Background

Since 2001, United Nations Development Programme (UNDP) has been responsible for the implementation of the EU funded Programme “Partnership for the Future (PFF)” in Cyprus. UNDP-PFF aims at contributing to the peace-building process in Cyprus through different levels of intervention, including urban infrastructure rehabilitation and cultural heritage conservation. Within this context, UNDP-PFF has recently started a new collaboration with the European Commission for the project “Natura 2000 - Completion of Nature Protection Facilities”.

The Overall Objective of the project is to achieve effective systems of nature protection in the northern part of Cyprus, in compliance with the requirements of the acquis. In particular the project aims to support the implementation of necessary conservation measures in line with the provisions of Directive 92/43/EEC on the conservation of Natural Habitats and of Wild Fauna and Flora (Habitats Directive), and for special protected areas as defined under Directive 79/409/EEC on the wild birds (Wild Birds Directive).

The Specific Objective foresees the setting up within the Special Environmental Protection Areas (SEPA) of minimum physical infrastructure necessary for the protection and management of the above potential NATURA 2000 sites. The works are envisaged to be done at three sites in: Karpasia/Karpaz, Alagati/Alagadi and Agia Eirini/Ayairini/Akdeniz.

In light of the above, UNDP Partnership for the Future Programme (UNDP-PFF) is seeking the support of a two local consultants (architect or engineer) to supervise the implementation of the projects. The distribution of sites will be as; one Site Supervisor/Engineer Representative will only work at the site located in Karpasia/Karpaz and the other Site Supervisor/Engineer Representative will be working at the sites; Alagati/Alagadi,and Agia Eirini/Ayairini/Akdeniz.

Duties and Responsibilities

Under the overall guidance of the UNDP Programme Manager and the direct supervision of the project Engineer, he/she shall be the ‘Engineer Representative’ of the contract as per the duties and responsibilities of the UNDP General Conditions of Contract for Civil Works:

  • Supervise the works in accordance with the contract documents and the procedures established by UNDP;
  • Supervise the works in accordance with the  technical specifications, bills of quantities and drawings;
  • Ensure the correct implementation of the works according to technical specifications, drawings, workmanship and quality of materials;
  • Review and advice to the Engineer for the materials submitted;
  • Check completed works before they are covered by the contractor, taking photos and measuring/sketching;
  • Ensure that the site is kept clean and tidy that all measures are taken for site safety;
  • Ensure that health & safety measures are adopted and followed to the full extent and with no deviation and if needed instruct additional safety measures if needed;
  • Take pictures and collating these in digital formats for the contract records and duly maintain an electronic library of photos of the progress of the works;
  • Check and  verify quantities of works done and provide a report to UNDP for each payment certificate;
  • Report on the quantities of works prepared by the contractor – review each payments certificate of the contractors and verify quantities to the Engineer;
  • Collate all documentations for the payment requests for each statement (interim / final);
  • Monitor the workplans and inform the Engineer for any deviation;
  • Assist in the preparation of inspection for the substantial completion and snag list;
  • Maintain a filing system for all site memos and instructions, measured quantities of work and materials on site, reports and other documents and correspondence pertaining to the construction activities;
  • Attend weekly site meetings and take minutes of meetings to be given to the Engineer;
  • Ensure that the daily records are kept on the site workbook; sign on the site workbook;
  • Inform the Engineer of any problem which may arise with the Contractor;
  • Carry out any other tasks related to the works and the project given by the Engineer.

DELIVERABLES: The consultant shall submit a weekly report to the Engineer of the contract, the format and content will be given. Narrative parts of the reports must be written in good English and must be proof read before submission to the Engineer.

Required Skills and Experience

Education:

BSc. degree in civil engineering or architecture.

Experience:

  • Minimum 5 years of post-university experience in the construction or the building sector;
  • Minimum 3 years of site supervision experiences in any type of project;
  • Site supervision for at least 3 projects irrespective of magnitude

Language:

Fluency in English and Turkish.

Other:

  • Valid registration/membership with the relevant professional association;
  • Competency in computer use;
  • Ability to commute to the project sites.

Remuneration:
Interested candidates must submit a daily fee considering the below criteria:

  • A day will be calculated as 8 hours
  • A day will be prorated with hours of work carried out
  • The services will be implemented at the project sites listed above
  • Up to 20 days of work per month will be required; these working days should be arranged with the progress of the works and in consultation with the Engineer
  • Time will be kept on sites only; traveling to and from the sites will not be calculated.
  • The consultant will work on the sites and at the UNDP-PFF office whenever requested by the supervisors.

  4. Financial Proposal: Financial proposal will specify the daily fee in EUR per working day and shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and office holidays are not payable.

Evaluation / Selection Process:

All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.


Technical Criteria (CV review and interviews) – 70 % of total evaluation– max. 70 points:

CV review: 30 points 

  • Educational qualifications and certifications as defined in the ToR (15 points)
  • Experience as defined in the ToR (15 points)

Only candidates who obtained at least 70% of points from the CV desk review (who will score at least 21 points) will be invited for an interview

Interview: 40 points 

  • Experience in supervision of emergency measures works and/or restoration/conservation of stone buildings and similar architectural heritage buildings/structures (15 points) 
  • Competency in computer use and especially of Autocad (10 points)
  • Experience in international organizations (e.g. UN, UNDP, EC) (5 points) 
  • Language: Fluency in English and Turkish and/or Greek (10 points)

Only those individual consultants who obtained at least 70% of points from the interview (28 out of 40) will be considered for financial proposal evaluation.


Financial Criteria – 30 % of total evaluation – max. 30 points.

  • Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].


UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Term: 

Monthly lump-sum payable upon submission of the monthly time-sheet and the collated reports of the weekly reports and certification by the UNDP.
