Background

The UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of national priorities and efforts, building effective partnerships with government, civil society, private sector, and other relevant actors.

Under the overall guidance of the UN Women Representative, the direct supervision of the Deputy Representative and in close collaboration with the Head of the Karomojo Sub-Office, Gender & HIV/AIDS Specialist will be responsible for effective and efficient management and implementation of the UN Women Gender and HIV/AIDS programming in Uganda. She/he provides technical expertise on gender equality and women’s empowerment with a holistic approach to address opportunities and challenges in responding to HIV/AIDS issues in Uganda. The Gender and HIV/AIDS Specialist analyses political, social and economic trends provides policy advisory services to partners in government, UN, development partners, CSOs and academia; she/he works closely with UN Women thematic specialists at country and advisors in the regional office and at headquarters, ensuring successful implementation of the UN Women Uganda Strategic Framework 2016 -2020, under his/her portfolio. The Gender & HIV/AIDS Specialist ensures quality and timely implementation of the programme, documentation of good practices, success stories as well as high quality and timely reporting for results.

Duties and Responsibilities

Technical Leadership and Effective Management:

  • Conduct environmental policy scanning on a continuous basis for gender and HIV/AIDS and regularly update and advise senior management team;
  • Working closely with thematic leads, provide technical leadership in mainstreaming gender and HIV/AIDS into UN Women result areas;
  • Provide technical leadership for the smooth planning, implementation monitoring and reporting of JUPSA, under the coordination of the Head of the Karamoja Sub-Office;
  • Provide technical support in the smooth implementation of the UBRAF project and other HIV/AIDS programming interventions;
  • In close collaboration with selected implementing partners, monitor programme delivery and take timely corrective action as necessary, in line with UN Women policies and procedures;
  • Provide technical guidance and capacity building to key government agencies at national and subnational levels to analyze, formulate, monitor, evaluate and execute gender-responsive HIV plans and budgets;
  • Maintain budget awareness and ensure funds are utilised in line with agreed plan and budgets;
  • Financial and substantive monitoring and evaluation of the HIV/AIDS project activities, identification of operational and financial problems, development of solutions;
  • Participation in audit of projects, follows up on audit recommendations and all exceptions are timely reported;
  • Maintain awareness of contractual obligations with donors and ensure full compliance of reporting requirements, in collaboration with the Monitoring, Evaluation & Reporting Specialist and Operations Team;
  • Maintain donor awareness and provide support to senior management in mobilizing resources for the gender and HIV/AIDS programme.

Partnerships and Coordination:

  • Represent UN Women in monthly HIV/AIDS forums including the JUPSA, ADP, UAC - Gender Technical working group and other related forums and ensure gender gaps in HIV/AIDS programming and funding needs are integrated in the discussions and decisions;
  • Support Government and CSO partners to integrate, monitor and report on gender indicators in national HIV/AIDS monitoring and reporting framework in line with the NSP 2016-2020;
  • Work closely and provide technical support to UN Women Karamoja Sub-Office in the targeted JUPSA districts to identify, plan, implement and report strategies for addressing gender gaps in HIV/AIDS response in their districts;
  • Write analytical and progress reports on UN Women’s programme experiences and results in support of UN Women inter-agency coordination role including UN Women’s contributions to UNDAF reporting processes.

Planning, Monitoring, Evaluation and Reporting:

  • In collaboration with the Monitoring, Evaluation & Reporting Specialist, collect, compile, analyse and share periodic data/ information on programme performance, including development of M&E Framework to inform continued programme efficiency and effectiveness;
  • Provide analytic and strategic inputs to the Country Strategy and Annual Work plans to ensure the gender and HIV/AIDS issues at national level and target districts are effectively addressed;
  • In collaboration with the Head of Karamoja Sub-Office and the Monitoring Evaluation and Reporting Specialist, collect and compile program activity information, evaluating progress toward achievement of annual work plans and related program outcomes in the JUPSA;
  • Ensure effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results, in close collaboration with the Monitoring, Evaluation and Reporting Specialist;
  • Ensure that donor reports are prepared in high quality standards and submitted on time, in close collaboration with the Monitoring, Evaluation and Reporting Specialist and the Head of the Karamoja Sub-Office;
  • Identify and synthesize best practices and lessons learnt on advocacy support;
  • Proactively contribute to knowledge networks and communities of practice;
  • Provide technical support to the development of relevant advocacy and policy documents on Gender & HIV/AIDS in close partnership with Communications and Advocacy Specialist;
  • Increase visibility of UN Women’s Gender & HIV/AIDS work in Uganda;
  • Perform any other duties and tasks related to this job description, as assigned by senior management.

Required Skills and Experience

Education:

  • A minimum Master's degree or its equivalence in development studies, gender studies, human rights, social sciences or related fields.

Experience:

  • 5 of more years of relevant experience at the national or international level in Gender and HIV/AIDS programming, with responsibility for the design, planning, implementation and monitoring of Gender & HIV/AIDS programmes;
  • Strong experience in providing advisory services, hands-on experience in design, monitoring and evaluation of Gender & HIV/AIDS programmes is essential;
  • Demonstrate analytical and advocacy skills on Gender & HIV/AIDS issues in Uganda;
  • Strong knowledge of international, regional and national instruments, resolutions, policies and conventions that protect women’s human rights, including Convention for the Elimination of all Forms of Discrimination against Women (CEDAW), Beijing Platform for Action (BPFA) and the Sustainable Development Goals (SDGs);
  • Strong links with national networks, actors and partners in government, civil society, including experience in strengthening capacities of national and local partners;
  • Demonstrated skills in resource mobilization on Gender & HIV/AIDS programming and familiarity with donor priorities in Uganda;
  • Excellent written and oral presentation skills and gender analytical skills;
  • Experience in the usage of computers and office software packages, and experience in handling of web based management systems.

Language:

  • Fluency in written and spoken English and basic working knowledge in any of the UN working languages in Uganda.
