Background

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties.

Under the framework of the Institutional Capacity Development for Implementation of the Kuwait National Development Plan (ICDI/KNDP) project, UNDP and GSSCPD attempt to support public entities to increase technical expertise and institutional capacities for strategic planning and implementation of Kuwait National Development Plan.

Within this context, UNDP and GSSCPD strive to enhance the capacity of Ministry of Foreign Affairs (MoFA) with the development and restructuring of a diplomatic area project.

The MoFA is responsible of the coordination and implementation of foreign international policies and oversee Kuwait's relations with foreign governments and international organizations. Currently the MoFA is working on a project that requires the implementation of complex security systems and entails the implementation of a security fence. Hence, it is seeking expertise in following-up on the Supervision of contractor’s work and providing recommendations on the security systems.

Within this context, the Administration and finance department is seeking to recruit a Security Field specialist to support the development of diplomatic area project.

Duties and Responsibilities

Under the direct supervision of the Project manager of diplomatic area project at Administration and finance department in MOFA and with close coordination with the Project Manager at the GSSCPD, the Security Field Specialist will assume the following duties:

Technical Security Support:

  • Review the latest and advanced multimedia electronics related to the security and recommend the best solutions;
  • Develop, implement and monitor the following security systems;
  • Integrated security systems in a single platform by means of CCTV system with different types of cameras systems;
  • Perimeter Control system network;
  • Under Vehicle Survey System;
  • Multi-sensors Thermal Image system;
  • Motion Detection and recognition system;
  • Early warning sensor system;
  • Telecom Backbone network;
  • Invisible intrusion detection systems;
  • Video analysis command control center;
  • Access Control;
  • IP telephony and security intercom network;
  • Road blockers, Turnstile and Security X-ray;
  • Iris control system and radar sensors;
  • Biometric security systems such as finger print detection.

Strategy and decision support

  • Conduct and assess the current situation of project area and identify positions for installing the security equipment and systems;
  • Review the blueprints and propose technical evaluation reports with solutions and recommendation;
  • Review the RFPs, ToRs and contracts and submit evaluation reports with recommendations;
  • Participate in and coordinate feedback mechanisms to obtain evaluation input on needed improvements in the security services provided by contractors (e.g. an analysis of the legal and regulatory framework affecting implementation of contracts and RFPs);
  • Provide clear and precise advice to the project manager at MoFA that facilitates decision-making for development and implementation of best security systems;
  • By drawing on international experience, develop policies and measures that strengthen the development of reports and statistics related to the security products, systems and implantation;
  • Develop strategies and new methodologies that shall serve conducting statistical reports with regards to the events of social crimes and political scenarios;
  • Analyse the risks and create database for reporting;
  • Prepare the implementation methodology of the suggested plan and develop evaluation methods for measuring performance of Manpower, projects, missions, mission aids, surveillance systems and other processes.

Support the facilitation of knowledge building and knowledge sharing:

  • Build capacity of staff at the department within MoFA on various elements of security networking and monitoring technology and systems;
  • Conduct communications orientation and training workshop sessions as required;
  • Present monthly reports to MoFA and GSSCPD Project Manager highlighting key deliverables, detailed summary of the capacity building activities (number of staff trained and workshops conducted) and recommendations for the way forward.
  • Perform other functions and duties as deemed essential for effective result.

Required Skills and Experience

Education

  • Minimum Masters in Engineering or any related field with certification from an international Security Consultancy Firm.

Experience

  • Minimum 15 overall years of experience;
  • Minimum 5 years of experience working in diplomatic, critical Security areas or governmental institutions such as ministry of interior is desirable;
  • Experience in using and implementing security systems such as:

                 - Electronics, Optronics, Navigation Technology, Telecommunication, Linux protocols, CONOPS systems and any security systems.

                 - Multi-sensor Thermal Image system.

                - Integrated Security Systems in a single platform by CCTV system, multi-sensor thermal image system, Perimeter Control System   Network, Motion detection & recognition systems, early warning sensor systems, telecom back-bone network, invisible intrusion detection systems. Video analysis command control centre, access control, IP telephony, security intercom network, road blockers, under vehicle security system, Turnstile, security x-ray, biometric security systems such as finger print detection, Iris control and radar sensors.

  • Strong mentoring and advisory skills related to capacity building efforts.
  • Experience in handling integrated security system software and database, and working for large-scale security projects;
  • Previous experience working as a security consultant in Home Land Security organization, or Ministry of Interior or and other reputed security organization is highly preferable;
  • Experience in analyzing requirements, setting budget, assessing risks, monitoring and evaluating the, and recommending solutions to a large security project.
  • Strong situation awareness of neighboring countries adopting technologies, training methods, systems, political stability and threats.

Language

  • Fluency in English (both in writing and oral) is a must.
  • Arabic is a plus.
