Background

The Ministry of Land and Rural Resettlement (MLRR) has developed the project: Support to the Ministry of Lands and Rural Resettlement 2014 to 2016 Action Plan. The project seeks to assist the MLRR to improve the regulatory framework and management of the land, which can subsequently contribute to the improvement in production in the agriculture sector as a key driver for economic and social development in Zimbabwe. The project is supported with resources from the UNDP and European Union from 2014 to 2017. The UNDP and EU are fully committed to support the critical elements of this project. The project will also support the establishment of the Zimbabwe Land Commission (ZLC), which is pivotal on the land in the country. The project will bring together partners to support the MLRR which includes the Department of the Surveyor General to deliver on their mandates with regards the land reform. This will be catalytic in addressing the critical areas that will work towards the finalization of the outstanding issues on valuation, compensation, conflict resolution, base mapping and surveying of the resettled areas. The proposed interventions will ensure that MLRR has the capacity to monitor and track the production and productivity on agricultural land anchored on theZimbabwe Agenda for Socio-Economic Transformation (ZIM-ASSET), the MDG commitments and other national performance indicators.

Duties and Responsibilities

The objective(s) of the assignment is to review the Land Survey Regulations so as to include the new technologies and provide a basis for the migration from analogue to digital survey methods.

The following are the key activities that the consultant is expected to undertake;

  • Review of existing regulations and related legislation with a view to incorporate;
  • Global Navigation Satellite Systems (GNSS) surveys;
  • Sectional Title (Undivided shares) surveys;
  • Digital lodgement of cadastral surveys;
  • Accuracies and standards for data from imaging technologies (e.g. remotely sensed data);
  • Surveys  in new the resettlement models (e.g. A1 and A2 models) and other tenure types;
  • Make other recommendations on changes to current Land Survey Regulations and related legislation in accordance with international best practices;
  • Review the current Tariff of Fees (SRB Circular No. 1 of 2009).

All deliverables such as reports, plans and other artefacts should be delivered to UNDP for onward transmission to the MLRR and the Surveyor General for acceptance and/or approval in order to reach the planned milestone and proceed to the next stages.

Inception Report: Within one week of signing the contract, the consultant shall present an inception report detailing the Assignment Work Plan. The work plan shall indicate clear timelines, a detailed approach and methodology and identified list of key stakeholders to be consulted, as well as the indicative structure of the final report;

An Interim Report: The report shall be in following parts:

  • Comprising of document reviews, stakeholder views, identification of issues, concerns raised by the stakeholders on land survey regulations for Zimbabwe.
  • Analysis of international experiences on  land survey regulations that can be considered for the Zimbabwe;
  • A review of the current land survey tariff of fees and make the necessary recommendations.
  • A stakeholders workshop to commend on the findings, draft recommendations and validation  of the interim report;
  • A Final Report that incorporates all the comments from stakeholders, MLRR, UNDP and the workshop participants on the Draft Report.

Required Skills and Experience

Education:

  • Have a first degree in Land Surveying or related field.

Experience:

  • Have a minimum of 5 years  experience as a Registered Land Surveyor;
  • Should have a background in land surveying and be registered with the Council of Land Surveyors in Zimbabwe.

Language:

  • Fluent in English.

Timeline, Reporting & Quality Control for the Assignment:

The duration for the assignment is twenty one working days over a period of two months.
The consultant will be under the overall supervision of  the Permanent Secretary of  MLRR and working directly with the Surveyor General ;
Administrative and strategic support and guidance will be provided by UNDP;
Through the Surveyor General the consultant will ensure that the key stakeholders are regularly consulted and updated on the progress of development of the assignment.

Evaluation:

The Consultant will be evaluated based on the qualifications and the years of experience, as outlined in the qualifications/requirements section of the ToR.  In addition, the Consultant will also be evaluated on the following methodology:
Cumulative analysis: When using this weighted scoring method, the award of the contract should be made to the Consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Technical Criteria weight: 70%.
Financial Criteria weight: 30%.

The award of the contract shall be made to the Consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the ToR.

Selection Criteria:

Technical Evaluation: 70% of total evaluation (maximum 70 points):

  • Criteria A: Education (maximum 20 points);
  • Criteria B: Experience (maximum 45 points, divided into 25 points for substantive and technical experience in land surveying, preferably with a focus on Land Survey Regulations and related legislation in accordance with international best practices, 20 points for working in a multi-cultural and/or international work environment. Wide experience of technical advisory support and overall capacity development, preferably in the sub region;
  • Criteria C: Language (maximum 5 points).

Final selection: Only the candidate with the highest ranked will be selected.

Note:

Only the highest ranked candidates who have obtained a minimum of 49 points (70%) on the technical evaluation will be considered for the financial evaluation.
