Background

Purpose

The South Eastern and Eastern Europe Clearinghouse for Small Arms and Light Weapons (SEESAC) is seeking to recruit an intern to join its Belgrade based team.

Objective

The objective of is to assist the SEESAC Team in the implementation of communications activities.

Background Information

The South Eastern and Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC)[1] is a joint initiative of the UNDP and the Regional Cooperation Council. As such, it is an integral part of UNDP’s work in the Europe and the Commonwealth of Independent States (ECIS) region and has, since 2002, worked primarily to strengthen the capacities of national and regional stakeholders to control and reduce the proliferation and misuse of small arms and light weapons, and thus contribute to enhanced stability, security and development in South Eastern and Eastern Europe[2]. SEESAC also has a distinguished record working closely with national Ministries to mainstream gender equality and this aspect will remain central to the programme.

Going forward, SEESAC will maintain its long-standing work in South-Eastern Europe the small arms and light weapons and gender equality in security sector reform fields, under the framework of the Regional Cooperation Council (RCC), reporting regularly to the Regional Steering Committee. The programme will continue and, where possible, scale up the innovative work it has pioneered in fostering confidence between rule of law providers within southeast Europe, as well as in the fields of innovation, security and technology. In addition, SEESAC will increasingly focus on sharing the capacity it has developed over the years through line ministries and UNDP offices in order to address community and other security needs - arms control, mine action, border management, community policing and export control – beyond the sub-region, and provide guidance on introducing gender equality into the security sector.

On 9 December 2013 the Council of the European Union passed the Council Decision 2013/730/CFSP in support of SEESAC disarmament and arms control activities in South East Europe. This way the 28 EU member states secured over EUR 5 million for the implementation key SALW Control Activities by SEESAC. The new phase of activities builds directly upon the SALW Control work SEESAC successfully completed during the 2010-2012 period under the Council Decision 2010/179/CFSP, and is part of the overall SEESAC Arms Control portfolio.

In addition to this, SEESAC, since 2012 is implementing the Strengthening of Regional Cooperation on Gender Mainstreaming in Security Sector Reform in the Western Balkans project working to support the institutionalization of gender focal points in Ministries of Defence and the armed forces; reform of human resources policies to improve recruitment and retention of women in the military; and increase gender awareness in the armed forces thus creating a more enabling environment for gender equality in defense.

Both initiatives significantly enhance SEESAC’s capacity to continue to strengthen safety and security through regional cooperation in South East Europe.

Duties and Responsibilities

Under the overall direction of SEESAC Senior Programme Coordinator and the direct supervision Communications and PR Expert, the Intern will be expected to perform the following tasks:

  • Provide operational support in the implementation of the SEESAC Communications and Public Relations activities;
  • Provide support to the SEESAC Communications and PR Expert in maintenance of all SEESAC online platforms.
  • Monitor traditional and social media on SALW and gender equality topics, as well as current events, especially in the region.
  • Provide support in regular updating of posts and profiles related to SALW and gender equality.
  • Provide support in writing, researching, editing, proof reading of different types and forms of text.
  • Provide support in organizing, listing and ordering of all of SEESAC’s visibility material, as well as support daily work with designers and printing companies.
  • Perform any other duties in the field of Communications and PR as required by the SEESAC Senior Programme Coordinator and Communications Officer.

Competencies

  • Demonstrates strong oral and especially strong written communication skills
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
  • Evidence of ability to express ideas clearly; to work independently and in teams.
  • Excellent organizational skills.
  • Excellent in writing meeting minutes and note taking.
  • Good knowledge of the region and its particularities.

Required Skills and Experience

  • A first degree in a relevant area. An advanced degree will be an advantage.
  • Prior experience in communications, journalism, public relations, with focus on development.
  • Knowledge of international framework related disarmament issues, arms control, SALW issues, non-proliferation of SALW, Security Sector reform or gender mainstreaming.

Special Note

UNDP internships are performed strictly on a non-remunerative basis. The intern must make his/her own arrangements concerning all expenses associated with the internship, including living expenses and travel costs.

The intern is personally responsible for and must provide proof of adequate and regular medical insurance and must maintain such insurance during the internship.

Mandatory UNDP requirements for internship

In order to qualify for an internship at UNDP, the candidate needs to meet the following enrolment conditions:

Enrolment:

  • enrolled in a graduate school programme (second university degree or equivalent, or higher);
  • enrolled in the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent);
  • have graduated with a university degree (as defined above) and, if selected, must start the internship within one-year of graduation.

Skills:

  • Excellent English language skills spoken and written; excellent BCMS language skills spoken and written; knowledge of another South East European language is an asset;
  • Proficient in MS Suite and internet research tools;
  • Demonstrates good understanding and knowledge of traditional media, avid news consumer;
  • Demonstrates interest and understanding of current events, globally, in Europe and in the region;
  • Demonstrates good understanding and knowledge of social media;
  • Excellent in writing meeting minutes and note taking;
  • Demonstrates strong research skills.

The successful candidate will join us for the period 22 August - 31 December, 2016 with the possibility of extension.

The successful candidate will be asked to provide, prior to commencing work, the following documentation:

  • A signed UNDP Internship Agreement;
  • Medical Certificate of Good Health;
  • Proof of medical insurance valid for Serbia.
