Background

The UNDP, through support to the “Lebanon – Support to Economic Recovery, Community Security and Social Cohesion in Lebanese Communities Affected by the Syrian Crisis Program” has initiated a project of energy supply for host communities funded by the Netherlands Ministry for Foreign Trade and Development Cooperation, in partnership with the Ministry of Energy and Water.
As part of the above project, the need to initiate the market for biogas to benefit various host communities in Lebanon is central to balancing the energy needs of these communities with longer term development of the biomass and biogas sector in Lebanon while also reducing solid waste.
To this end, an international consultant with extensive experience in scoping and developing biogas projects in rural communities and in various sub-sectors is required to prioritize projects, and write up the technical specifications (tender documents) of these identified projects.

Duties and Responsibilities

In full coordination with the UNDP project manager and engineers, the International Consultant is tasked with the identification of technically and economically viable and environmentally sustainable projects in biogas (anaerobic digestion) based on readily available references (in particular the Biomass Strategy for Lebanon study), sources and interviews. These biogas projects are expected to be small-to-medium scale.

Targeted feedstock should include, yet not be limited to, the organic fraction of municipal solid waste, manure (livestock farmers), and agro-industrial waste (e.g. fruit and vegetable markets).

Potential sources and applications would then be validated through surveys to the respective sites undertaken by the UNDP-CEDRO project and a local consultant until 10 sites in vulnerable areas and/or town (hosting high number of refugees and are poorer) are selected. A rapid feasibility assessment is required per selected site. The consultant is expected to visit these 10 sites one time before the drafting of the below indicated specifications.

The Task will then shift to the complete drafting of the technical specifications for these 10 sites. The specification must include, yet not limited to;

  • Complete sizing, design, standards and norms, and other specifications of the appropriate anaerobic digestion processes (e.g. fixed dome digester, floating-drum digester, or tubular digester…) that matches selected site’s feedstock, temperature of the surrounding environment, pH values, and other operating parameters.
  • The specifications and guidelines for each site in terms of storage and utilization of the biogas. Both cooking and/or electricity as an output is expected.
  • Specification for any civil work requirements per identified/selected site.

The project will kick-off with a detailed discussion with the UNDP team on the objectives and work-plan expected from this study.

Below are the tasks expected from the International Consultant:

  • Task 1. Review all the currently available data and information on biogas in Lebanon, including yet not limited to the National Bioenergy Strategy for Lebanon (UNDP-CEDRO, 2011), and list the potential projects that require further investigation and validation by the UNDP team, through site visits and/or interviews.
  • Task 2. Through discussions with the CEDRO project, prioritize the selected sites, and perform both a rapid financial feasibility assessment and a sustainability appraisal on the 10 most promising sites.
  • Task 3. Site visit to Lebanon to validate all information on the 10 selected sites to ready for Task 4.
  • Task 4. Complete technical specification (tender documents) for the biogas process from feedstock to end-use for 10 sites, including yet not limited to the civil work requirements, full system product specifications and standards, and contractor obligation, and evaluation criteria. Also identify potential international suppliers if the systems cannot be manufactured locally or are not available in the local market.

Required Skills and Experience

Academic Qualifications:

  • Bachelor’s degree in mechanical engineering, chemical engineering, renewable energy, biomass/biogas or related field;
  • Master’s degree in renewable energy with biomass/biogas focus is preferable.

Years of experience:

  • Relevant experience in biogas of not less than 10 years.

Language requirements:

  • Proficiency in English.
