Background

The consultant will work in close coordination with Law Parliamentary Affairs and Human Rights Department Khyber Pakhtunkhwa under the guidance of Chief Technical Specialist (D&LG) to provide technical input and assistance for successful implementation of project . The project aims to support the relevant institutions dealing with Human Rights in Khyber Pakhtunkhwa to develop a comprehensive and sustainable Human Rights strategy and enable them to effectively implement this strategy. Through capacity building, the project will strengthen the performance of the provincial institutions to fulfill their mandate and assist them in developing strong coordination mechanisms, data collection and analysis.

To implement this project, Decentralization and Local Governance Project of UNDP Pakistan is looking to hire the expertise of an International Consultant who will possess knowledge of the rights up front action plan of the UN and will be aware of the UN resolutions to safeguard human rights. In addition the consultant will be able to provide technical assistant to national and sub-national institutions on how to effectively and efficiently report on international human rights covenants.

The project needs to recruit an international expert due to the following reasons:

  • Will possess knowledge of the Human Rights up Front Action Plan of the UN;
  • Will be aware of the UN resolutions to safeguard human rights;
  • Will be familiar with Universal Periodic Review reporting mechanism of the Human Rights Council;
  • Will be able to guide national and sub-national institutions on how to efficiently report on human rights covenants Pakistan is signatory;
  • Will possess sufficient knowledge of donor funding interests;
  • Will bring international experience which will play an important role in providing technical support in achieving project goals and objectives.

Duties and Responsibilities

  • Plans and coordinates the development, implementation, and execution of Devolving Rights in Khyber Pakhtunkhwa project funded through the Swiss Development Corporation to achieve the overall project, goals, and objectives;
  • Oversees and administers all components of the day-to-day operations of the project and its activities;
  • Serves as primary liaison with internal and external partners on matters relating to project activities;
  • Liaison officer on Human Rights between UNDP Country Office and the relevant partner organizations;
  • Plans, develops, and implements strategies for identifying and generating funding and/or resource opportunities for the human rights component of the Decentralization and Local Governance Project;
  • Provides and/or coordinates the provision of technical guidance, consultation, related support to Devolving Right in Khyber Pakhtunkhwa project staff;
  • Supports the project in day-to-day problem solving as necessary on day-to-day project-related needs and issues;
  • Creates, produces, and delivers a range of promotional, educational, and informational presentations, and/or resource materials related to project activities and initiatives;
  • Oversees and/or coordinates the collection, compilation, and analysis of project activity data; develops, writes, edits, and presents comprehensive statistical and narrative project reports;
  • Ensures monitoring and quality assurance of devolving rights in Khyber Pakhtunkhwa project through participation in periodic field visits, organization of and reporting on project indicators and targets;
  • Ensures timely reporting of project targets to achieve overall objectives of the Decentralization and Local Governance project including the contribution of the Devolving Rights in Khyber Pakhtunkhwa project to the Common Country Programme Action Plan of UNDP Pakistan.

Deliverables

The expert shall be working as per the requirement and directions of the CTS and NTA to implement the project activities in particular “Devolving Rights in KP” project signed with SDC and other project/programme work which he/she may be assigned by the CTS and NTA D&LG project.  

The payment shall be made against monthly progress report; approved by the CTS/NTA for the period.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

Technical Proposal:

  • Explaining why you are the most suitable for the work; and
  • Provide a brief methodology on how you will approach and conduct the work.

Financial proposal (in a sealed envelope).

Personal CV including past experience in similar projects and at least 3 references.

FINANCIAL PROPOSAL

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TORs.  In order to assist in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).  

TRAVEL

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

EVALUATION

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight; [70%]
  • Financial Criteria weight; [30%]

Only candidates obtaining a minimum of 70% technical score would be considered for the Financial Evaluation.

Required Skills and Experience

  • Master's degree in International Law or related field;
  • At least two years of relevant work experience including capacity building in rights-based approaches;
  • Excellent knowledge of the internationals human rights system, its standards and mechanisms;
  • Previous work experience in Pakistan, sensitivity to its context and local situation is indispensable;
  • Comprehensive knowledge of Pakistan's local governance structures is desirable;
  • Previous work experience on institutional capacity building of National Human Rights Institutions would be an added advantage;
  • Excellent analytical and writing skills.
