Background

The Chittagong Hill Tracts (CHT) located in the south east of Bangladesh consists of three districts: Bandarban, Khagrachari and Rangamati. The region is home to 11 ethnic groups and the Bengali population, and has a population of around 1.6 million. Each ethnic group retains a unique language, culture and tradition.  Furthermore, CHT is geographically distinct from most parts of plain land Bangladesh, characterized by very steep, rugged mountainous terrain and dense jungle in areas.  The region is marked by 25 years of conflict which formally ended with signing of the CHT Accord in 1997. Since the signing of the Accord, CHT government institutions including the Ministry of CHT Affairs, Regional Council and Hill District Councils have been established to support the peace process.

UNDP, through Chittagong Hill Tracts Development Facility (CHTDF) has been implementing projects to minimize development gaps in partnership with the Government of Bangladesh and development partners. The project ‘Building capacity of police to operationalize UN Security Council Resolution 1325 in CHT’ is being implemented through a partnership of UNDP CHTDF and UN Women.

2015 marked the 15 year anniversary of UN Security Council Resolution (SCR) 1325, passed in 2000, which mandates Member States to recognize and ensure women’s engagement in democratic governance, conflict resolution and economic activities as key components of sustainable peace.  While some progress has been achieved more is needed to enhance women’s participation in decision making and their contribution to promoting peace and building inclusive societies.  Recommitting to these issues is necessary to achieve sustainable peace and secure communities and to achieving Goals 5 and 16 of the SDGs.

In the Chittagong Hill Tracts in Bangladesh, UN SCR 1325 is particularly relevant to (1) interventions that promote women’s engagement in the trust building/social cohesion initiatives, and public decision making; and (2) addressing violence, harassment or other constraints that can limit women’s participation in the public sphere.  Freedom from violence and bodily integrity is a right in itself and also a pre-condition for the enjoyment of other rights. A security sector that aims to prevent and respond to the specific security needs of women and girls lies at the center of the implementation of 1325. In CHT, the police and military need the capacity and commitment to recognize and respond to the different security threats faced by women. This project will strengthen the capacity of police at the thana level – constables, sub inspectors, assistant inspector and inspectors to enable them to provide and manage security which keeps women’s rights, needs, and priorities at the heart of its security initiatives. 

The project has two phases, consisting of a rapid needs assessment which will inform the training, followed by the development and delivering of pilot scenario-based training to develop capacity of the police in the CHT. The implementation will be guided by a reference group to review the questions for the rapid needs assessment, validate the findings and provide guidance on the priority content and most effective approach to the training.

Objectives of the assignment/service:

The project aims to build capacity of the police in CHT to provide inclusive, responsive and gender sensitive services and management grounded in the provisions of UN SCR 1325 and related resolutions. Towards this end, the consultant will develop training that incorporates the findings from the capacity needs assessment and deliver one pilot training.

Duties and Responsibilities

Scope of Work

The National Consultant will be responsible to develop a 3day training and deliver it once to Police officials in the CHT.

The consultant will work closely with the UN Women team and CHTDF-UNDP team and carry out the following tasks:

  • Participate in reference group meeting scheduled for 3rd week of June where findings of the needs assessment will be shared.
  • Develop training outline that includes main sessions and their learning objectives. . The training will be based on the findings of the needs assessment and draw on global resources for scenario based training on UN Security Council Resolution 1325. The training is envisaged to be modular where possible, so that different modules can be used separately.
  • Develop detailed training curriculum and related material for each session based on the agreed plan. It should also clearly identify the facilitator’s role and include recommendations on where co-facilitators (such as experts of CHT laws, civil society members etc) should be included.
  • Act as the lead trainer for delivering the training, coordinate with and support to co-facilitator. 
  • Finalize training manual based on feedback from the pilot training.

  • Draft training curriculum with materials
  •  3 day training completed and training manual finalized incorporating feedback.

Institutional Arrangement

The consultant will work closely with the Facilitator of Gender Equality Working Groups and Country representative of UN Women Bangladesh with technical support from Team leader for Gender and Local Confidence Building, CHTDF-UNDP Bangladesh. CHTDF will provide support with meeting facilities, necessary logistics and travel support in CHT. UN Women and CHTDF will work with Police to identify and support participation. 

Duration of the Work

The total number of working days will be 17 days throughout the period of 21 June to 31 July 2016.

Duty Station

The position is home based. The meetings with UN Women staff will be held in Dhaka and the delivery of the training will take place in one of the districts in CHT. 

Competencies

Technical

  • Master’s degree or higher in social sciences such as gender studies, sociology, anthropology, development studies or related field;
  • At least 7 years of  relevant professional experience in developing training modules and delivering training, delivering training to Police will be considered an asset;
  • Knowledge of women, peace and security issues including women’s roles in peacebuilding, conflict mitigation and prevention, gender inclusive security provision and management;
  • Familiarity with development priorities and challenges in the CHT;
  • Fluency in written and spoken Bangla and English is required; knowledge of any of CHT languages will be considered an asset ;

Functional

  • Strong facilitation and communication skills;
  • Good coordination skills;
  • Strong IT skills, including ability to work regularly with MS Word, MS Excel, Outlook and PowerPoint;

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on lump sum amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fees. The contract price will fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

Travel:

All envisaged travel costs (outside of duty station) will be borne by UNDP as per UNDP rules and regulations.  In the case of unforeseeable travel not mentioned in the TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology cumulative analysis. The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Preliminary Evaluation:

Prior to the technical evaluation all proposals will be screened based on the eligibility criteria mentioned in the table below. To be eligible for technical evaluation a proposal must meet both the criteria. Any proposal not meeting either of these criteria will be rejected from the evaluation. There is no scoring in this stage and screening will be done pass/fail basis.

Technical Criteria for Evaluation (Maximum 70 points)

All proposals that passed through the preliminary evaluation will be scored out of 70 based on the criteria mentioned in the table below. To qualify in the technical evaluation a proposal must obtain minimum 70% of the total obtainable technical score or at least 49 points. Any proposal obtaining a score less than the minimum required score (49) will be technically disqualified. Proposals achieving 70% or more points in the technical evaluation will be considered for financial evaluation.
