Background

Supporting the Government of Kazakhstan to meet its commitment to reduce GHG emissions under the UN Framework Convention on Climate Change (UNFCCC), UNDP Kazakhstan is implementing a large portfolio of GEF-funded climate change mitigation projects, including through the following on-going initiatives: “Low Carbon Urban Development – Sustainable Cities” and “Promotion of Energy Efficient Lighting” Projects. Both projects are aimed at supporting the transition of Kazakhstan towards low-carbon development in lighting and more broadly in municipal/urban sectors. 

More specifically:

“Low Carbon Urban Development – Sustainable Cities”  (Sustainable Cities Project) project is aimed at supporting identification, prioritization, design, financing and implementation of Nationally Appropriate Mitigation Actions (NAMAs)/low-carbon actions and projects in the urban sector in Kazakhstan. This is a five-year project, which has been officially launched in November 2015. It is designed in five components to:

  • Improve the capacity of municipalities to carry out integrated municipal planning, make targets and prioritize urban mitigation actions (Component 1);
  • Support the creation and strengthening of institutional structures that will allow public and private sector investments (Component 2); 
  • Provide facilitation of financing of urban NAMAs through creation of a dedicated financial mechanism (Component 3);
  • Piloting of an urban NAMA through investments in modernization and upgrading of the urban infrastructure (Component 4);
  • Linking the project with the national GHG mitigation efforts, including through standards, rules and procedures for measurement, reporting and verification (MRV), promoting better information dissemination to stakeholders, and linking the NAMA process with the domestic Emission Trading Scheme (ETS) for industrial emitters (Component 5).

“Promotion of energy efficient lighting ” (EE Lighting) project is aiming at facilitating transformation of the lighting market in Kazakhstan, including implementation of a phase-out of incandescent lighting, while ensuring product quality and cost-effectiveness as well as safe disposition of spent mercury-containing lamps. This is a five-year project, which has been launched in 2012 and is planned to be completed by May 31, 2017. It is designed along four components:

  • Policy development and implementation, through: contributing to the Government “Energy Efficiency (EE)-2020” program; development of new standards, building and health codes and strengthening their enforcement (Component 1)   
  • Market development, through: product labeling regulations and implementing market stimulus measures, including, inter alia a discount program for low income households and a promotion campaign for LEDs in particular (Component 2)
  • Promotion and educational outreach, including a public awareness campaign for the general population and an awareness/training program for energy market professionals (Component 3); 
  • Demonstration projects embodying best practices and technology (Component 4) 

Duties and Responsibilities

Objective:

UNDP seeks a qualified Chief Technical Advisor (CTA) to provide advisory and technical assistance to support implementation and further development of sustainable energy portfolio in Kazakhstan. Regarding implementation of on-going projects, the CTA will provide advisory and planning support to all elements of the afore-mentioned projects, as well as specific technical contributions and oversight to selected components. S/he will also provide advice and support in elaboration of the scaling-up strategy for the portfolio. 

Scope of the Work: The consultancy will be structured under three streams of activities: 

  • Providing planning and advisory support to both projects; 
  • Implementation of specific technical tasks; and
  • Preparing scaling-up strategy and the concept for the Green Climate Fund (GCF) and other potential financiers. 

Under the over-all supervision of UNDP CO, CTA will work closely with project teams for Sustainable Cities and EE Lighting Projects, as well as with relevant national counterparts.

Responsibility:

  • Agrees actions with the Projects Managers;
  • Ensures timely and quality execution of the Terms of Reference; 
  • Ensures unconditional carrying out of requirements of the IC. 

Reports and other materials should be submitted in English or Russian in MS Word (2007 and later) on the format of UNDP Projects, used font: Arial, size: 12.

Competencies

  • Track record of effectively communicating and working with multi-stakeholders, including high-level government officials, development partners, academics, private sector and communities.
  • Proven track record of resource mobilization for climate change mitigation and energy efficiency projects
  • Prior experience and knowledge of GEF and/or GCF

Required Skills and Experience

Education:  

  • Master’s degree in Energy, Economics, Environmental Sciences, Urbanization or a closely-related field 

Experience:  

  • At least 15 years of experience in designing and implementing technical assistance projects in the area of climate change mitigation and energy efficiency 
  • Experience with project management, including the effective provision of substantive leadership and guidance, oversight, monitoring and reporting
  • Experience and good knowledge of transition economies, in particular in Kazakhstan

Language Requirements:

  • Fluency in spoken and written English
  • Knowledge of Russian is a plus
