Background
Globally, UN Women is supporting stronger attention to gender dimensions of disasters and leading up to the adoption of the Sendai Framework, UN Women along with civil society organizations and other UN entities, provided technical support to member states and the secretariat. In particular, UN Women has advocated for strengthened language related to women’s equal participation and leadership, increased collection and use of sex and age-disaggregated data, gender analysis as well as gender-responsive targets and indicators as central priorities in the Sendai Framework.
The South Asia peer learning regional consultation on gender responsive disaster preparedness and risk reduction will build on the “Ha Noi Recommendations for Action” which was adopted at the Regional Asia-Pacific Conference on Gender and Disaster Risk Reduction organized by UN Women and the Government of Viet Nam, in collaboration with UNISDR, UNDP, and other partners, with support from the Government of Japan from 16-18 May, 2016. The Ha Noi Recommendations for Action proposes key actions that should be taken to ensure the implementation of gender-responsive disaster risk reduction covering all of the four priorities for action under the Sendai Framework for Disaster Risk Reduction. In line with the Sendai Framework, the recommended actions are such that these actions can be taken at regional, national and local levels. In addition, the consultation will aim at contributing to the Asia Ministerial Conference on Disaster Risk Reduction (AMCDRR) to be held in New Delhi on 14 – 17 November, 2016 by sharing the best practices and recommendations to strengthen the capacity of South Asian governments and national women’s machineries to ensure the integration of gender equality issues into disaster preparedness and risk reduction initiatives.
Duties and Responsibilities
The overall objective of this assignment is to support UN Women Nepal Country Office to organise the South Asia peer learning regional consultation on gender responsive disaster preparedness and risk reduction. The position will be expected to act as primary focal point for all internal and external stakeholders related to the consultation.
The National Consultant will be responsible to:
- Draft minutes of the steering committee meetings in connection with the design of the consultation;
- Prepare background notes for the technical sessions and coordinate sessions with various resource persons;
- Send out invitation letters and follow up on confirmations;
- Share the workshop background note, programme and logistics note with the participants;
- Communicate and coordinate with participants and resource persons on their presentations after letters of invitation have been sent out by UN Women;
- Update the participant’s arrival and departure list;
- Provide logistic and other support to the consultation participants in collaboration with operation colleagues;
- Manage logistics during the consultation in collaboration with the Operations team and the Hotel (presentation sequencing/lunch/coffee breaks/group work/exhibition etc);
- Coordinate with the unit manager and programme officer on the conduct of the entire consultation;
- Convene the rapporteurs to discuss rapporteuring of the proceedings of the consultation;
- Finalise the consultation report in close consultation with the rapporteurs;
- Perform other relevant duties as required by Unit Manager.
Expected Deliverables:
- Meeting minutes, background notes, letters;
- Workshop participants and resource persons list;
- Arrival and departure lists; and
- Workshop report.
Contract Supervision:
- The Consultant will work under the overall supervision and guidance by Unit Manager, Economic Empowerment (EE) Unit of UN Women Nepal Country Office and in close coordination with the MoLE.
Schedule of Payments:
Payment will be made on monthly basis upon satisfactory performance of the consultant. The monthly payment will be based on UN National Consultant Fee structure.
Competencies
Functional Competencies:
- Proven ability of organizing international consultations;
- Ability to multi task and work in a team;
- Event planning, communications, public relations, administration and management experience;
- Familiarity with the South Asia Region.
Required Skills and Experience
Education:
- Master’s degree in social sciences, business management or any related field.
Experience:
- A minimum of 3 years of experience in event planning and management, including on women’s rights issues and gender responsive disaster risk reduction and humanitarian setting highly desirable;
- Demonstrated understanding of women’s rights and DRR issues would be an advantage.
Language:
- Excellent written and spoken English skills.

Selection Process:
The candidates will be evaluated in three stages: according to minimum qualification, technical, interview and financial evaluation. Total score is: 100.
- Educational qualifications and training (10);
- Experience in organizing and coordinating high-level events and conferences (35);
- Experience in coordinating at the international / regional level with government, nongovernment and UN organizations (25);
- Familiarity of working in the development sector, preferably with UN (15);
- Communication skills, including skills in using information and communications technology (15).
Maximum total technical score amounts to 100 points. Only candidates who have passed over the mandatory criteria and have accumulated at least 70 points under the technical evaluation will be considered for next evaluation process. The technically qualified candidates may be called upon for an interview.
