Background

The Government of Tanzania with support from UNDP Tanzania and the Bill and Melinda Gates Foundation is implementing a project titled “Catalysing Agricultural Development in Tanzania- support to ADD”. The President Delivery Bureau working closely with the Ministry of Agriculture, Livestock and Fisheries is charged with responsibility of implementing the project. The project contributes to the agriculture National Key Results Area (NKRA) under the Big Results Now initiative (BRN). It provides financial support for institutional strengthening of the Agriculture Delivery Division (ADD) in the President Delivery Bureau as well as support for programmatic interventions carried out by ADD and the Ministry of Agriculture, Livestock and Fisheries as part of ongoing efforts to transform agriculture in Tanzania.

One of the key programmatic areas which is also part of the agriculture NKRA where the project has been contributing to, is rehabilitation and construction of warehouses under the Collective Warehouse Based Marketing (COWABAMA) initiative. In year 2013/14 the project supported rehabilitation/construction of 30 warehouses in Mbozi and Momba districts. The two districts are among top leading maize producers in the country. It is now planned to support construction about 50 other warehouses in the same districts.

Duties and Responsibilities

  • Liaise closely with the responsible UNDP Country Office Programme Specialist to get insights on any relevant data and information available for the assignment.
  •  Liaise with the Procurement Support Unit (PSU) to develop tendering documents with detailed drawings and blank BOQ purposes of sourcing the construction companies that will construct the warehouses in Mbozi and Momba districts.
  • Advise and assist the PSU in advertising the call for Expressions of Interest/Pre-qualification of Building Contractors.
  • Assist in pre-qualification evaluation process of the prospective companies.
  • Liaise with PSU in submitting construction tender documents to pre-qualified building contractors
  • Assist the evaluation process and selection of the most competitive and efficient construction company for construction of the project.
  • Assist in further internal review/approval of the tender/contract process per UNDP procurement procedures.
  • Supervise in close collaboration with the Ministry of Agriculture, Livestock and Fisheries (MALF) and the two district council engineers, the entire construction process upon award of contracts until final handover.
  • In close coordination and in liaison with relevant MALF and district council officials (District engineer, District Agriculture, Livestock & Cooperative Officer), the consultant will undertake a thorough inspection on site, with the objective to: (i) Verify that the pre-agreed milestones have been reached by the building contractors, (ii) Verify that the work performed by the contractors is in accordance with the contracts and as per the specified scope of work, (iii) Verify that the work performed by the contractor is of good quality and conforms to the Tanzanian standards in this matter, and (iv) Be in a position to further confirm that the certifications issued as a basis for processing payments to the contractors are valid, relevant and constitute an accurate basis for payments.
  • Notify immediately in writing to UNDP any defect in construction or flaw of any nature which might be observed during the site visit. Any notification of such nature shall be accompanied with clear recommendations of corrective actions to be taken by the various players.
  • Submit report to UNDP summarising the findings of the inspection within a maximum of two days after each site visit.

Required Skills and Experience

Academic Qualifications

  • Bachelor’s degree in Architecture or Civil Engineering
  • Registered by the Architects and Quantity Surveyors Registration Board (AQRB) or by the Engineer’s Registration Board (ERB) in Tanzania
  • Master’s degree in Architecture or Civil Engineering or Construction Project Management or equivalent relevant post graduate qualifications is an added advantage;

 Experience

  • Overall experience in design and supervision of construction and project management for at least 10 years.
  • Experience as a Project Manager in building construction project in at least three projects (office or commercial buildings)
  • Experience in design and construction supervision in building construction projects in at least three projects
  • Experience and familiarity with required security standards of international organizations

Language requirements

  • Written and spoken Kiswahili and English is essential.
