Background

The Ministry of Local Government, Public Works and National Housing (MLGPWNH) and Ministry of Rural Development, Promotion and Preservation of National Culture and Heritage (MRDPPNCH)) with support from the United Nations Development Programme (UNDP) have initiated a 5-year Programme to  strengthen the Local Government (LG) Sector capacities and improve service delivery to the people. The Programme focus areas comprise harmonization of policy and legislative frameworks, institutional capacity building, fiscal and management transfer system, civic participatory and service delivery.

The previous capacity building efforts registered progress in the alignment of local government legislation to the Constitution; design and Intergovernmental Fiscal Transfer Framework and Institutionalization of the Integrated Results Based Management (IRBM) system in the sector, amongst others. These initiatives are at various critical stages of finalization to ensure the full realisation of the programme focus areas.   The attainment of the catalytic programme actions requires support to the strategic enablers such as alignment to the constitution, service level benchmarking, service level delivery monitoring and evaluation, as well as development of baselines.

The delivery of these strategic enablers requires specialized knowledge, skills, and experience in capacity building of sub-national governance institutions; as well abilities to relate to the highest levels of government. To this end, the Ministry requires the technical and support services of a Technical Expert- Local Government Support to support the execution of these catalytic programme actions.

Duties and Responsibilities

The Technical Expert- Local Government Support will be expected to deliver the following results:

  • Develop strategic concept papers for the rural development strategy, service level benchmark, Capacity Assessment and Service Delivery Monitoring and Evaluation Frameworks;
  • Draft Rural Development Strategy for the Ministry Rural Development to guide the implementation of rural development programmes;
  • Design a Service Level Benchmark (SLB) framework to enable the Government to assess the quality and quantity of service delivered by the local authorizes;
  • Design a Service Delivery Monitoring and Evaluation Framework to facilitate the monitoring and evaluation of service delivery by local authorities;
  • Assess the capacities of at least two selected local authorities to create a baseline and identify capacity gaps to guide the capacity development interventions;
  • Evaluate revenue collection and generation efficiency of at two local authorities.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:

  • A minimum of 10 (ten) years of progressively responsible experience in democratic governance, especially in local government sector (proven track record of substantive development policy and management expertise required);
  • A clear and comprehensive understanding of the political social and economic context (challenges and opportunities) of Zimbabwe;
  • Demonstrated ability to prepare Programme proposals, concept notes, design frameworks and conduct assessments and evaluation;
  • Experience in designing capacity building training programmes and providing technical advisory support.
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language

  • Fluency in English, both oral and written

Timeline, Reporting & Quality Control for the Assignment

The Technical Expert- Local Government Support will work under the overall guidance and supervision of the MLGPWNH Director (Urban Local Authorities) and in close collaboration with the MRDPPNCH Director (Rural Local Authorities), as well as with the UNDP CO programme team.

To facilitate the work of the Technical Expert- Local Government Support, the MLGPWNH will provide office space and other requisite equipment.

Evaluation:

The Consultant will be evaluated based on the qualifications and the years of experience, as outlined in the qualifications/requirements section of the ToR.  In addition, the Consultant will also be evaluated on the following methodology:

Cumulative analysis: When using this weighted scoring method, the award of the contract should be made to the Consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Technical Criteria weight: 70%.

Financial Criteria weight: 30%.

The award of the contract shall be made to the Consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the ToR.

Selection Criteria:

Technical Evaluation: 70% of total evaluation (maximum 70 points):

  • Criteria A: Education (maximum 10 points);
  • Criteria B: Experience (maximum 50 points, divided into 40 points for substantive and technical expertise in the area of democratic governance, especially in local government sector, in particular with specific substantive development policy and management expertise 10 points for experience within the UN system and/or inter-agency settings);
  • Criteria C: Language (maximum 10 points).

Final selection: Only the candidate with the highest ranked will be selected.

Note:

Only the highest ranked candidates who have obtained a minimum of 49 points (70%) on the technical evaluation will be considered for the financial evaluation.
