic format for use on a variety of media platforms

Duties and Responsibilities

Under the overall supervision of the Joint Programming Coordination Unit Coordinator and working in close consultation with the Partner UN Organisations team members, the Consultant will be expected to undertake the following Pillar Specific tasks:

Pillar 2 UNDP & UN WOMEN LED Women’s participation in Politics and Decision-making:

  • All activities to be in consultation with the UNDP Communications Unit;
  • Profiling of female politicians;
  • High Level Policy Dialogues;
  • Women’s Political Participation.

Media Format:

  • Photos, Videos on their stories;
  • Video record as and when it is appropriate/requested.

Pillar 3 ILO & UN WOMEN LED Women’s Economic Empowerment and Working Conditions:

  • Future of Work for Women Workers in Zimbabwe Discussion Forum;
  • Kunzwana Women’s Association members who accessed money through microfinances;
  • Binga Women’s Economic Empowerment Project;
  • Future of Work for Women Workers in Zimbabwe Discussion Forum;
  • Kunzwana Women’s Association members who accessed money through microfinances
  • Binga Women’s Economic Empowerment Project;
  • Sensitisation of Gender and Human Rights Commission on Women Workers’ Rights;
  • Gender mainstreaming workshop for the Community Based Enterprise Strategy for the Ministry of Tourism and Hospitality Industry incorporating Site visits and community based tourism enterprises in Masvingo, which is part of informing the community based enterprise strategy;
  • Sensitisation of Gender and Human Rights Commission on Women Workers’ Rights;
  • Sensitisation of Law Society of Zimbabwe and Judicial Services Commission on Women Workers’ Rights;
  • Women’s Economic Empowerment at district level (combining with previous material).

Pillar 4 UN WOMEN LED National Accountability on Gender Equality and Women’s Empowerment:

  • Launch of the National M&E System;
  • Training of Government Gender Focal Persons on Gender Mainstreaming and Gender Audits;
  • Dialogue forum on best practices on national and international approaches to revitalise GRB in Zimbabwe.

Media Format:

  • The Launch of the National M&E System requires just Photos, Videos while the rest of the task will require Photos, Videos and Stories

The consultant will be asked to adhere to the standards relating to the quality of product attached hereto. All materials produced under this consultancy will fall exclusively under the copyright of UN Women, ILO and UNDP, under the JPGE programme, and all raw materials will be handed over to UN Women, ILO and UNDP at the end of the consultancy. The successful candidate will be expected to fulfil the stated outputs and deliverables with the provision of their own camera equipment and editing facilities.

 Deliverables:

  • Produce human interest stories which focus on group achievements and individual stories captured from various beneficiaries narrating the transformative nature of the project.

A collection of professional high resolution photographs from JPGE activities with the highest definition available on the camera (12 to 36 MP):

  • Digital. Tiff File Format;
  • At Least 300 Dpi (Dots per Inch);
  • At Least 6 Million Pixels (Without Interpolation);
  • Three (3) 5 to 30 minute documentaries merging the combined videos of activities of all the JPGE. All video output should be done on new, professional standard tapes or discs. The final documentaries should include previously recorded material, which will be provided by the UN from the individual agencies’ existing material bank;
  • 1 to 3 minute videos compressed and edited for use on social media platforms, suitable for messaging on specifically Facebook and Twitter with a bit.ly link to selected graphics/videos/write-ups (https://bitly.com/);
  • Facilitation for radio and television appearances and programmes.

Methodology

Production of the videos should be in PAL, SD or HD, with a screen format of 16/9 (4/3 no longer accepted). In HD, we recommend to record in 1080 50i. We also accept 1080 60i or 1080 25p, according to the camera used for the shooting:

  • XDCAM EX files (any hard drive storage support Mac or PC);
  • XDCAM  HD discs (single layer 23Gb or dual layer 50Gb);
  • AVCHD files (any hard drive storage Mac or PC);
  • XDCAM  SD discs (IMX or DVCam format);
  • DVCAM tapes (30 to 62 minute tapes, rather than longer 120 min or 184 min tapes);
  • HDV tapes (recording format: 1080i);
  • Please do not use MiniDV tapes in your DVCAM camera.

  • Good understanding of ethical issues involved in taking and using photographs of women and families for advocacy initiatives;
  • Demonstrated sensitivity, discretion, tact and courtesy in relation to gender equality and women’s rights, development principles and projects, implementing partners and national and international personnel of varied nationalities and backgrounds would be an added advantage.

Required Skills and Experience

Education:

  • Bachelor’s or equivalent professional degree / certificate in relevant field.

Experience:

  • At least 5 years of working experience filming and editing documentary films;
  • Minimum 5 years of professional experience working as a photographer with demonstrated experience in reportage/documentary photography projects in the humanitarian and/or development sector is required;
  • Experience of taking photographs of marginalised women engaged in activities of various levels of empowerment and achievements; 

Language:

  • English and working knowledge of Shona and IsiNdebele;
  • Working knowledge of Tonga would be an added asset.
