Background

UNDP Jordan is working towards contributing to the achievement of the national development. UNDP’s work is based on a number of national strategic documents. This includes the New Social and Economic Framework (2020-2025), the Executive Development Programme, the Poverty Reduction Strategy (2012-2020), National Employment Strategy (2011-2020), Jordan Response Plan for the Syria Crisis among others.  UNDP work is also guided by a number of UNDP’s global strategic and guiding documents, such as UNDP Strategic Plan and Annual Business Plans. At the national Level UNDP’s has a Country Programme Document (CPD), and Country Programme Action Plan (CPAP), both of which are based on an extensive UN Country Common Assessment (CCA) and the overall UN Assistance Framework (UNAF).The UNDP Office in Jordan consists of Operations and Programme Teams. The Programme Team works on managing the projects and programmes. The Programme is divided into a number of portfolios: Socio-Economic, Governance and Environment.

Achieving and maintaining a balance between economic development and environmental management and conservation is essential for the realization of the country’s poverty reduction and long term development goals.

Jordan is signatory to many major global environmental conventions and has started putting in place mechanisms to support their implementation.  Nevertheless, being a semi-arid country with limited natural resources and growing population, Jordan is confronted with the typical problems that arise from rapid urbanizations, industrializations and depletion of resources.  Furthermore, the country is totally reliant on imports to meet its household and industrial energy requirements.

The Environment and Climate Change programme runs a number of ongoing projects that focus on support to the government of Jordan related to the UN environmental global conventions that the government have signed. These projects include among others “Support to small-scale food processing and Tourism Services”, conservation of soaring migratory birds, sustainable land management, mainstreaming biodiversity in Tourism Sector and mainistreaming Rio convension provisions into national sectoral policies.

 

Duties and Responsibilities

the UN Volunteer will undertake the following tasks:

  1. Support the Environment and Climate Change Portfolio team to effectively manage the portfolio through:
    • Providing effective and appropriate administrative support to the Environment and Climate Change portfolio;
    • Organizing regular and ad-hoc meetings for the Portfolio; preparation of minutes and summaries of actions to be taken; tracking of progress on planned issues; follow-up with focal points as requested by the portfolio Analyst and Associate;
    • Drafting routine correspondence/communications for the Portfolio;
    • Researching background information and other documentation as requested;
    • Supporting the Environment and Climate Change Portfolio Associate in updating data relevant to the Portfolio area of work and compile background material for briefing sessions including project inventory records;
    • Establishing and maintaining a proper filing system for the portfolio documents.
    • Carrying out any relevant research as requested by the analyst.
  2. Provides Financial Management, Recruitment, and Procurement support to the projects within the portfolio and any other Projects when requested by the portfolio Analyst, Program Manager or Country Director. The volunteer will be:
    • Processing advances and payments for the projects and ensuring payments are effected promptly;
    • Creating necessary ATLAS requisitions and purchase orders as needed and register of goods received in ATLAS for the projects;
    • Producing reports from Atlas as requested;
    • Following up on contracts renewal, recruitment for projects staff and procurement.

 

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

 

Competencies

Results/Expected Output:

  • Day-to-day administrative support to the portfolio team, ensure timely and efficient response to administrative queries including but not limited to consultancy recruitment, portfolio  work-plans, quarterly status reports, minutes of meetings,  arranging for workshops, management of information flow, and follow-up on deadlines and commitments made as requested.
  • Financial, recruitment, procurement, reporting, filing, minute taking and planning functions related to projects within the portfolio.
  • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Living Conditions:

This UNV assignment will based in Amman at UNDP building based in Shmeisani next to the police station. This is a full time volunteer assignment therefore the selected candidate will be expected to abide by the same working hour policy implemented by UNDP.

Conditions of Service for national UN Volunteers

A 12 - month contract; with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of 760 JODis provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.

 

 

 

Required Skills and Experience

Qualifications/Requirements:

  • College Diploma in Business or Public Administration, Science , Environment
  • At least 1 year of relevant administrative or programme experience at the national or international level;
  • Previous working experience with the UN is an asset;
  • Volunteerism experience is preferable.
