UN Women’s goal in South Sudan is to promote the rights of women and ensure inclusion of women’s participation and leadership as the country works towards sustaining and furthering achievements in stability and development. In this regard, its programming in the country is connected to its five corporate priority areas: increasing women’s leadership and participation; ending violence against women; engaging women in all aspects of peace and security processes; enhancing women’s economic empowerment; and making gender equality central to humanitarian actions response. UN Women also coordinates and promotes the UN system’s work in advancing gender equality.
Police reform is a core part of security sector reform. It is commonly defined as the transformation of a policing organization into a professional and accountable police service that is responsive to the needs of local communities. Gender-sensitive police reform is based on the premise that women’s and men’s socially constructed roles, behaviors and access to power and resources create gender specific insecurities (such as vulnerability to SGBV) which are exacerbated during and after conflict. Gender-sensitive police reform applies a gender analysis to police reform processes, ensuring that gender equality principles are systematically integrated throughout all stages of planning, design, implementation and evaluation. It aims to create a police service that effectively responds to the security needs of all, builds non-discriminatory police institutions, encourages women’s participation at all levels, and is accountable to all of its citizens.

The key elements of gender-sensitive police reform entails; Response to women’s security concerns; Creation of non-discriminatory institutions that encourage women’s participation; and Enhanced accountability mechanisms for security institutions and affiliated leadership
The fundamental role of any police service is to respond to the security needs of all citizens, which includes maintaining an understanding of gender sensitive security concerns. It is therefore crucial for gender responsive police services to recognize gender and SGBV as a critical security need, in their policies and programmes due to both the scale of the problem and the impact of limiting women’s engagement in security sector reform, peacebuilding and reconstruction.

Gender Units are specialized initiatives which are popular means of addressing women- specific security needs. Gender units are staffed mainly by female and Male police officers who are specially trained on gender to provide support for women, including survivors of SGBV and to investigate and manage such cases. They Units often play a role in raising awareness about women’s rights within the police institutions and the community. Gender Unit are critical in implementing gender sensitive reforms in the police particularly  increasing capacity to investigating SGBV cases, to developing  strategies and guidelines on the prevention of and response to SGBV and to increasing  public awareness on GBV and the role of the Police Gender Unit.

UN Women South Sudan seeks to hire a Consultant to support the establishment of a Gender Unit in the Ministry of Interior with the South Sudan National Police Service.

Duties and Responsibilities

The overall objective of this assignment is to support the establishment of a Gender Unit at the national Ministry of Interior, Republic of South Sudan. The Gender Unit Gender will serve as avenues to implement gender sensitive reforms in the police particularly increasing the capacity to investigating GBV cases, to develop strategies and guidelines on the prevention of and response to GBV, to increase public awareness on GBV and the role of the Unit.

Under the overall supervision of the Deputy Country Representative (Head of Program) and close supervision of the Programme Specialist, Governance and Leadership, the international consultant will lead the process of establishing the Gender Unit at the national Ministry of Interior.

The consultant will work in partnership with a national counter to do the following tasks:

  • Prepare guidance to inform the preparation and implementation of the programme;
  • Develop a model design and a clear terms of reference for the gender unit;
  • Develop a contextualized standard operating procedures (SOPs) to serve as a  guiding framework for the daily operations of the gender unit;
  • Design a monitoring and reporting tool for the gender Unit to facilitate issues related to gender and Women’s Access to Justice in the police;
  • Identify and recommend specialized training material on gender sensitive police reform, harmonized with newly-developed SOPs and internal proced.

Expected Deliverables:

  • Inception report with a detailed work plan;
  • Contextualized Standard Operating Procedures (SOPs) for the Gender Unit;
  • Monitoring and Reporting Tool;
  • ToT training for Selected Officers of the Gender Unit.

Required Skills and Experience

Education:

  • Master’s degree in Gender Studies, law, social science or other related fields.

Experience:

  • At least more than 7 years of relevant professional experience in gender sensitive police reform and extensive knowledge in human rights, investigation and prosecution of cases of gender based and sexual violence;
  • Extensive professional experience in the area of training on issues of gender and SGBV in regional and international settings;
  • Proven and extensive experience in the establishment of special police including (gender Unit or Gender Units);
  • Ability to interact with governmental agencies, good interpersonal skills and organizational proficiency;
  • Excellent communication and drafting skills in English, both orally and in writing;
  • Knowledge of  South Sudan  context or experience in the country would be an added advantage.

Language:

  • Fluency in English.

Evaluation:

Individual consultants will be evaluated based on the following methodology: Cumulative Analysis.
The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical (70%) and financial criteria (30%) specific to the solicitation.

Technical Criteria for Evaluation (Maximum 70 points):

  • Criteria 1 - Background and education - Max - 10 points;
  • Criteria 2 - Practical previous experience -Max -30 points;
  • Criteria 3 - Knowledge and professional experience in preparing similar positions - Max -30 points;
  • Criteria 4 - English language fluency in both oral and written and previous experience working with international organizations - Max - 10 Points.

In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest priced proposal. Only candidates obtaining a minimum of 350 points (70% of the total technical points) would be considered for the Financial Evaluation.

A suggested formula is as follows: p = y (µ/z).
Where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
