Background

Tanzania aspires to become a middle-income country by 2025 through a push for increased industrialization for economic transformation and human development. In doing so the Government underlines the importance of good governance, rule of law and peace stability in creating wealth and sharing benefits, emphasizing that people must be empowered to hold leaders and public servants accountable to improve performance and curb corruption (Tanzania Development Vision 2025). Increased wealth requires increased levels of accountability and in that sense inclusive institutions and awareness amongst the general population to be able to hold the leadership accountable. This should be matched with increased capacities at national and sub-national levels, to allow for a more equal and fruitful engagement on the potential benefits to the communities and populations most impacted, mitigating tensions that may arise, as well as to fully harnessing the capacities of the youth.

In the previous programme cycle, UNDP in collaboration with national partners focused on inclusive participation of citizens in the electoral process and to ensure a peaceful electoral environment through support to the Infrastructure for Peace. Key results from the previous cycle include improved engagement between various stakeholders, empowered women, youth and PWDs to participate in elections and politics, and establishment of multi-stakeholder dialogues at both national and local levels that served to mitigate and prevent rising tensions.

The new programme cycle takes a more holistic approach. The first main area will continue to build upon earlier UNDP support dating back to 1995 to promote citizen’s participation and give them a voice in decision making processes as well as promote citizen’s awareness to hold their government and leaders accountable, for example on issues of good governance, human rights and sustainable development. The second main area of support will be to promote platforms through which citizens can address emerging socio-political challenges especially those which negatively affect democratic governance, stability and peace. These issues could include tensions between local communities and international companies in the rapidly growing extractive industries sector; land and water disputes especially among agriculturalists and pastoralists; inter-pastoral conflict and cross-border cattle raiding; local level political tensions; tensions as a result of migration; as well as gang-related activities, particularly involving male youth.?? In order to respond to these challenges UNDP will continue to support Tanzania’s Infrastructure for Peace, which was established in 2013 following the signing of the “Maseru Declaration on a Framework for Peaceful Development in Southern Africa.” This will entail multi-stakeholder dialogue platforms, which seek to address development and social challenges as well as potential or existing conflicts in a participatory and inclusive manner. Stakeholders in this dialogue process will include local communities, local government, faith based and civil society organizations, political party representatives, women’s organizations, private sector and youth organizations, depending on the context.? As these issues cut across UNDP’s three programmes namely, Inclusive Governance, Inclusive Growth, and Environment and Climate Change, these platforms will also be used as a tool for effective community engagement across all three programme areas.

Duties and Responsibilities

Working under the overall guidance and direct supervision of the UNDP Community Dialogue Specialist the consult will undertake the following:

Undertake a desk review of previous project reports, updated analysis and assessments.
Conduct consultations as necessary with key stakeholders.
Develop a project document.

Competencies

Required Skills and Experience

Academic Qualifications:

Master’s degree in a relevant field (e.g. Peace and Conflict Studies, International Relations, Political Sciences, etc.)

Experience:

At least 7 years of progressively responsible experience in international development including experience with citizens’ voice, participation/accountability/empowerment;
Demonstrated experience in designing project documents on citizens’ voice, participation/accountability/empowerment;
Knowledge of voice and accountability issues, including the measurement and monitoring of participation and empowerment (qualitative and quantitative dimensions);
Experience and knowledge of participatory approaches to project design;
Thorough knowledge and demonstrated extensive experience in citizens’ voice, participation/accountability/empowerment;
Knowledge and demonstrated experience on conflict prevention and peacebuilding tools and programming;
Demonstrated experience in mainstreaming gender and human rights in projects;
Good knowledge and understanding of the UN, its values, priority goals and systems and procedures will be a definite asset.
Work experience in East Africa will be a definite asset.

Language requirements:

A high level of written and spoken English is essential;
Knowledge of Kiswahili an asset.
